2022 August 17 Regular Port Commission Meeting Minutes

Vouchers:  Commissioner Kincannon motioned to approve the Vouchers for July 30, 2022, in the amounts of $7,776.37 and $3,168.58 for Q2 Commission payroll, Commissioner Morris seconded, all in favor, unanimously approved.

Public Communication:   

Commissioner Morris welcomed Katherine Yackel with YSS Dive Shop to the meeting, we appreciate having the Dive shop in town, it brings divers and activity to the downtown area; I like seeing business’ popping up, young blood and changes in ownership in our community. The port recently sent a second letter to you at the Dive Shop regarding usage of the Port’s public property, what is your interpretation of what was conveyed in the letter.  K Yackel said she wanted to confirm everyone in the meeting room wanting to confirm the maintenance supervisor, then said, we’ve heard complaints from divers that they are receiving parking tickets on their windows from the port’s maintenance person for parking over two hours in public parking, however we see no one else receiving notices. We heard inappropriate pictures are being taken of divers and their families when divers use the waterfront park, dock, and public parking, garbage cans are overflowing, we pick up the trash because we want a clean environment.  We notice commercial activity on the dock and people parking for longer than two hours on shrimping days, we feel it skews the perception of what the port does.  On the other hand, the waterfront park looks great, people are happy, Captain Lee is dropping off and picking up passengers from the dock bringing tourism to Hoodsport. On Monday and Tuesday, the Model T pub was so busy there were people everywhere, it was nice to see. We apologize for using the public waterfront park, dock, and parking area on April 30th without the port commissions permission. We don’t have a problem filling out the proper paperwork, making the deposit and providing liability insurance.  We don’t sanction other people from using the waterfront park, dock, or beach, we encourage them to be safe and use safe practices.   Our attorney feels we are in the right to use the dock occasionally because we are not exchanging funds and we don’t want to get into a legal battle. Commissioner Morris thanked K Yackel for her observations and said the Port commission will check in to your concerns.  The main reason for the letters sent to you was to make sure you understand there is a process to schedule events at the waterfront park and to ensure public property is not being monopolized by private entities when there are specific Washington state constitution rules governing usage around public property. People in the public have said it is difficult to use the waterfront park and picnic tables when all the tables are used and there is dive equipment on the tables. K Yackel said you need to keep a clear distinction between private and public use and not show preferential treatment to one private entity to avoid ligation we feel there is a lot of focus on what we are doing.  Commissioner Morris said the Port commission is happy to talk about hosting your occasional dive events at the waterfront park and is only stating what has been seen.  Commissioner Kincannon said there is an event application on the port’s website, it requires approved dates to be calendared, a facility use agreement, deposit fee and liability insurance, it is a formal way to give people who hold events equal time.  Remember the park is for everyone, please don’t monopolize the waterfront park, parking, and dock.  We will internally address your concerns and discuss them at another meeting. We are a small port, with a small budget and contracted personnel, we do then best we can, we don’t want anyone to have to pick up garbage and will monitor the garbage better on known busy days.  The Port strives to be good steward’s and neighbors. Our maintenance personnel have long days keeping up the grounds, it gets frustrating sometimes when people don’t follow the rules, please be mindful of that, it is a two-way street; we are all on the same page for compatible usage of public properties.  Commissioner Brazil said the biggest problem in town is parking, the port in the past looked for additional public parking but was unable to find anything suitable. Commissioner Morris asked K Yackel if she has met the new owners of the Hood Canal grocery store, she said, not yet.  Commissioner Morris said, I would like to send an introductory email to the new store owners as a fellow small business owner and to address community parking issues. I would also like to talk to you personally about additional parking you may be interested in behind my building.  Thank you for your time and concerns today. F McCullough said we are almost finished cutting trees on the North side of State Rt 119 and will be moving over to the South side of the road to cut the trees close to houses in the subdivision since that is a big concern.  I really need S Lindgren to help with core boring, Poria root rot spreads from diseased trees to adjacent healthy trees and shows little symptoms.  If the commission can come up to the site, I can show you an example of what the Poria laminated root rot does to the middle of a tree and how to tell by core boring.  I have had a big problem just recently with vandalism, people are stealing my logging signs and there’s been damage to my skidder.  They took the cables, I found out who they were and confronted them, told them it was us here working and to leave our stuff alone.  Commissioner Brazil said why would they do that, F McCullough said because they are not in the right frame of mind.  Commissioner Kincannon asked are you still on schedule.  F McCullough said there are a lot more diseased and damaged trees than originally anticipated, one section of trees has all been blown down by storms last winter, it’s a big mess they are tangled and criss crossed so we are behind schedule for sure.  S Lindgren said there are bad danger trees everywhere, once they are removed it will make room for trees that were planted during the reforestation project 10 years ago by the forester after the last removal of diseased and dead trees. Commissioner Brazil said yes, we planted over 17,000 trees impervious to root rot.  I walked through the park recently, it was impressive to see the logging operation and trees coming down, there is caution tape everywhere.  Commissioner Kincannon asked if there were any issues with people in the park.  F McCullough said yes despite chainsaws running, our logging signs and yellow caution tape everywhere, there are the same people who always walk their dog and berry pickers, people don’t read signs or listen, we have to shew them away. Commissioner Brazil said he drove by to see people lifting the chain to park inside of the parking area, S Lindgren says it happens daily. F McCullough says he walks out of the woods and people are parked next to his trucks behind the chain.  I put out a game camera but what good does it do after the fact, I see them, but they have already been there and taken stuff.  Commissioner Brazil said he will speak to the Lake Cushman maintenance company to look around the Hoodsport Trail parking areas when they are on patrol.  Lake Cushman maintenance company delivered three big piles of chipped wood that we can use on the trails, there are volunteers who are ready to help spread the chips.  F McCullough said I spoke to Bill Grondin, warden of the disc golf park, he will be contacting disc golfers to let them know part of the disc golf course will be closed while we work of the South side.  The homeowners are getting anxious for us to cut those danger trees down.  Are any commissioners coming up today, the logging trucks will be here to pick up trees.  Annie Bowers from the Timberland Regional Library said I am just here to listen, when you have the trails ready for the fall storybook, I am ready to post the story.  I will bring up additional metal frames in case any of them were damaged.

Commissioner Reports     Commissioner Kincannon said I have the final copy of the Hoodsport Trail brochure showing the hiking trail, disc golf course and restrooms.  S Lindgren said there is one change, the restrooms are across State Rt 119 in the parking area at the disc golf park.  Commissioner Kincannon said there used to be small signposts along the trail identifying trees, flora, and fauna, they are very old, and water damaged, I would like to see if we can replace them using revenue from the trees that is slated to go back in to the park.  If everyone agrees, I will contact the Shelton high school to find kids who will help identify plants and trees, what do you think?  Commissioners Brazil and Morris both said, yes, great idea! Commissioner Brazil said in the summer, garbage cans fill up quickly, but its seasonal.

Port Maintenance Reports:  

Hoodsport Trail Park & Disc Golf Park:  Closed for fallen and hazard tree clean up

Hoodsport Marina, Dock & Waterfront Park:  Summer is attracting many people to the waterfront park, dock, and marina.  It has been tremendously busy; people are dumping trash in all 5 garbage cans consistently.  Our second maintenance person is leaving, I could use someone to help me for the rest of summer.  Commissioner Kincannon asked if we could advertise.  S Lindgren said he may have someone in mind.

