MINUTES FROM THE REGULAR PORT COMMISSION MEETING

OF THE PORT OF HOODSPORT COMMISSION August 22, 2018

Call to Order:
9:00am
        Adjourned: 9:50am

Meeting Held at:    Port of Hoodsport 24113 N US Hwy 101 Hoodsport, WA

Roll Call:
Commissioner Petz – Commission Chair, Commissioner O’ Laughlin, Commissioner Brazil

Staff Present:
K. Wyatt, Port Operations Manager, B. Osborne – Director of Maintenance, S. Lindgren – Maintenance

Public:
Brian Sund – Septic Specialist, Merle Fellows – Fisheries American-Canadian

Approval of Agenda:
Commissioner Brazil made a motion to approve the agenda as written, Commissioner O’Laughlin seconded, unanimously approved.

Minutes:
Commissioner Brazil made a motion to approve the Regular Port Commission minutes from August 8, 2018, Commissioner Petz seconded, unanimously approved.

Vouchers:
The following Vouchers/Warrants are for approved of payment: August 2018 1 o1 in the amount of $9,298.04

Public Communication:
B. Sund walked the reserve drain field area with M. Purvis to verify the designated area that was approved by M. Purvis for a secondary drain field. B. Sund dug perc holes and determined the soil was much better where the new laterals will be dug. The only challenge is that the excavators that are approved on the MRSC Port roster are extremely busy trying to install other septic systems before the rains. B. Sund suggested waiting until next spring to dig the drain field, he wants to keep vegetation in place to keep the soil together as it is very sensitive to weather once exposed otherwise the soil will be ruined. April/May is the best time to dig in the spring when it’s dry. The next step would be to get a design going and submit it to the County. Once the new drain field is installed we can switch over from A (the old drain field to B the new drain field). Commissioner Petz said we will leave the current public restroom schedule allowing the public to use the restrooms only during County approved hours Friday through Monday and keep the port o pots to use as the alternative. Commissioner Brazil made a motion to authorize B. Sund to draw up the suggested design for the secondary drain field in the reserve drain field area as shown on the map which was approved by M. Purvis as to his specifications; then to submit an application with the appropriate county permit fee, Commissioner O’ Laughlin seconded, and it was unanimously approved. Commissioner Petz requested that K. Wyatt submit a Voucher for the fee of $1,020.00 made payable to Mason County Treasurer as soon as possible. Merle Fellows who owns a commercial fish transport truck said they were parked in the Port parking area because the parking area by the hatchery where they usually park has fencing and gravel around it. They are a fish buyer who was one of 7 businesses that won a lottery which allowed them to buy fish from commercial fisherman at this location. They will transport the fish to Hoquiam and deliver it to a fish processing center in Bellingham. Commissioner Petz acknowledged that it was alright to park there as long as they are conscious of keeping the port parking area clean and were careful not to interfere with port business or the public parking access.

Port Maintenance Reports:
Hoodsport Trail Park: B. Osborne is coordinating with the disc golf association on mutual directional signs trail signs to be placed at trail intersections at the trail park. Commissioner Brazil commented that the Gazebo looks great at the Hoodsport trail park disc golf parking area.

Hoodsport Marina, Dock & Waterfront Park: The waterfront park looks terrific. Commissioner O’ Laughlin asked if S. Lindgren can affix the new cleats to the dock.

Public Restrooms: Currently open to the public intermittently as directed by the septic system specialists and the County.

Port parking/maintenance shed: Household trash is regularly being left in all of the trash receptacles at the port restroom, waterfront park area and by the Port dumpster.

Port Operations Manager Report:
K. Wyatt spoke to the fish buyers whose truck was parked in the port parking area by the shed on Monday, there have been calls and people asking the maintenance crew about them.

Budget:     There was no financial statement to be reviewed by the commission
