Minutes: Commissioner Kincannon motioned to approve the Regular port commission meeting minutes from March 11, 2026, Commissioner Bly seconded, unanimously approved.

Vouchers: Commissioner Kincannon motioned to approve 2026 Voucher March 1of1 in the amount of $9,024.87 & Q1 Commission Payroll $1,539.75 Commissioner Morris seconded, unanimously approved.

Public Communication:   KL Meyers welcomed and thanked the Port of Hoodsport as a new member of the North Mason Chamber.  We have an outreach program to get to know our members and are driven to increase membership.  There are three components, we have a strong alliance with the Shelton Chamber, we handle tourism and now licensing from our office in Belfair.  There are two hundred different types of businesses in our membership, we have an after-hours social once per month hosted by members at their place of business, with food, drinks and sometimes music.  We host a Chamber lunch on the fourth Wednesday each month at The Hub in Belfair.  We have established Visitors centers at Hunter Farms and in Hoodsport staffed from May to October.  Commissioner Kincannon said thank you KL Meyers for the information, we look forward to attending some of the Chamber events.  T Merrill said we have a structure of trustees and ambassadors to help facilitate and support events.  On the Port side, we are entering into a Dock management program, I would like to share the agreement with you as it might be beneficial to have a proactive dock checklist.  Commissioner Morris said I definitely would like to look it over and to discuss details with Cory. 

B. Paul, said I am a biologist working for the Skokomish Nation who are part of a network that include state agencies (WDFW & WDNR) since 2018.  We are requesting to install a light trap as part of the program to monitor crab larvae and recovery.  We monitor crab larvae throughout the Salish Sea (both WA and Canadian waters). 2025 was the best crab catch so far.  We have been using Glen Ayre over the last several years to set out our traps, however the dock remains currently broken and that is why we are requesting usage at the Hoodsport dock since it is ¼ down the canal until their dock is repaired.  Consistency and location are important features.  This, is the crab light trap, it has a light inside, people find it interesting to look at during the night when the light is on, you can see all kinds of creatures crawling around inside of it.  We will monitor the light trap on Mondays, Wednesdays and Fridays.  Commissioner Kincannon said, ‘have you looked at the dock and where to place the trap? B Paul said, ‘yes, where there is no boat traffic and no issues with weather, the light goes on a timer.  Commissioner Kincannon said, ‘I don’t have any concerns.  S Lindgren said we have cleats you can attach the trap to.  B Paul said we put a sign on top to identify what it is.  Commissioner Kincannon said you can write up a document about the trap for people to read about, we can post it in the kiosk at the waterfront park.  Commissioner Morris said, ‘another biologist was monitoring mussels last year.  Commissioner Kincannon said if everyone agrees, I don’t think we need a motion.  Commissioners Morris and Bly said they are fine with it.  T Merril said the Port of Alyn could be another location if you are interested.   

Commissioner Reports:

Commissioner Kincannon said I have nothing to report.  Commissioner Morris said I have nothing to report, I have been really sick for the last two weeks.  Commissioner Bly said I met with Jeff Barna and S Lindgren at the Hoodsport Trail Park, we spent a couple of hours touring the trail park and disc golf course.  The amount of work that S Lindgren and D Lee have done is beautiful.  J Barna suggested additional tools that would be helpful to help support SL and DL maintain the Hoodsport Trail Park.  He suggested pickaxes, hoes and rakes if the budget allows.  S Lindgren said we have those tools.  J Barna’s goal is to help maintain the trails.  S Lindgren has amazing ideas for a pump track and mountain bike trail.  Commissioner Kincannon said, we discussed them last year and decided to wait until our budget aligns with the project.  Commissioner Bly said we can plan a budget and build community engagement.  We should have a map to show which way dog walkers should be going on the disc golf course.  I can take a look at the brochure and map to make suggestions for updates in accuracy.  We are also talking about trail signs with historical information, flora and fauna.  We found a geocache and hope to have more in the future.  I have reached out to Principal Torres at the Hood Canal School and am waiting to hear back.  Commissioner Kincannon said you can submit the updated information to our graphic designer, she can update the brochure and map on the website, you can contact the director for her contact information.  Commissioner Bly said I also have ideas for volunteer events to kick off the season. 

Port Maintenance Reports:

Hoodsport Trail Park & Disc Golf Park: S Lindgren said someone backed over the outhouse at the trail park, we cleaned it up and suggest moving one of the sani cans from Hoodsport to the parking area for hikers.  Commissioner Kincannon said I think we need to keep all of the sani cans in Hoodsport and rent another one for the HTP parking lot that has a handwashing station in it. The director said, I will order it to be delivered next week, we will also increase service to all sani cans in April to get ahead of the tourist season.  S Lindgren said, the disc golf course is open and looks good.

Hoodsport Marina, Dock & Waterfront Park: S Lindgren said the dock has been pressure washed and looks good.  I ordered flowers for the waterfront park.

Portable Restrooms: The Port of Hoodsport and Hood Canal Market Fresh share the cost of renting portable restrooms for public use.  In the summer season, May–October, restrooms are serviced 3 times per week.  In winter, October – April rentals are serviced twice per week. The Ports maintenance monitors them for trash and additional toilet paper as needed in between services. 

Port parking/Office building/Maintenance shed: The locals continue to throw personal trash in all of the port’s public garbage cans and discard furniture and junk at the trail park parking lot, we unfortunately have to take it to the dump.

