MINUTES FROM THE REGULAR PORT COMMISSION MEETING
OF THE PORT OF HOODSPORT COMMISSION July 11, 2018

Approval of Agenda:
Commissioner Brazil made a motion to approve the agenda as written, Commissioner O’ Laughlin seconded, unanimously approved.
Minutes:
Commissioner Brazil made a motion to approve the Regular Port Commission minutes Commissioner O’ Laughlin seconded, unanimously approved.
Vouchers:
Vouchers approved July 2018 1of 1 in the amount of $10,296.74 and the 2nd ¼ commission payroll in the amount of $2,086.24
Public Communication:
B. Sund, septic specialist said there were contributing factors as to why the septic drain field is having problems. He feels it was installed too deep, at the wrong time of year and the diverter valve was not installed properly, it should have been installed two feet higher than the highest line in the drain field. He suggests closing the public restrooms for a few days each week at this point and cutting the hours down to only 8 hours on the days it is open. The diverter valve needs to be raised in order to work correctly; an alternative drain field should be installed with a curtain drain to give the current drain field a rest. Commissioner Petz suggested reducing the days the restroom is open to Friday, Saturday, Sunday and Monday closing the restrooms Tuesday through Thursday with hours of operation from 10am to 6pm on Friday through Monday. K. Wyatt will make signs reflecting those days/hours of operation. Commissioner O’ Laughlin will call Alex at the Environmental health department to keep him informed on the plan of action. Jan Morris said the Fjordin Crossin event was a great success, however the extra designated shrimping day on the same date as the Fjordin Crossin was a deterrent; people who were going to paddle across the Canal as a part of the event went shrimping instead. The good thing was that the Mason County Sheriffs boat was in the middle of the canal during the event with their flashing lights on so shrimpers were aware there was an event with people paddling across the canal from the Hoodsport dock. The food vendors ran out of food by 1pm and left. There was going to be a touch tank for the kids that needed 50 amp services which the port does not have so they did not have the touch tank; instead someone made little wooden Viking boats for the kids to paint. Jan wants to do the Fjordin Crossin next year, she hopes more businesses will join in now that they know it is successful. Peder Blonker, a Lake Cushman resident, contractor and disc golf player was in attendance to offer his volunteer services to Morgan R. in an effort to finish the disc golf course. Morgan R. said he and his volunteers have time in the next couple of days and weekends to work on the disc golf course. They will be scraping and clearing the path to eliminate pot holes and will leave piles of the debris. Commissioner Brazil said to be careful to stay away from the back row of houses between the Lake Cushman golf course and Phase II of the disc golf course area. M. Rothrock said they will be at least 100 feet away from all of the houses but will come close to the corner by the gazebo as that will be where the course ends and people can walk from the golf course to the disc golf course. Commissioner O’ Laughlin asked Morgan if they could use a chipper on the brush piles to create bark which can be re distributed around the course. Morgan said yes that is a great idea, we will make the piles larger and more accessible to use the chipper. Peder B. said he has not seen advertisement for volunteers to help with working on the disc golf course. B. Osborne said we have had flyers at the Hoodsport trail park kiosks asking for volunteers. Commissioner O’ Laughlin asked Morgan if they had a ball park date for Phase II to be complete. Morgan said he now has some free time on top of his job and it solely depends on volunteers who are well intentioned people who often don’t show up for whatever their reasons. They will have more hand work parties one day a weekend every other weekend until it is ready to go. They have the T boxes and will make the pads from concrete since it is mostly level and easy to access. Commissioner Petz said so when will the estimated time to completion be? Morgan said to what level of polish, he is not sure but they will be having two big work parties and it will be playable by the end of August. Peder B. said he has experience with heavy equipment and offered to volunteer to help Morgan R. Morgan R.said the course will be enough of a challenge for beginners; it will be kept clear with a little nuance for each hole keeping it approachable with a challenge while playing. It will look and feel straight forward to the untrained eye but harsh to the groove when playing.
Commissioner Reports:
Commissioner Petz asked K. Wyatt to put together a spreadsheet showing the year to date expenses and ready to review at the next meeting so the commission can take a look at money being spent on the septic drain field and the entire budget. We will want to make notes at the July 18th meeting reflecting the commission’s agreement to use and move funds from one line item to another so the port can make the necessary repairs to the public restroom septic drain field. Commissioner O’ Laughlin said the Kiwanis are doing their annual fundraising event to raise funds for the hood canal elementary school. The Kiwanis will be having a dinner, auction and karaoke event at Eagle Creek on August 15th.
Port Maintenance Reports:
Hoodsport Trail Park: B. Osborne is working on putting up metal reflective trail signs up along the trails at the trail park.
Hoodsport Marina, Dock & Waterfront Park: The waterfront park looks terrific. The water bill skyrocketed; S. Lindgren found a leak in the irrigation line by the process of elimination.
Public Restrooms: Currently open to the public intermittently as directed by the septic system specialists and the County. B. Osborne will change the setting on the magnetic door locking system to reflect hours designated by the County environmental health department.
Port parking/maintenance shed: Household trash is regularly being left in all of the trash receptacles at the port restroom, waterfront park area and by the Port dumpster.
Port Operations Manager Report:
K. Wyatt talked about the water bill increase and that S. Lindgren found the leak so it should be considerably less on the monthly bill after July 1st. K. Wyatt received an email from the contractor who repaired the port dock and asked if they were going to replace or repair the bull rails and cleats. They reviewed their contract and said it was not a part of the repair but ordered three 12 inch cleats for the port so maintenance can install them. K. Wyatt emailed S. Bennett at WSDOT to have them take a look at and remove the signs nailed to trees alongside State Rt 119.
Budget: The June 2018 financial statement was reviewed