Portable Restrooms:  During the summer season, the Port rents 3 portable restrooms with hand washing stations for the publics use.  The grocery store also rents 3 portable restrooms for the publics use.

Port parking/Office building/Maintenance shed: S. Lindgren monitors live stream surveillance cameras overlooking the public restrooms, office building, port shed, parking lot, waterfront park and marina dock. It appears the same people continue to dump household garbage in the trash receptacles.

Port Directors Report:

The Port director asked the port commission if September 21st, October 12th, November 16th, and December 14th will work for the commission for upcoming regular port commission meetings.  All commissioners said it will tentatively work.  The port director said she is working of the dock lease renewal application and will be working with the representative from Washington State Department of Resources to fill in required information for the Washington State Aquatic Resources Permit and its attachment.  An email was sent to the representative and a conference call has been set for when she returns after August 15th.  The port received an event application and deposit from Jan Morris to host the Fjordin Crossin festival on a Saturday next June 17th, 2023.  It will be calendared on the Community Events page on the port’s website.  The port director said Commissioner Morris and I will be visiting the logging operation today to learn more about the Poria root rot and to see the loggers remove trees at the Hoodsport Trail park if anyone would like to join us.

Public Communication:   

F McCullough with NW Land & Tree called in to give the port commission an update, they are three quarters of the way finished with logging the strip along State Rt 119, known as the Hoodsport Trail Park lower parking area on the North side of the highway.  There are patches of trees that are way worse than anticipated, they are really badly diseased, bark beetle infested and lots of dead standing trees.  We will have a good start on the 15-year forestation plan. There are also lots of hornets nests this year, we’ve been stung many times as nests come down with the trees, the hornets are very mad and chase us.   Commissioner Kincannon said community members want to walk the trail and asked when he thought the project would be complete.  F McCullough said, I wouldn’t let people walk through now, there will be safe access to some of the trails by the end of July and all the trails should be walkable in mid to late August, we will know more as we go along, these dates are estimated.  Commissioner Kincannon asked if there was signage, F McCullough said, yes, we have had to ask people to leave because of the dangerous conditions especially while we are cutting down dead and diseased trees because they have a tendency to snap in a couple of places.  Commissioner Brazil said he watched some of the logging operation while they were taking down a dead tree, the tree broke in two places in opposite ways, it was very dangerous.  Before the Port of Hoodsport was deeded the 80-acre trail park from the State of Washington, the forest had never been managed and thanked F McCullough for doing this work.  F McCullough said there is another logging company who is doing the exact same thing a couple of miles away.  Commissioner Kincannon asked if Annie Bowers from the Timberland Regional Library had anything to add today.  Annie said she is here to listen in.  Commissioner Kincannon said there were a few storybook signs that had to be replaced before she was able to put up the next story book along the trails.  Annie said she anticipated there was some damage control and looks forward to fall after the logging operation iss finished.  The director and Commissioner Kincannon thanked Kirk Boxleightner for his article to keep people informed about the logging operation at the Hoodsport Trail Park which was very nicely written. K Boxleightner said, thank you.

Commissioner Reports     Commissioner Kincannon said she left a copy of the new Hoodsport trail park brochure at the port’s office for the commission and maintenance to look at because there may be additional information that could be added for accuracy before sending it to the printer.  S Lindgren said it is missing the upper parking lot area, gazebo, disc golf course layout and portable restrooms.  Commissioner Kincannon said she has been researching what would make the Port’s website pop up immediately in a search engine.  She found it requires being optimized through Google.  Commissioner Kincannon said she has a great website designer who could optimize and refresh the port’s website to bring it up to date and in the forefront on the internet.  She asked Commissioner Morris if he had any ideas since he has a business website.  Commissioner Morris said he found claiming google for search optimization makes a super big difference and will create more traction, the algorithm must be touched repeatedly to prioritize a presence.  We could also use social media in the future which requires someone to manage and update it frequently.  Commissioner Kincannon said she thinks a Facebook page attracts the 50 and older crowd whereas Instagram is geared for the younger generation.  Commissioner Kincannon made a motion to request a bid from the website designer to optimize and refresh the ports website.  Commissioner Brazil seconded the motion, all were in favor.  Commissioner Morris said he ran into Captain Lee Geist who was incredibly excited and happy with the condition of the boat dock and assistant maintenance contractor R Kowalski.

Port Directors Report:

The Port director said we had a scheduled walk about at the Hoodsport Trail park today to see the logging progress, however since there are hornet’s nests on the trail, it may not be a good day to go visit the logging operation, the commissioners concurred.  The Port director said she will talk to the grocery store manager to request an appointment to meet with the new store owner and to invite him to a port commission meeting.  Commissioner Kincannon said that was a great idea since we would like to know our new neighbor and are in support of the economics of the community and its development.  YSS Dive Shop was invited to today’s meeting to discuss a letter that was sent to them; however, they took a dive group to Honduras for a special dive event and are interested in attending the August meeting instead.  The port director wanted to remind the commission the annual Small Ports seminar will be held on October 20th & 21st if they wanted to attend, they could sign up with the Washington Public Ports Association.  Commissioner Brazil said it is always very informative with presentations by Port attorneys and other port commissioners and is a venue where small port commissioners can make great contacts and share information.  The Port director asked if the September regular port commission meeting could be rescheduled to another Wednesday, everyone looked at their calendars and agreed on September 21st.  The Port director reminded the commission to come into the office to sign Vouchers, approved Minutes and to look over the Hoodsport Trail Park brochure.

Vouchers:  Commissioner Kincannon motioned to approve the Voucher for May 27, 2022, in the amount of $8,982.53 Commissioner Brazil seconded, all in favor, unanimously approved.

Public Communication:   

F McCullough with NW Land & Tree who is contracted and approved by WA State Department of Natural Resources to remove fallen and hazard trees at the Hoodsport Trail Park said they have had permit issues, equipment breakdowns and equipment repair parts delays that blindsided them, changed their original start date and pushed their production timeline further out than anticipated.  We started moving equipment today and will work full time until it’s done with an estimated time for completion for mid to the end of August.  Commissioner Brazil said he understood there is a supply chain demand and fuel prices have increased.  Commissioner Kincannon said, do we need signs to notify the public of the closure while you are working?          F McCullough said, we have logging operation signs and Port maintenance will put out cones.  Commissioner Kincannon said she would like to get photos of the logging operation to share on the Port’s website and on Lake Cushman’s social media to show the public what is happening.  She said we can provide information and photos to Kirk Boxleightner, the Mason Shelton reporter who attends the port’s meetings so he can write an article for the newspaper.

J Morris said the Fjordin Crossin was a success for the people who did attend in the pouring rain that deterred a lot of people from attending.  We have selected a date for the 2023 Fjordin Crossin, it will be on June 17th and have cleared the date with our vendors.  I would like to thank S Lindgren for being such a big help accommodating us at the event.  Annie Bowers with the Timberland Library said she is waiting to put up the fall story book along the trail at the Hoodsport Trail Park and wanted to tell everyone there is expanded library access for members who can obtain access to the library from 7am-8pm with a keycard.

Commissioner Reports     Commissioner Kincannon said the brochures and logo pdf are almost complete, the logo and letterhead need to be proofread prior to sending everything to the printer.  She said she will be verifying the GPS coordinates to make sure the trails drawn on the brochures map are correct.

