MINUTES FROM THE 2025 BUDGET HEARING MEETING

OF THE PORT OF HOODSPORT COMMISSION

November 20, 2024

A Public Hearing was held to consider testimony before adopting the FINAL 2025 Budget for the Port of Hoodsport. 

The Public was invited to speak, there was no comment.

The Port Director stated that the 2024 end balance and 2025 beginning balance of $136,348.00 includes $20,943.00 carry forward funds appointed specifically for the Hoodsport Trail Park improvements, equipment, and maintenance.  The 2024 budgeted to actual expenditure comparison determined cost cuts in some budgeted line items while obvious increases in others like professional services which include lobbyist, utilities and supplies.  The lobbyist is critical for capital funding to make required dock improvements to satisfy the DNR dock lease, costs that far outweigh the Port’s annual revenue. The estimated capital funding included in the revenue and expenditure columns on the 2025 Budget for dock improvements is $150,000.00.  The additional cost of hiring a lobbyist will put the Port’s end balance $29,455.00 over budget leaving a 2025 end balance of $106,893.00.  The director said the Auditors’ office will tell us that the budget is not balanced.  Commissioner Kincannon said until we are told to manipulate the numbers to make a balanced budget, I would rather reflect accurate numbers to be transparent, so I suggest leaving the budget as is.  Commissioner Morris said, “I agree.

There were no public comments, the public comment portion of the hearing was closed.

Commissioner’s Brazil, Morris and Kincannon thanked the Port Director for her work on the Ports 2025 budget.  Commissioner Morris said the budget looks great.  Commissioner’s Brazil and Kincannon both said it looks terrific.

Commissioner Kincannon made a motion to accept the 2025 budget as prepared and to adopt the 2025 Budget Resolution 2024-02 reflecting a Beginning Balance of $136,348.00, estimated income Revenue amount of $307,720.00, Expenditures of $337,175.00 with a projected ending balance of $106,893.00; the motion was seconded by Commissioner Brazil, all in favor, unanimously approved.

The 2025 Budget hearing was adjourned at 9:19am