Port Directors Report: 

The director said the Port’s attorney Skip Houser is joining us online to talk about Resolution POH 2026-01 Adopting and Publishing Public Records Policy and Procedures to be compliant with the Washington Public Records Act, Chapter 42.56 RCW, and WAC 44-14-02001 requires a public agency to publish its public records policies, organizational information, and methods for requesters to obtain public records.  S Houser said, first amendment auditors have stopped by ports, hospitals, counties, cities and other agencies requesting an index of all public records, we have updated the ports policy to reflect that having an index of all records is unduly burdensome.  A public records request can be filled out and submitted to request specific public information with a time period for response, this information is in the Resolution policy which will be on display at the front desk.  It will have this new Resolution and policy you are about to adopt.  There is a public records request form and a public records request tracker in the binder for anyone who comes into the office requesting public records.  The Resolution, policy and request form will also be published on the Port’s website.  Commissioner Morris asked if this resolution is being adopted in all small ports, S Houser said, yes, we are updating policies.  Commissioner Morris said I make a motion to adopt Resolution POH2026-01, Commissioner Bly seconded the motion, all in favor.  S Houser said you are fully compliant at this point.  Commissioner Kincannon thanked S Houser and the director for moving forward with this issue.  The director said I will be writing the Spring Newsletter soon, it will be published in the LCMC online newsletter.  Commissioner Bly said I would like to write an article about the trail park for Tracing the Fjord magazine.  The director said the commission decided not to publish their ad in the WA Visitors guide this year due to budget constraints, can you find out what R Hansen charges for the article and Port’s facility information, I can forward the pdf. With the Port facility photos and QR code.  Commissioner Bly said I will look into it and get back to you.  The Mason County Sheriff’s department reviewed Port surveillance footage for a case they were working on.  The director said I am waiting for comments, concerns and questions from the commission on the PMA to forward to DNR so we can invite them to the next port commission meeting to discuss potential changes.  Hood Canal Adventure emailed a request to use the trail park to bring people to learn how to identify plant species.  I spoke to the Port’s insurance company who recommended using a facility use agreement, waivers and certificate of liability during their tours.  The Dive shop just sent an email and requested to use the waterfront park and dock for their annual clean up and anniversary event on May 2nd, we are processing the paperwork now.

Public Communication:   none

Commissioner Reports:

Commissioner Kincannon said we have been advertising in the WA Tourism Visitors Guide the last couple of years, I think a better medium for us to advertise in would be in the local Fjord Magazine.  Commissioner Morris said, “I agree, we may be able to do a campaign for tourism and use EDC funds, I will check into it.  Commissioner Morris said I am almost finished with reading the DNR Property Management Agreement (PMA), besides a couple of questions I have, it looks reasonable to me. I am also wondering if DNR has a turnkey spill kit to help us satisfy that requirement.  Commissioner Kincannon said I have a few questions also before we hand it off to the lawyer to review.  The director said, email me with questions and concerns, I will create a master list of questions to discuss with the Port attorney and then DNR.  In conversation with the Port’s insurance company, they suggested adding a clause to the contract that works for both the Port and DNR. Commissioner Morris said J Barna who was at the last regular port commission meeting could not attend today’s meeting.  J Barna would like to schedule the site visit we talked about at the last port meeting so we can make a plan and gather tools that may be needed to work at the trail park.  Commissioner Bly said I spoke to Mariessa with the Conservation Department about the invasive species, she said she has not started the survey and will likely start in July 2026.  I asked her to come to our port meeting in June. Commissioner Bly said I am ready to go up to the Hoodsport Trail Park with S Lindgren to get acquainted with the trail park and disc golf course.  I have not contacted the school yet to talk about collaborating with them to help make and replace trail park signs.  S Lindgren said, “I am ready to show you around when you are”.  Commissioner Kincannon asked the director to find out when the next New Commissioner seminar will be held so Commissioner Bly can attend, they are full of good information, and the people are great.

Port Maintenance Reports:

Hoodsport Trail Park & Disc Golf Park: S Lindgren said things are going good with the clean up at the trail park, we are working on the five acres at the top of the park to see how to add an upper trail loop.  We are also finding and pulling out the Himalayan blackberries and Scotch broom that are on the invasive species list.  The disc golf course is open and looks good.

Hoodsport Marina, Dock & Waterfront Park: S Lindgren said we bought another pressure washer that is smaller than the one that was stolen.  I also noticed the leaf blower is missing out of the shed from when they stole the pressure washer.  The director said I checked with the insurance company, the Port’s deductible is $1000. Which is more than the theft claim for the equipment that was stolen. The commission authorized $400. to replace the pressure washer, the replacement was half the price.  S Lindgren said I can find a blower that works good for the remainder of the approved funds.  The winter storms wind and wave action has sheared off several of the bolts on the dock, which have been replaced.  The seals are making a mess on the dock; we are trying to keep it clean but he’s a pooper!

Port Directors Report: 

The director said we submitted the press release to the newspaper for the updates on the hazard tree trail park clean up, as the Port appreciated the newspaper article publication, the reporter added a photo that did not depict current activities inaccurately suggesting operations were within restricted areas.  We asked them to publish a correction acknowledging the error in photo selection affirming they took responsibility for the mistake. Commissioner Bly, we need a current photo to post on the Port’s website and for the Washington Public Port Associations directory and need paperwork finalized for the ports accountant.  Commissioners Q1 Timesheets are due by the 20th.
