Minutes: Commissioner Morris motioned to approve the Regular port commission meeting minutes from July 16, 2025, Commissioner Heil seconded, unanimously approved.

Vouchers: Commissioner Morris motioned to approve 2025 Vouchers: July 1of1 in the amount of $14,416.66 Commissioner Heil seconded, unanimously approved.

Public Communication:   Tracie Barry said we are regulating biotoxins in shellfish and are requesting permission to attach a mussel monitor cage at the Port’s dock.  Jerry Borchet said I am a marine biotoxin specialist we test mussels because out of all shellfish, they pick up marine biotoxins the fastest. In June 2015 there were lethal levels of paralytic shellfish poison in the Hood Canal so we constantly monitor for lethal closure levels.  It is very important to monitor the Hood Canal because there are a lot of harvesting shellfish.  We have used the Glen Ayre’s dock for years, but their dock is under repair right not and so we would like to hang cages at the Ports marina and/or harvest 1 ½ pounds of mussels.  There are three types of biotoxins, paralytic, diarrhetic and amnesic shellfish poisoning we test for.  Commissioner Morris said, it makes perfect sense to me, we have quite a few mussels to harvest, and you can put the traps under the ramp.  S Lindgren said yes, we have plenty of mussels on the pilings and floats to harvest, what kind of traps do you use.  Tracie said they use modified shrimp traps.  We have a summer sampler there today; can we collect our first sample this afternoon? Commissioner Morris said, yes, I make a motion to approve the State Department of Health to use the Port’s dock to put out cages and collect mussels for biotoxin testing.  Commissioner Heil seconded the motion.  T Barry said we will share the results in an email.  S Lindgren said we have a kiosk at the waterfront park; you can post results for the public.  J Borchet said that would be great, we sure appreciate use of the dock and kiosk.  

Commissioner Reports    

The director said Commissioner Kincannon is not here today but forwarded an email to let S Lindgren know that the artist Brianne will be there today and tomorrow to work on the mural on the container shed.  S Lindgren said I am ready for her and will make sure no trucks are parked in front of the container shed.  Commissioner Morris said the Director and I met with the WA Public Ports Assn (WPPA), their attorney and the port lobbyist in a working session to discuss updating the DNR dock lease.  We currently have a DNR lease and other port’s have a Port Management Agreement (PMA) which may be more favorable.  Hopefully we will figure out the lease soon because our DNR lease is geared more for commercial docks.  We are in a holding pattern before starting the next dock project with capital funds awarded in 2024 until we finalize the lease or move into a PMA that will reimburse the Port with the 2023 awarded capital funding.  We are currently waiting to hear back on the dock weight limitations.  Commissioner Heil said I am glad to see the Sheriff’s office MOU coming to fruition, we have talked about using Port facilities for years.  I am putting in my resignation at the end of this meeting, I had not anticipated the events of the past few months during which my wife and I decided that a move to be closer to family at this time in our lives is probably a wise choice.  The Director said we have enjoyed working with you, having your input and expertise at our meetings has been appreciated.  We will miss you.  Commissioner Morris said thank you, it’s been a pleasure serving with you.  S Lindgren said I will really miss having you here. Commissioner Heil said thank you.  I gave examples of cameras to the director that can be affixed to the dock to keep an eye and monitor activity, installation of them should be straightforward.  I am honored to have served our community, even if only for a short time, with this group of Commissioners, especially with Scott and the director.

Port Maintenance Reports:

Hoodsport Trail Park & Disc Golf Park: S Lindgren said the Gazebo’s steps are finished and it is ready for the public to use.  Garbage is still piling up at the Hoodsport Trail Parks parking lots.  It’s very smelly like fish bait, and we are disposing of it immediately.  The disc golf score card box is finished and waterproof.  I will be putting up the metal Port signs up at the trail park and disc golf parking lots.  The smoke is detering disc golf players.

Hoodsport Marina, Dock & Waterfront Park: S Lindgren said I think I got the mole, a neighbor brought mole traps and I got him.  Now, we need to focus on the snails, they are everywhere.  Commissioner Morris said I give one of my clients beer in cans I can’t sell for him to trap snails, I will give you some to use around the flower containers.   

Portable Restrooms: The Port of Hoodsport and Hood Canal Market Fresh share the cost of renting portable restrooms for public use.  In the summer season, May–October, restrooms are serviced 3 times per week.  In winter, October – April rentals are serviced twice per week. The Ports maintenance department monitors them for trash and additional toilet paper as needed in between services. 

Port parking/Office building/Maintenance shed: The container shed is pressure washed and ready for painting.

Port Directors Report: 

The director said the Sheriff’s department is overseeing the MOU for them to have access and use of Port facilities, we are still waiting for the Deputy in charge of the paperwork to review.  Port Commissioner Position 1 has a 6-year term that ends in 2025.  This is an elected position, there has been a candidate filing for the upcoming election in November.  Since Commissioner Heil resigned today, the Port has 90 days until November 13th to fill this position for the interim until the election and new Port commissioner will be elected for the full 6-year term starting January 2026.