Port Maintenance Reports:

Hoodsport Marina, Dock & Waterfront Park:  Summer is attracting many people to the waterfront park, dock, and marina.  It has been tremendously busy.  We appreciate our additional contracted maintenance person who is doing a great job.

Public Restrooms: On April 14, 2021, the public restrooms were surplus’d to the Purvis’ whose plans are to repair and re-open them at their expense, they will replace the drain field and repair the septic system in accordance with the Mason County Environmental health specifications.   Until then, the Port of Hoodsport and the Purvis’ continue to provide portable restrooms with washing stations for the publics use. 

Port parking/Office building/Maintenance shed: S. Lindgren monitors live stream surveillance cameras overlooking the public restrooms, office building, port shed, parking lot, waterfront park and marina dock. It appears the same people continue to dump household garbage in the trash receptacles.

Port Directors Report:

The Port director wanted to acknowledge the Port’s long time maintenance supervisor Bruce Osborne who recently passed away.  Bruce was a tremendous asset to the Port, our friend and an active community participant; he had many hobbies, including watercolor painting, a motorcycle and car enthusiast and was the face of the Viking for the Fjordin Crossin event.  We all appreciated Bruce; he will be greatly missed by all of us! The approved letter was mailed to notify YSS Dive Shop as to the reason’s the Port is unable to allow private business to use public property for private enterprise.  Washington Fish and Wildlife was contacted to request additional shellfish harvesting signs, they said we should contact the County environmental health department because they do not have extra or additional signs to post.  Lary Coppola, executive director for the Port of Allyn was contacted again to invite all five Port’s in Mason County to join in an ‘All Port’s Meeting’ to discuss topics of interest.  Lary was unexpectedly hospitalized and plans to contact everyone when he is feeling better.  The Port of Hoodsport’s website: portofhoosport.us is available to the public to view information regarding the Port and was recently updated with current photos of the Port’s newest Commission.  The Washington Public Port’s Association will be sponsoring and hosting a ‘Small Ports Seminar’ at the end of October, it will be held at the Enzion Resort in Leavenworth.  Quarter 2 timesheets were provided to the commission for payroll.

Vouchers:  Commissioner Kincannon motioned to approve the Voucher for April 29, 2022, in the amount of $6,853.52 Commissioner Brazil seconded, all in favor, unanimously approved.

Public Communication:   

J Morris said the bad news is the Lady Alderbrook is in dry dock for repairs and the parts for repair will not be in by the Fjordin Crossin event, they sold out and are refunding tickets.  Captain Lee will still be taking the barrel of Aquavit across the canal in the traditional manner. Washington State patrol will have a patrol car with an officer and cadet at the event as a training exercise, Jan asked any idea where they should be?  The executive director said when she was part of the events committee, they stationed the state patrol at the intersection of Hwy 101 and State Rt 119 to direct traffic to and from the main highway. G Purvis said it prevented cars from backing up on the Highway waiting to turn onto SR 119.  Jan said they managed to get a small bus from the school district to shuttle people between the school and the bank between 9:30-4:00pm, it will run every ½ hour and takes 11 minutes each way.  There will be a dry place for people to wait for the bus in the event it rains. The cost is $1.90 per mile and wages for the driver.  Commissioner Kincannon asked how will you get the bus service information out to the public?  Jan said Rachel Hansen owns the bank building and will coordinate traffic and tourists to the event, she is posting on Facebook, her website and the Fjordin Crossin website.  There will be an article in the Mason-Shelton Newspaper as well.  We hired George Stenberg photography, he will be taking pictures of people having fun and riding the bus. G Purvis said it will be a busy parking area until church is out, you are welcome to use the ProBuild parking area as a turn around for the bus.  Jan said thank you. The executive director said the two Port parking spaces in front of the Port office have been reserved for Jan as per her request.  She said Derek Kilmer will be using the space for a short time.  Commissioner Morris said he gave Willis, the Shaved Ice business a spot to park behind the brewery.  Jan said Patchen, the chef who will be cooking on the beach will be up to code with the health and fire departments. Bill Long, representative for the dog park group said he sent an email on May 1st and wants to talk about reviewing how the port could give 1.5 Acres in the Hoodsport trail park to their group for a dog park, it would be ideal for a dog park if it was logged and cleared.  One acre is ideal for large dogs and a half acre for small dogs.  We are also looking at parks owned by the Skokomish tribe and a different piece of land and someone to partner with. Commissioner Brazil said it would be a big feat to log and clear trees in the park.  Commissioner Morris said in terms of a dog park and clearing trees, thinning trees is a better idea leaving mature trees for aesthetics and to avoid a big mud pit like I have seen at other dog parks. B Long said we can apply for a $25.k grant through Pet Safe for a new dog park, the problem is it must be complete by June 30th.  Is there a possibility to partner with the Port of Hoodsport?  Commissioner Brazil said the property was deeded to the Port of Hoodsport by WA state.  Washington State Constitution says a municipal agency cannot gift money or land to a business or group.  B Long asked how the Disc Golf Course was able to use the Hoodsport trail park.  Commissioner Kincannon asked the director to elaborate. The director said after many meetings with the Shelton Disc Golf Club and much consideration including liability, the Port of Hoodsport determined disc golf would be beneficial for tourism and economic development to partner with the disc golf community and to build an 18-hole disc golf course with a 9-hole family friendly disc golf course on the other side of State Rt 119. The mutual agreement included the Port purchasing equipment and material to build the disc golf courses, the members would design, research building materials and their volunteers would construct the courses. The disc golf association would organize tournaments, events and maintain the courses. B Long said the dog walkers would like to enter a similar partnership.  Commissioner Kincannon said that would require that the Port of Hoodsport have much more information, research and look at how it fits into the Ports mission statement before agreeing to construct a dog park within the Hoodsport Trail Park.  Commissioner Kincannon said since there is a timeline on your grant application, the port needs to vote now on whether the port commission wants to move forward with creating a dog park.  Commissioner Brazil made a motion for the commission to vote either yes or no on whether to proceed with creating the dog park at this time.  Commissioners Kincannon and Brazil voted not in favor to proceed, and Commissioner Morris voted in favor to proceed. Commissioner Kincannon thanked B Long and said we wish you the best of luck with your other options, if in the future you want to re approach the commission again with much more information you may. F McCullough and the Kiwanis were scheduled to speak on the agenda, and both were unable to attend.

