Public Communication: Commissioner Kincannon welcomed B Folger with the NOAA’s office for Coastal Management in Hood River, OR. B Folger said we monitor coaster sea water levels providing resources to coastal communities to help reduce vulnerability to coastal hazards. We recently received funding that started with big water level sensors in Hawaii and around the U.S used for navigational purposes. We partnered with NOAA and have bigger water level sensors around Puget Sound but have none in the Hood Canal. We would like to install three low-cost water level sensors across the coastal areas of Hood Canal, Skagit and Olympia for 3-5 years to fill gaps in the water level monitoring network in Washington state. Gaps are problematic so if we can install sensors here, we can gather tide information data using honing sensors with radar and ultrasonic sensors using return speed to measure water height. By using it for tidal levels we may be able to predict flooding in the Puget Sound where water levels vary. There is a public access dashboard to view tidal signatures from the sensor data. We can mount tabs with solar panels on top using stainless steel brackets and bolts to attach them to the wood part of the pier, they can be easily removed. Commissioner Morris said should we attach them to the piles instead of the floating part of the dock, so we have plenty of clearance without potential people, boats or storms knocking them out, what is the ideal distance from the water to capture the full tidal signal? B Folger said the lowest threshold is 30 feet above the water, how close is the dead low tide? Commissioner Morris said about 5 feet we can evaluate what makes most sense, the top of the pile’s vs the floating dock. B Folger said it will be best to have someone there to meet us when we install who is able to tell if a sensor gets knocked offline. Commissioner Kincannon said it would be great if we had a sign that says what it is, what it’s for and a QR code to the dashboard. B Folger said that is probably something we can do. Commissioner Morris said this is great, tidal charts are unreliable at times, I highly recommend signs for all monitors, a quick read on tides with be beneficial. B Folger said we are looking at early October since that is the federal fiscal year. We will start by checking out the dock, a survey with one or two visits with a follow-up to install the sensor. The director will email you with the contact details. Commissioner Kincannon said thank you Brett, we look forward to hearing from you in the fall.
Commissioner Reports:
Port Maintenance Reports:
Hoodsport Trail Park & Disc Golf Park: S Lindgren said everything keeps growing really fast in the forest, we are clearing the trails as fast as we can. The disc golf course is open and looks great.
Hoodsport Marina, Dock & Waterfront Park: S Lindgren said we cleared the wild peas and wild rose bushes that turned brown at the North end of the sidewalk above the Port beach. Commissioner Kincannon said maybe we can plant drought tolerant filler. S Lindgren said okay, let us know what you want to do. Brianne is still working on painting the mural.
Portable Restrooms: The Port of Hoodsport and Hood Canal Market Fresh share the cost of renting portable restrooms in town for public use. In the summer season, May–October, restrooms are serviced 3 times per week. In winter, October – April rentals are serviced twice per week. There are additional portable restrooms at the disc golf park and Hoodsport Trail Park main entrance parking lot. Port maintenance monitors them for trash and additional toilet paper as needed in between services.
Port parking/Office building/Maintenance shed: The locals continue to throw personal trash in all of the port’s public garbage cans and discard furniture and junk at the trail park parking lots, the Port, unfortunately, must pay to take it all to the dump.
Port Directors Report: The director said the new brochure looks great; we can post it to the website. There is a buyer for this building we rent our office space from; he proposed to raise the rent by 50% which will affect our very tight budget. Commissioner Kincannon said what is the industry standard for 323 square feet, that it a big increase, can you check if there are any other spaces available close to the waterfront park for rent? This is the ideal location for the Port of Hoodsport to be next to port properties. We can probably make a 20% increase; you can let him know that otherwise we should think about Plan B. The director said I will write him back with that number and call around for alternative space. The director said we are still waiting for the PMA from Andra at DNR, I will send Mara at the Department of Commerce paperwork we currently have completed for the capital funding reimbursement of $39,700.00 which will offset the $54,000. that the port spent on the emergency repair of the dock in 2024. We just received a donation check from Fjordin Crossin in the amount of $250.00. I would like to acknowledge S Lindgren’s birthday was in July.
Budget: July Financial statement was not available for review.