Vouchers: Commissioner Kincannon motioned to approve 2025 Vouchers: June 1of1 in the amount of $22,321.36 & Q2 Commission Payroll in the amount of $1,634.46 Commissioner Morris seconded, unanimously approved.

Public Communication:   E. Shay gave the port commission a brief overview of the last legislative session for the 1st year biennium recapping the legislative budget.  The capital budget was 7.5 billion dollars through bonds for non-profit and public entities.  The dock project was presented with a request to complete the pile jack repairs.  Commissioner Morris went to Olympia to meet the delegates; with the lobbyist this resulted in an award of $71,000. in capital funding for 2025 to the Port of Hoodsport for pile jack repairs. E Shay said she is looking forward to working with the Port of Hoodsport in the 2026 legislative session updating their request with new pictures of the dock stating it is never too soon to discuss what future needs are.  Commissioner Morris said when we do a full rebuild of the dock, maybe we can get a payment kiosk that accepts credit cards.  Commissioner Kincannon said we researched that at one time, the cost of putting in a kiosk for payments would take over 10 years to recover with the small amount of people who use overnight moorage.  Commissioner Heil emphasized that the dock is not only for recreational purposes, if Hwy 101 closed for an emergency, the dock is an integral part of transportation to the town of Hoodsport.  Does the dock fall under a state transportation budget? E Shay said when we talk about DNR leasing we can commit it as a reference point to talk about funding.  J Morris said, does that open up funding for EV Car charging?  Both Cody’s transformer and the transformer between the Port office and grocery store are sufficient for EV car charging. E Shay said yes, there is $100 million in grant money you can look into for your location.  S Lindgren said there are 3 EV charging stations at the Lucky Dog and one at the PUD#1.  Commissioner Kincannon said great update, thank you Emily.  J Morris said our event was a great success, there were 172 boaters compared to 104 in 2024.  Shuttle rides increased from 6 to 34 people, the two troopers kept the traffic flowing and helped people cross the street, there were 2 Mason County Sheriffs present, 2 fire trucks and a 1st aide station.  In checking IDs at the Grotto there were a huge number of people from out of town.  We came out even with income and expenses.  We would like to give the Port a $250. Donation for dock improvements, we will get a check to you.  We have a date for the 2026 Fjordin Crossin, it will be June 13th, 2026.  Commissioner Heil asked if the electrical outlets worked well.  J Morris said yes, there were only two food vendors this year and no complaints about the electricity.  Commissioner Kincannon said we heard you had a super great event and lots of people came in from out of town.

Commissioner Reports    

Commissioner Kincannon said I don’t have anything to report. Commissioner Morris said I met with E Shay to discuss a meeting with the WPPA to go through the DNR lease so we can get it completed.  The list of priorities is primarily to scratch the insurance requirements, scratch the sewer plan and review the timeline of what is to be done.  With timeline, budgets, permits and the building of things, we need to update the rough draft of the lease.  E Shay will talk to the Port Association to find out how much of the legal team can cut down the cost by rewriting the lease to be used as a template for other Washington Public Port Assn small ports with docks. We need to finalize the lease so we can wrap up the documents and get reimbursed for the first grant funding of $39,700. awarded in 2024 with the extension of the deadline by two years we will not lose the ports 2024 funding. 2026 is an even year so available capital funding will be less.  Let’s look at what are the low-cost requirements, the DNR signage, and next update the dock lighting.  2027 funds can be slated for re-sleeving dock pilings.    

Port Maintenance Reports:

Hoodsport Trail Park & Disc Golf Park: S Lindgren said the storybook trail has the same story.  Commissioner Morris said Timberland library is going through some major changes, Annie is now in charge of Belfair, Shelton and Hoodsport. Each branch has individual projects, talk to Annie before removing the storybook signs. 

Hoodsport Marina, Dock & Waterfront Park: S Lindgren said we are still fighting a mole and snails at the waterfront park, there are lots of people using it daily.  The dock is holding up; I put spikes on the poles to deter the seagulls.  We need to start striping the parking lot at the end of the month, all the stripes are faded out.  People used our ‘No Fireworks’ signs to launch fireworks.  J Morris said thank you S Lindgren for all of your help at the Fjordin Crossin event.

Portable Restrooms: The Port of Hoodsport and Hood Canal Market Fresh share the cost of renting portable restrooms for public use.  In the summer season, May–October, restrooms are serviced 3 times per week.  In winter, October – April rentals are serviced twice per week. The Ports maintenance department monitors them for trash and additional toilet paper as needed in between services.

The director said the Sheriff’s department is overseeing the MOU for them to have access and use of Port facilities, the deputy in charge is on vacation and will start on the paperwork as soon as possible.  The port director went over the midyear actual to budget numbers on the 2025 Budget, we are on schedule with expenditures for the 2025 budget, we look forward to and anticipate the reimbursement of capital funding for dock repairs to bring the budget back to our usual reserve figure. The port attorney is waiting for weight limitation information on the dock, Commissioner Morris said, I will reach out to a contractor regarding limitations of weight on the dock.  Instead of having a working session we will be meeting with WPPA attorneys and staff to work on and finalize the DNR lease.