Commissioner Reports     Commissioner Brazil went to the Washington Public Ports Spring meeting.  He said he ran into some other commissioners from Mason County who expressed they would like to have an All-Ports Meeting.  Commissioner Brazil suggested the Port of Hoodsport host it.  G Purvis said the Port could use the meeting space at the ProBuild building and they could also cater it.  The director said she would coordinate the meeting.  Commissioner Brazil said he spoke to Bill Grondin, warden of the disc golf course who said their tournament was cancelled due to all the blown down trees in the park and said they would reschedule after it was cleaned up.  S Lindgren said the tree removal will start in a week, will last 3 weeks and they will stage in the disc golf parking lot then clean up when they are finished. Commissioner Kincannon said she was contacted by several people early in the morning on Saturday April 30th saying there were dive groups, pop up tents, cars, and dive equipment everywhere at the Port’s parking lot, waterfront park, pier, beach and dock.  G Purvis said no one on any given weekend can use the waterfront park or picnic tables because there is dive equipment covering the tables, divers walking through the grassy area to the beach and carts wheeling dive equipment down the dock.  On the day of their unscheduled event there was heavy usage of the portable restrooms which we pay for.  We were told they were celebrating their first year with a dive event so I had to be in our parking lot, some of the people attending the event were very rude when they were told they could not park in our store parking area which costs us money when other people park there.  Commissioner Kincannon said we cannot allow the dive shop to monopolize the port’s property with disregard to the public.  A previous letter was written to the Dive Shop on April 10, 2021, when they requested use of the port’s waterfront property and dock several days a week and weekends on an ongoing basis.  The letter stated the Port’s legal counsel’s findings from the Washington State Constitution and RCW stating the Port is prohibited to allow any business to continuous use of public agency property for business gain.  Occasional scheduled events that have gone through the application, approval process is an exception.  Another concern is what if someone else had gone through the event application process of scheduling usage of the port’s waterfront property and dock that Saturday when they were heavily using the port’s public beach, waterfront, and dock areas?  Commissioner Brazil said there is an event application process and procedures to follow.  Commissioner Kincannon asked the director to write a letter to the Dive Shop regarding reminding them of the rules and regulations the Port must adhere to directed by the WA State Constitution and RCW’s and to remind them to please not use port property for the dive shops business purposes.    Commissioner Kincannon made a motion to send YSS Dive Shop a new letter as a reminder and a copy of the old letter, Commissioner Brazil seconded, it was unanimously approved.  Commissioner Kincannon asked the board if they had a chance to preview the 3 choices for a new port seal and logo.  Both Commissioner Brazil and Morris said yes, they both liked the second rendition.  Commissioner Kincannon asked for a formal vote, the choice of the second seal/logo was unanimously chosen.  Commissioner Morris said he noticed a lot less trash where the new trash can was placed at the North stairway to the waterfront beach.

Port Maintenance Reports:  

Hoodsport Trail Park & Disc Golf Park:  

Hoodsport Marina, Dock & Waterfront Park:  With help from Lori and Maury, the hanging flower baskets are up on the poles, flowers are in the planters along the waterfront, irrigation has been tested and repairs made, electricity is working at the electrical outlets and the water at the hose bib is on. The dock is clean.  There is a big log that washed up on the beach right in front of the stairway, I will work on moving it.  We are ready for the Fjordin Crossin event.  I will contact the new fire chief to pressure test the line on the dock before the event.  A large motorboat was moored at one of the slips for six days straight, they repaired the motor and left today, they paid for 6 nights.  Washington State Fish and Wildlife put up signs at the end of March to allow public shellfish harvesting.  Washington State Fish and Wildlife were back here at the end of April, removed the signs and replaced them with ‘no shellfish harvesting’.  Commissioner Brazil asked if we could ask for more signs to post along the waterfront walkway.  The director said she would contact them and make the request.

Public Restrooms: On April 14, 2021, the public restrooms were surplus’d to the Purvis’ whose plans are to repair and re-open them at their expense, they will replace the drain field and repair the septic system in accordance with the Mason County Environmental health specifications.   Until then, the Port of Hoodsport and the Purvis’ continue to provide portable restrooms with washing stations for the publics use. 

Port parking/Office building/Maintenance shed: S. Lindgren monitors live stream surveillance cameras overlooking the public restrooms, office building, port shed, parking lot, waterfront park and marina dock. It appears the same people continue to dump household garbage in the trash receptacles.

Port Directors Report

An additional portable restroom for the Fjordin Crossin event has been requested, two parking spaces directly in front of the Port office will be reserved for the event coordinator, two cones will be provided, a Fjordin Crossin poster was posted on the Port’s website, one placed on the Port office window and in the Kiosk at the waterfront park.  The port director and port’s accountant completed the Schedule 22 annual audit, it was submitted to the state auditor.  A 5-day notice and activity map were submitted to Department of Natural Resources for approval to notify them of the removal of blown down and hazard trees in the Hoodsport trail park all within the forest practice 15 year plan.  Two different volunteers contacted the port offering to help clear trails in the summer after the tree removal process is complete.  A second maintenance contractor will assist the maintenance supervisor with summertime tasks to relieve him of some of the 24/7 duties required to maintain the port’s public properties, trash cans and surveillance.  Process to remove what appeared to be an abandoned vessel was halted as the owner finally moved the boat after six days.  An additional portable restroom with a hand washing station will be provided by the Port of Hoodsport to be placed next to the other two in the Hood Canal Grocery parking lot, another three are provided by the Hood Canal Grocery store for the publics use at the end of May.  Additional cleaning and pumping of the portable restrooms at this location and the disc golf course will start at the end of May.  Increased garbage service of the dumpster will start at the end of May through October.

Approval of Agenda:       The port director added Don Kinney to the agenda after the ‘Draft’ agenda was posted to the port’s website. Commissioner Brazil motioned to approve the agenda dated April 13, 2022, with the addition; Commissioner Kincannon seconded; all in favor, unanimously approved.

Minutes: Commissioner Brazil motioned to approve the regular port commission minutes for March 9, 2022, Commissioner Morris seconded, all in favor, unanimously approved.

Vouchers:  Commissioner Kincannon motioned to approve the Voucher for March 31, 2022, in the amount of $8,225.40 and Q1 Commissioner Payroll $1,372.29 Commissioner Brazil seconded, all in favor, unanimously approved.

Public Communication:   

J Morris said all plans for the Fjordin Crossin are coming along. Derek Kilmer will be joining the event and leading the parade on a boat.  Mason County transit will no longer be providing shuttle services to the event since it is on a Sunday. Rachel Hansen, new owner of the bank building will allow us to park along with the library and other spots for parking.  YSS Dive will have a Sealife touch tank for the kids. The Norwegian elkhound society will be there, the Salmon center will run the education desk and will be cooking oysters.  The league of women will put up posters and talk about women in Mason County. Commissioner Kincannon asked if they will have additional trash cans, J Morris said they would be using the port’s trash cans.  Three portable restrooms will be delivered for the event, one of them provided by the Port of Hoodsport.  The end dock and South end slip will be reserved for the event allowing the public to use other slips as well.

F McCullough said they will start removing down and hazard trees in the Hoodsport Trail Park in two weeks, it will take a month to complete the project.  People can still access a part of the park while we work.  Commissioner Kincannon asked if they will be done by Memorial Day as many people will want to hike and play disc golf.  F McCullough said, yes by that time we will be working at the back of the park.  Commissioner Brazil asked if they recently surveyed the park, F McCullough said yes, there are quite a few trees that are dead and dying especially by Hole 1 close to the parking lot.  I estimate 20-30 loads will come out, the positive news is that the timber value is up on a negative note, inflation is killing us.  Commissioner Brazil asked if he put orange ribbon on the trees going out toward State Rt 119 by the Lake Cushman homes.  F McCullough said no, I noticed a orange ribbon line by the houses, it looks similar to marking trees in fire abatement projects.  Commissioner Kincannon said keep us up to date via email or phone.

