MINUTES FROM THE REGULAR PORT COMMISSION MEETING FOR THE PORT OF HOODSPORT

March 11, 2026

Approval of Agenda:       Commissioner Kincannon motioned to approve March 11, 2026, agenda, Commissioner Morris seconded; all in favor.

Public speakers:                            none

Minutes: Commissioner Kincannon motioned to approve the Regular port commission meeting minutes from February 11, 2026, Commissioner Bly seconded, unanimously approved.

Vouchers: Commissioner Kincannon motioned to approve 2026 Voucher February 1of1 in the amount of $10,801.14 Commissioner Bly seconded, unanimously approved.

Public Communication:   none

Commissioner Reports:

Commissioner Kincannon said we have been advertising in the WA Tourism Visitors Guide the last couple of years, I think a better medium for us to advertise in would be in the local Fjord Magazine.  Commissioner Morris said, “I agree, we may be able to do a campaign for tourism and use EDC funds, I will check into it.  Commissioner Morris said I am almost finished with reading the DNR Property Management Agreement (PMA), besides a couple of questions I have, it looks reasonable to me. I am also wondering if DNR has a turnkey spill kit to help us satisfy that requirement.  Commissioner Kincannon said I have a few questions also before we hand it off to the lawyer to review.  The director said, email me with questions and concerns, I will create a master list of questions to discuss with the Port attorney and then DNR.  In conversation with the Port’s insurance company, they suggested adding a clause to the contract that works for both the Port and DNR. Commissioner Morris said J Barna who was at the last regular port commission meeting could not attend today’s meeting.  J Barna would like to schedule the site visit we talked about at the last port meeting so we can make a plan and gather tools that may be needed to work at the trail park.  Commissioner Bly said I spoke to Mariessa with the Conservation Department about the invasive species, she said she has not started the survey and will likely start in July 2026.  I asked her to come to our port meeting in June. Commissioner Bly said I am ready to go up to the Hoodsport Trail Park with S Lindgren to get acquainted with the trail park and disc golf course.  I have not contacted the school yet to talk about collaborating with them to help make and replace trail park signs.  S Lindgren said, “I am ready to show you around when you are”.  Commissioner Kincannon asked the director to find out when the next New Commissioner seminar will be held so Commissioner Bly can attend, they are full of good information, and the people are great.

Port Maintenance Reports:

Hoodsport Trail Park & Disc Golf Park: S Lindgren said things are going good with the clean up at the trail park, we are working on the five acres at the top of the park to see how to add an upper trail loop.  We are also finding and pulling out the Himalayan blackberries and Scotch broom that are on the invasive species list.  The disc golf course is open and looks good.

Hoodsport Marina, Dock & Waterfront Park: S Lindgren said we bought another pressure washer that is smaller than the one that was stolen.  I also noticed the leaf blower is missing out of the shed from when they stole the pressure washer.  The director said I checked with the insurance company, the Port’s deductible is $1000. Which is more than the theft claim for the equipment that was stolen. The commission authorized $400. to replace the pressure washer, the replacement was half the price.  S Lindgren said I can find a blower that works good for the remainder of the approved funds.  The winter storms wind and wave action has sheared off several of the bolts on the dock, which have been replaced.  The seals are making a mess on the dock; we are trying to keep it clean but he’s a pooper!

Portable Restrooms: The Port of Hoodsport and Hood Canal Market Fresh share the cost of renting portable restrooms for public use.  In the summer season, May–October, restrooms are serviced 3 times per week.  In winter, October – April rentals are serviced twice per week. The Ports maintenance monitors them for trash and additional toilet paper as needed in between services. 

Port parking/Office building/Maintenance shed: The locals continue to throw personal trash in all of the port’s public garbage cans and discard furniture and junk at the trail park parking lot, we unfortunately have to take it to the dump.

Port Directors Report: 

The director said we submitted the press release to the newspaper for the updates on the hazard tree trail park clean up, as the Port appreciated the newspaper article publication, the reporter added a photo that did not depict current activities inaccurately suggesting operations were within restricted areas.  We asked them to publish a correction acknowledging the error in photo selection affirming they took responsibility for the mistake. Commissioner Bly, we need a current photo to post on the Port’s website and for the Washington Public Port Associations directory and need paperwork finalized for the ports accountant.  Commissioners Q1 Timesheets are due by the 20th.