B Long said his nonprofit organization ‘Sundogs’ is looking for about 4 acres of property where they can put up a fence for a dog park where beneficiaries of dogs and community dog owners meet, share information, make friendships, and let dogs run and socialize off leash.  We have looked at a couple of sites in Hoodsport and are currently looking at the Ports property at the Hoodsport Trail Park between the gazebo and Dow Mtn campground. We would like to partner with the Port of Hoodsport to make it happen.  We have dog parks in Shelton and University Place and are looking at other areas.  We have anonymous and other donors who help monetarily with installing water, fencing and poop bag stations.  Commissioner Kincannon said it sounds like a great program and good for the community.  Could you tell us what happened with other locations in Hoodsport? B Long said the old ballpark at lake Cushman in Division 10 was a consideration but the properties are only open for residents and guests of the Lake Cushman homeowner’s association.  I talked to B Grondin, warden of the disc golf course and he was concerned about dog droppings, and we are too. Commissioner Morris said I have taken my dog to the Chambers dog park and enjoyed it.  Since you are experienced in running these can you provide financial information on what the main costs are and the mechanics of how it works, who would keep it up. B Long said there are 143 members with an annual membership of $10., we feel there are quite a few others who will join in Mason County, and we receive donations.  B Long said the Pierce County dog park belongs to the County, we built the fence, provide maintenance and poop bags.  Commissioner Kincannon said the 80 acres was deeded to the Port by the State of Washington and has strict guidelines, we will need a lot more information on your finances, the logistics of how this will happen, maintenance and your latest grant funding.  S Lindgren said a suggestion would be the Foothills Park, it is cleared and not in use, two miles down the road on State Rt. 119.  B Long said some members don’t like the area because of past situation with campers.  Commissioner Brazil said they could call the County on the status of the Foothills Park.

D Kinney said he owns Hoodsport Dive who handles the commercial side of dive safety training and YSS handles recreational diving.  We train tribes, shellfish companies and next week on Tuesday April 19th, there will be a minus 2 tide which is perfect for safety training.  We would like permission to use the Port’s dock to put divers in the water for a few hours. I spoke to the director regarding insurance.  Commissioner Kincannon said just as a reminder we can grant you use of the end slip but will need to keep the dock open to the public.  Commissioner Brazil said to be mindful of boaters while under the water.  D Kinney said yes, they will and that works, we are looking at using the dock between 8am and noon or 1pm.  The director said she will email an Event application and Facility Use Agreement.  Commissioner Kincannon made a motion to approve the Dive event on Tuesday April 19, 2022, between the hours of 8am and 1pm provided we have the Port Facility Use Agreement, Event application and Certificate of liability beforehand.  Parking must be within port parking areas.  D Kinney said they could use their trailer to load and unload the equipment and participants then take it back to their dive shop.  Commissioner Brazil seconded the motion and said he would like to come down and watch. All in favor, unanimously approved.

J Thompson introduced himself as the executive director of the Washington Public Ports Association; it is good to see the commissioners and director of the port of Hoodsport.  Thank you for the invite, we are neighbors and when I drive by, I am a little jealous of your beautiful area.  I want to connect and learn more about the port of Hoodsport.  The WPPA is a resource to you, we have a mission to help you with programs, opportunities, resources and funding for development and maintenance.  You realize the commission can’t socialize without it turning into a public meeting. WPPA taining is exempt in the Open Public Meeting Act, its where we can come together to talk about issues.  I am available to you if you have questions.  Will the commission be attending the WPPA Spring meeting at Skamania?  Commissioner Brazil said he would be there and likes to attend the Small Ports meeting as well as it is very educational.  J Thompson said small ports keep tourism going and are big deals in small communities.  Commissioner Kincannon asked if there’s a date for the Small Ports seminar?  J Thompson said it is always held in the 3rd week of October in Leavenworth at the Enzion Inn.  Commissioner Kincannon asked if there will be a new commissioner seminar as Commissioner Morris has not had an opportunity to attend yet.  J Thompson said that seminar is always held in an odd year since that is when Port Commissioners are elected.  We will, however, have a guidebook available online to all ports that has a detailed policy to follow, it will be online for everyone when it is completed. 

A Bowers said she came to listen in on the plan for the tree removal, she has the next storybook all picked out, laminated and ready for sign making. S Lindgren said he would bring all the metal signs to her so she could get ready. Commissioner Brazil said everyone loves the storybook trail, the kids run to the next sign to read the page.

Commissioner Reports     Commissioner Brazil said he picked up some of the new Hoodsport trail park brochures, it looks good.  Commissioner Kincannon said the final version should be finished along with the new port logo and letterhead. When completed, we will print and distribute the brochures at the visitor’s center and laminate one to be posted at both trailheads to the park.

Port Maintenance Reports:  

Hoodsport Trail Park & Disc Golf Park:  It’s been snowing the last couple of days.

Hoodsport Marina, Dock & Waterfront Park:  The palm trees at the waterfront park all died during the big freeze, the irrigation system, fire line on the dock and flowers all must be planted after the nighttime temperatures are above freezing. Flowers have been ordered. The fire extinguishers have been certified for 2022.  The WA Fish and Wildlife opened the ports and Potlatch public beaches to shellfish harvesting for the month of April.  Commissioner Kincannon said she will check with the nursery to find out what kinds of plants can be replanted in a rocky area.

Port Directors Report

The port director received the Fjordin Crossin’s facility use agreement and certificate of liability for the May 15th event.  The Spring newsletter was posted to the Ports website, office window and the Lake Cushman online newsletter.  A man named Ritchie who volunteers for the US Forest service clearing trails called and said he would like to volunteer to help the port with clearing trails at the Hoodsport trail park.  The director said after the trail parks hazard trees are removed the port maintenance supervisor will contact him when he requires help to maintain the trails.   A new trash receptacle was purchased by the port and placed at the North end of the Port beach at the stairway.  Commissioner Morris said he noticed a lot of trash was in it instead of on the stairway.  R Kowalski, maintenance contractor has been contracted to work with the maintenance supervisor from June through September to help in summer months.  Commissioner Kincannon said he is great with plants and will be an asset to the Ports maintenance.  S Lindgren said they may need an additional chain saw and trimmer for him to work in a different area on port property that needed equipment.  Commissioners Kincannon, Brazil and Morris all agreed with a motion during a previous meeting to go ahead with purchasing battery operated equipment to maintain port properties.  The commission agreed the additional equipment should be purchased so a second person could help efficiently maintain port properties.

Public Communication:   A Bowers asked how the Storybook trail was doing after the storm.  S. Lindgren said all the Storybook signs made it through the storm without being crushed.  When the tree clean up starts, they will pull up the signs. Annie said she has the next storybook all picked out for after the trees are cleaned up.  S. Lindgren said we will let you know when the clean up is done so you can place the next storybook on the trail. 

Commissioner Reports     Commissioner Brazil said the disc golf park is maintained by Bill Grondin, warden of the disc golf park.  B Grondin has been raking, shoveling, and pulling trees back into place that were damaged by the snow.  The Hoodsport Trail Park gate remains closed due to safety concerns with all the trees that came down.  He’s hoping people will stay out of the park until it is cleaned up.  S Lindgren said NW Land & Tree indicated they would start in April.  Commissioner Morris talked to a couple of business owners in the downtown Hoodsport area who wanted a few more trash cans for the downtown area. Commissioner Brazil said they would have to be on Port property and asked S Lindgren how many trash cans we currently have on Port property. S Lindgren said there were two at the waterfront park, one by the public restrooms and one by the Port’s parking area.  Commissioner Kincannon said do we have one at the N end of the waterfront park? S Lindgren said no, but the stairway down to the beach on the N end of town could use one.  Commissioner Brazil said that would be a logical place since people coming up from the beach or going South from the downtown area could use it.  Commissioner Kincannon said I am in favor of the Port purchasing another trash receptacle for the North end of the port’s waterfront park for the publics use, Commissioner Morris seconded the motion, all in favor, unanimously approved.  The port director said she would purchase it and have them coordinate a delivery date/location for the trash receptacle.  Commissioner Kincannon emailed the new Hoodsport trail park trifold brochure to the port director to forward to the commission for review.  When you look at it, the dark brown part is the back of the trifold, the front has the picture of the Hoodsport trail park, the second fold has information on the park and when you open it up, you can see the trail park map.  The map is not quite accurate, I will be walking the trail park with the designer to update the trail map.  If either one of you commissioners have comments, changes, or additions, please let the director know so she can email me. Once it is complete, we will print it.  They can be distributed at the visitors center and laminated at both trailheads to the park.

Port Maintenance Reports:  

Hoodsport Trail Park & Disc Golf Park:  S Lindgren said the trail park is still a mess, I pulled all the story book signs up to prepare for the removal of trees that were blown down. I cleared the disc golf parking area of debris; a guy lost his keys at the disc golf parking lot.

Hoodsport Marina, Dock & Waterfront Park:  The dock has held pretty good, with very few reinforcements this winter. The grass was mowed at the waterfront park for the first time this season.  I will be ordering flowers for the waterfront park and will have them planted before the Fjordin Crossin.  I do need some help with the flower baskets since it is too dangerous to get on a ladder with a basket by myself.  Commissioner Kincannon said her husband can come down to hold the ladder.  Commissioner Kincannon asked S Lindgren if he had a good supply of parking slips and moorage envelopes, he said he does.

Public Restrooms: During a public hearing on April 14, 2021, the public restrooms were surplus’d to the Purvis’ whose plans are to repair and re-open them at their expense, they will replace the drain field and repair the septic system in accordance with the Mason County Environmental health specifications.   Until then, the Port of Hoodsport and the Purvis’ continue to provide portable restrooms with washing stations for the publics use. 

Port parking/Office building/Maintenance shed: S. Lindgren monitors live stream surveillance cameras overlooking the public restrooms, office building, port shed, parking lot, waterfront park and marina dock. It appears the same people continue to dump household garbage.  The hazard trees threatening the port parking area have been removed.

Port Directors Report

The port director received the Fjordin Crossin’s insurance certificate for the event and is waiting to receive the Facility Use Agreement.  J Morris will be contacted so it can be mutually signed.  The port director contacted the person who was referred to as a back up maintenance person who is interested in working May – September.  He is retired, has his business license, and worked in a maintenance capacity for the city of Tacoma.  The spring newsletter is due in April, the director asked if the commission had things to include.  Commissioner Brazil said to remind people that the trail park is temporary closed due to hazard trees and clean up from the storm. Commissioner Kincannon said to include the Fjordin Crossin date.

Public Communication:   The port director said she received an application from J Morris to hold the Fjordin Crossin event this year on May 15th.  J Morris said she planned on having the Fjordin Crossin event this year and after looking at the farmers market, shrimping events, and the tide table she found a favorable day, May 15th.  Commissioner Kincannon asked if there would be a Farmers market this year. J Morris said she assumed so and did not want to conflict with parking since there was little public parking in town.  Geri Purvis said the farmers market is on Saturdays in the parking lot where the bank is now closed. Maybe we can get together to talk about additional parking, we own the ProBuild building, and we can help you park everyone. Sunday is a good day.  Commissioner Brazil said, we have church on Sundays, it ends at 12:30. J Morris said she forgot about the church service but if we start at 1pm we could still use the parking lot.  The executive director asked if J Morris will require the port maintenance to reserve the end slip for their event.  Lee Geist, captain of the boat used to take the Aquavit across the fjord said that they would like to use the end slip that day. S Lindgren said he still has the reservation signs from the last Fjordin Crossin event and will reserve the outer edge and South side slip for the event.  J Morris said the chef will be serving food on the beach and asked if they could have a cooking fire pit on the beach?  It will be a short period of time since the tide comes in at 3pm.  Geri said if it is raining there is no fire danger. Commissioner Kincannon said if there is someone to watch and monitor the fire pit it should be alright.  S. Lindgren said they cannot be near the pilings, and they must use a grate to keep embers down.  J Morris said they use some sort of a grill at the Union market, there will be a Viking restaurant serving food too.  Commissioner Kincannon said in May we have additional portable restrooms as that is when tourism picks up.  She asked J Morris if she is committed to paying for rent on two additional portable restrooms for the event, she said yes, we can do that, we do not want them by the waterfront park because of the smell, we will put them across the street although through traffic on Hwy 101 stops to use them randomly. Commissioner Kincannon made a motion to approve the date of May 15th for J Morris to hold the Fjordin Crossin event if she signed a facility use agreement and the event sponsor along with the vendors all have liability insurance with the port named as additionally insured.  Commissioner Brazil seconded the motion, all in favor, motion passed.  J Morris said she would like to attend all port meetings until the event.

Commissioner Reports     Commissioner Brazil spent time at the Disc Golf Park looking at the damage with Bill Grondin, warden of the disc golf park and none of the disc golf baskets were damaged when trees blew down. Bill was concerned about the plants that were crushed because of the snow.  Commissioner Brazil said there was a big mud hole at the center of the parking lot.  The executive director said the Shelton disc golf club had an agreement with the Port to maintain the disc golf course, the port funds construction and repair.

Lindgren said that’s good because I have a buddy who wants me to fly to Oahu and bring a boat back to Ketchikan in June for 3 weeks.

Port Directors Report

The port director thanked the commission for their updated information and photo’s to be published in the upcoming Washington Public Port Directory.  The commission asked the port director if she could consult with the port attorney to find out if the hazard tree removal over the ports parking area and the building could be paid for by trail park funds.  The attorney said the deed from WA State to the Port of Hoodsport stipulated all funds from the trail park must go back into the trail park and it would be a violation of the terms of the Deed and in an audit, it could be determined there was a misappropriation of funds and the port could be fined.   Commissioner Kincannon said, there’s our answer.  The port received a letter from the WA State Liquor & Cannabis division stating all agencies would now be notified of all new liquor and cannabis license applications.

Vouchers:  Commissioner Kincannon motioned to approve the Voucher for December 30, 2021, in the amount of $6,537.02 and the 4th Q Commission payroll in the amount of $1,649.63 Commissioner Brazil seconded, all in favor, unanimously approved.

Public Communication:   F McCullough along with S Lindgren assessed the 80-acre Hoodsport Trail Park for damage after the wind and snowstorm that knocked down hundreds of trees and branches in the trail park on both the 20-acre disc golf course and the 60-acre hiking side.  With all the timber that came down in the park, we will have to remove the fallen trees and hazard trees soon so the park will be ready in the spring to reopen to the public.  We will have to close off both sides of the Hoodsport Trail Park and are not sure exactly how many loads of timber will come out of the park. It will require usage of the state easement road to accommodate the machinery, the disc golf course parking area and adjacent flat area will be used to stack and stage logs for transport.  The tree removal falls within the Port’s 15-year forest plan with the state, as these trees are removed the volume of tree removal in the future will decrease leaving healthier trees in the park.  Commissioner Kincannon asked if he would contact the state to use the easement road, F McCullough said he would contact them.  This project may possibly be twenty loads of timber and pulp, we will need two loads of gravel to spread in the staging area.  Commissioner Kincannon asked if they will order the rock, clean up the area and spread the gravel around the parking lot, F McCullough said yes, it will be cleaned up and graded.  Commissioner Brazil asked what the timeline is? F McCullough said after everything is in place, it is estimated to take three to four weeks.  Commissioner Kincannon asked if anyone had additional comments or concerns. Karen Booth said she wanted F McCullough to be aware of the storybook trail.  He said he will remove all the story book signs before they start.  Commissioner Kincannon made a motion to move forward with NW Land & Tree obtaining permission from the state for access, have a purchase agreement signed by the lumber company to take the trees to market, prepare areas to stage stacked timber, remove and clean up downed and hazard trees from both sides of the Hoodsport Trail Park.  Commissioner Brazil seconded the motion, it was unanimous.  F McCullough said NW Land & Tree are members of the MRSC small works roster that the Port is a member of, he will write a proposal to be signed by the commission.  S Lindgren said the Port of Hoodsport owns property in town starting at the maintenance shed that goes up the hill past a neighbor and over to where the telephone pole is located in the parking lot.  He said a large tree from the port’s property came down in the snowstorm nearly missing the roof and propane tank of the neighbor.  He took F McCullough to the ports property to assess how many trees could be hazardous to the two adjacent neighbors and port parking area. F McCullough said in the last snowstorm maples, alders and madrona trees were the types of trees that snapped and came down, there is a maple cluster hanging over the neighbor’s house, during the snowstorm one of the treetops snapped and came down but the rest of it will need to be removed.  There are also Maples and Madrona trees leaning over the parking lot.  These will require an 80’ lift to get to the tops of the trees for removal, I estimate it will take three days with the lift rental and our labor, it will cost $5,000.  Commissioner Kincannon said can you handle the cleanup; we want the job complete.  F McCullough said yes, we can clean and remove it all, S Lindgren said he would help with the cleanup.  Commissioner Brazil said what if we allotted $2000. for the cleanup with a total of $7,000. F McCullough said this is a priority, once the lift is rented, we can do it over a weekend.  Commissioner Kincannon asked if anyone had questions or comments.  Commissioner Kincannon asked the Port director to contact the Port’s attorney to find out if money from the investment account slated for the trail park could be used for the hazard tree removal in town.  Commissioner Brazil made a motion to have NW Land and Tree write a proposal to be signed by the director for the immediate removal of the hazard trees in town.  Commissioner Kincannon seconded the motion, it was unanimously approved.

Commissioner Reports     Commissioner Brazil said he took a walk through the Hoodsport Trail Park, it looked like a war zone with all the trees down and large branches everywhere.  Widow maker branches were over the trail and the disc golf course parking area is blocked with a snow berm.  So many trees came down over State Route 119 during the snow and windstorm, there was only one lane, it was covered with packed snow, large branches, and trees.  Commissioner Morris asked as a matter of protocol, when could he speak or add something to the agenda.  Commissioner Kincannon said he could have something added to the agenda before the meeting by contacting the port director or could ask to add a topic during the approval of the agenda.  You can speak during the Commissioner reports and add comments at any time during the meeting.  Commissioner Brazil said since we have a three-person commission, you cannot speak to either of us commissioners about port business unless we are in a public meeting, you can contact the port director to have her pass on information that you want to discuss.  The port director said Commissioner Kincannon just attended a new commissioner seminar at the end of November, there will be another new commissioner seminar, we will sign you up for.  Commissioner Kincannon said the WPPA is creating a Port policy binder that has many answers to common questions about port etiquette and meetings, in the meantime you can read the Roberts rules online to help know how to make and approve motions during meetings.  Commissioner Kincannon said she would be happy write up a recap of her notes from her new commissioner session for Commissioner Morris.  She added that the new brochure for the Hoodsport Trail Park is at the graphic designer. 

Port Maintenance Reports:  

Hoodsport Trail Park & Disc Golf Park:  S Lindgren said the trail park is a mess, I cleared the parking area but can’t do much until the trees and branches are removed after the snow is all melted.  The gate to the trail park took a pounding and the park is closed.

Hoodsport Marina, Dock & Waterfront Park:  The dock made it through the storm with no maintenance required. There is not a lot to do at the waterfront park and marina right now except for emptying garbage and monitoring everything.   I think I finally found someone to help with maintenance, he is getting his business license then we will talk more.  In the fall someone left fuel gas tanks, 2 wheels and tires by the shed.  Someone stole all of them in the last month.

Port Directors Report

The port director welcomed Commissioner Morris to his first regular port commission meeting.  Cody was elected as Port Commissioner Position 3 replacing Commissioner Booth and is serving a six-year term to November 2027.  Commissioner Morris received a packet from the County elections department and was officially sworn in before a notary on January 12, 2022.  The port director asked Commissioner Morris if we could ceremonially swear him in today, he was happy to oblige.  Commissioner Morris read the ‘Oath of Office’, everyone clapped and welcomed him to as the newest Port commissioner.  The Port director said the total registered voters in the Port of Hoodsport’s district is 1851, the total votes cast during the November 2021 election for the commissioner position was 793.  The port director reiterated that the elections department sent a letter in 2021 stating all agencies would now be participating in all election’s costs for general and annual elections throughout the County.  The Port of Hoodsport received its invoice from the County elections department, the funds will be automatically swept from the Port’s general account in January.  The fees are $940.80 for the November 2021 general election and $543.12 for the 2021 annual election cost.  Commissioner Kincannon suggested we budget for the election fees in next year’s budget.  The port director received an email from Jan Morris regarding the Fjordin Crossin event, Jan said she spoke to the Salmon Enhancement center and a few other vendors, they would like to entertain May 15th as a possible Fjordin Crossin event date.  An application was sent to Jan for usage of the waterfront park.  Commissioner Kincannon said we should table any discussion until we have received the application from J Morris.  The port director forwarded an email from the Washington Public Ports Association who is updating the WPPA port directory for 2022 and encouraged everyone to send an update photo. The directory will show Commissioner Morris as the new Commission in Position 3, we will submit his headshot photo, phone number and email address. We will update the facilities section by removing the public restrooms and 18-hole golf course.

Public Communication:   K Mastellar and Commissioner K Shutty are checking in to updating the port on a new EV Charging station funding project with Energy Northwest. This is the same entity that the Port of Hoodsport, PUD#1 along with other business applicants along the Hwy 101 corridor worked on a few years back to obtain grant funding from Energy Northwest with the goal to electrify the Hwy 101 corridor.  The mutual grant application was submitted but not approved at that time.  K Mastellar said there is a new Energy NW statewide grant coming available and wanted to know if the port commission was interested in participating.  Commissioner Kincannon said the port would like to participate but is on a tight budget and will not have availability to matching funds but is in full support of the project and will help in any way we can. The port commission has had discussion with WSDOT and local business owners in Hoodsport who are interested in providing matching funds to install EV Charging station in Hoodsport. Two locations were suggested, one location is on State Rt 119 by the Visitors Center, the other location is by the brewery. At a meeting two months ago, we all listened to WSDOT’s grant funding proposal with state and federal grants that will be coming available which were very expensive and criteria for a minimum infrastructure for 4 charging stations per location.  K Mastellar said they are working with the Union Square in Union who are interested, we do not have all the details or paperwork yet. There are no matching funds, PUD#1 will offer the in-kind services and possibly the private sector will participate.  Commissioner K Shutty said he would go to bat for the Port if they wanted to move in that direction.  Commissioner Kincannon said perfect, we along with the private sector will be interested in further discussion and will wait for more information.

Commissioner Reports     Commissioner Brazil said he took a walk through the Hoodsport Trail Park, it was very muddy and we expect weather to be coming in soon.  Commissioner Booth asked if the donated gravel was delivered to the disc golf parking lot.  S. Lindgren said he spoke to Jann Goodpastor and the gravel will be delivered when her brother is up to it.  Commissioner Kincannon attended the Washington Public Ports Assn (WPPA) New Commissioner seminar in Bellevue at the end of November.  There were WPPA attorneys who were very informative, she will write up a recap of the seminar. One of the highlights was the WPPA is writing a procedure manual for all ports to help facilitate with procedures and circumstances that may arise.

Commissioner Kincannon said she has a QR code for the Hoodsport Trail Park brochure and map, is working on rewording the brochure and has given the map of the Hoodsport Trail Park to a graphic designer for updating. 

Port Maintenance Reports:  

Hoodsport Trail Park & Disc Golf Park:  S Lindgren said he does not have a definitive date as to when the gravel will be delivered to the disc golf parking lot as per his conversation with Jann Goodpastor.  The gate to the trail park is closed as of yesterday because it was snowing heavily.

Hoodsport Marina, Dock & Waterfront Park:  Commissioner Booth asked if the maintenance contractor who is gone has any of the port’s keys.  S Lindgren said yes, we will have to replace the master locks on the shed and gate, the dumpster key is issued by the garbage company, I don’t think we need to worry about it. I am looking for another maintenance person to replace him.

Port Directors Report

The port director said after two years of service, today, sadly is the last day Commissioner Booth will serve on the Port of Hoodsport’s commission, she thanked Commissioner Booth for her dedication and devoted service to the Port of Hoodsport.  Her strengths, which include her commitment, diplomacy, mindfulness, focus of community needs and the perseverance required to move through challenging decisions are very much appreciated. Commissioner Booth served as Chairperson in 2021 and spearheaded the health and maintenance of the marina, dock, and waterfront park.  We wish you the best of luck with all that is ahead of you and you are always welcome to attend our port meetings.  The port director welcomed Cody Morris, our newly elected commissioner who was elected in the November election to serve as Port Commissioner Position #3 a six year term replacing Commissioner Booth. Cody, you will fill out the paperwork provided to you by the elections office and will be sworn in in front of a notary by or before the meeting on January 12th.

MINUTES FROM THE REMOTE VIRTUAL REGULAR PORT COMMISSION MEETING OF THE PORT OF HOODSPORT COMMISSION November 10, 2021

Approval of Agenda:       Commissioner Brazil motioned to amend the Agenda to add appointing the 2022 Chairperson and Second Chairperson. He also motioned to approve the remainder of the agenda dated November 10, 2021 as written; Commissioner Kincannon seconded; all in favor, unanimously approved.

Minutes: Commissioner Brazil motioned to approve the regular port commission minutes for October 13, 2021, Commissioner Kincannon seconded, all in favor, unanimously approved.

Vouchers:  Commissioner Brazil motioned to approve the Voucher for October 31, 2021, in the amount of $6,033.46 noting one of the invoices for maintenance was not received and will be included in the November Voucher. Commissioner Kincannon seconded, all in favor, unanimously approved.

Public Communication:   none to report

Commissioner Reports     Commissioner Kincannon said she is working on an updated map of the Hoodsport Trail Park with color coding showing two distinct trails and how to follow them, a QR code will be created for hikers to scan showing the Hoodsport trail map.  The QR code will be laminated and posted in the parking lots at each entrance of the trail park for hikers to access.  Commissioner Brazil said he has not seen many disc golfers.  Commissioner Brazil said he would like to change the Port’s logo to include some graphics.  Commissioner Kincannon said it would be nice to see disc golf, hiking and the marina within the logo if it is changed.

Port Maintenance Reports:  

Hoodsport Trail Park & Disc Golf Park:  S Lindgren said he does not have a definitive date as to when the gravel will be delivered to the disc golf parking lot.  Commissioner Kincannon suggested S Lindgren contact Jann Goodpastor (who offered to donate the gravel), to find out if it can still be delivered or if the Port should find another resource, the Port does not want to lose the generous offer.

Hoodsport Marina, Dock & Waterfront Park:  S Lindgren found a gill net on the Port beach, said it had many snagged Dungeness crab shells.  He rolled it up on the beach, he went to retrieve it the next morning, it was gone.  The Coast Guard was moored at the end of the port dock a few days later. S Lindgren will be removing the flower baskets from the power poles so the Kiwanis and PUD#1 can hang the Christmas Candy Canes on the poles.  The Kiwanis typically put up the Christmas tree at the Waterfront Park at the end of November.

Public Restrooms: During a public hearing on April 14, 2021, the public restrooms were surplused to the Purvis’ who plans to reopen the restrooms.  At their expense, they will replace the drain field and repair the septic system in accordance with the Mason County Environmental health specifications.   Until then, the Port of Hoodsport and the Purvis’ continue to provide portable restrooms with washing stations for the publics use.  S Lindgren said he will spread de icer in front of the portable restrooms and its parking area as the weather gets colder.

Port parking/Office building/Maintenance shed: S. Lindgren monitors live stream surveillance cameras overlooking the public restrooms, office building, port shed, parking lot, waterfront park and marina dock. It appears the same people continue to dump household garbage.

Port Directors Report

The Port’s attorney responded to the newly elected Port commissioner, Cody Morris questioned advertising his port commissioner status in his place of business and asked if he could be open to discussion and suggestions from the public. After reviewing RCW’s, Municipal Code of Ethics and an email response from the Public Disclosure Commission (PDC).  The PDC’s main concern was whether the sign would be considered a contribution to an election campaign prior to an election, in this case it would not be applicable.  It is not an ethical violation or prohibited act under the Municipal Code of Ethics for municipal officers.  The prohibited acts specifically identify that he may not use the position to secure privileges or exemptions or to provide favors or agree to give or receive compensation for services or to disclose confidential information acquired by reason of his official position.  Commissioner Booth asked the director to forward the email to Cody Morris prior to his appointment. Discussion about the offer from the outfitters shop to receive moorage payments via credit cards will be discussed further with the Purvis’ regarding how merchant fees are to be passed on to the public and further discussion with the County treasurer for rules around depositing the funds.  K. Masteller with PUD#1 said she was researching another EV Charging station grant option to present to the port commission in an upcoming port meeting.  Commissioner Booth said she is stepping down as the Chairperson immediately and suggested the commission discuss re assigning her position.  Commissioner Brazil motioned to appoint Commissioner Kincannon as the Commission Chairperson and himself as the second Chairperson retaining the position of Trustee.  Commissioner Kincannon seconded, all in favor, unanimously approved.
