MINUTES FROM THE REGULAR PORT COMMISSION MEETING FOR THE PORT OF HOODSPORT

December 10, 2025 Call to Order:   9:11am                                                   Adjourned: 10:16am

Roll Call:   Commissioner Kincannon–Chairwoman / 2nd Trustee, Commissioner Morris – 2nd Chairman / Trustee, Commissioner Bly

Staff Present:                    K. Wyatt, Executive Director, S. Lindgren – Maintenance Facility Supervisor

Approval of Agenda:       Commissioner Kincannon motioned to amend and approve December 10, 2025, agenda, to include Travis Merrill & Darren Corliss as public speakers, Commissioner Morris seconded; all in favor.

Public speakers:                            Travis Merrill & Darren Corliss with North Mason County Chamber

Minutes: Commissioner Kincannon motioned to approve the Regular port commission meeting minutes from November 12, 2025, and the 2026 Budget Hearing from November 12, 2025, Commissioner Morris seconded, unanimously approved.

Vouchers: Commissioner Kincannon motioned to approve 2025 Vouchers: November 1of1 in the amount of $16,633.70 Commissioner Morris seconded, unanimously approved.

Public Communication:   T Merrill & D Corliss with the North Mason Chamber of Commerce introduced themselves and said there was a huge turnover in the Chamber especially after COVID, and with social media, people don’t want to get together anymore.  We joined in hopes of revitalizing the N Mason Chamber and contributing to the quality of life and economic development in our area.  We are visiting local community businesses and organizations like yours to invite you to join the N Mason Chamber.  We are offering a complimentary membership for the first year then will charge an annual membership fee of $199.  Commissioner Morris said, that sounds great, the Shelton Mason Chamber has members mainly from the Shelton area, it would be good to be a part of a Chamber focusing on North Mason County.  We need to figure out who will be the point of contact.  Commissioner Kincannon said I am glad you are here; I would like to be the point of contact for the Port of Hoodsport.  Commissioner Morris said, “I would like to make a motion for the Port of Hoodsport to join the N Mason Chamber for free in the year 2026 with an annual membership fee of $199. starting in 2027 and appointing Commissioner Kincannon as the point of contact.  Commissioner Kincannon said I second the motion, all in favor, it was unanimously approved.  T Merril and D Corless said, ‘Great, we are forming a government affairs committee.  Commissioner Kincannon said, sounds good, we look forward to being a part of the N Mason Chamber, thank you for coming, see you again soon.

Commissioner Reports:

Commissioner Kincannon said we will swear in Jennifer Bly as Port Commissioner, elect to serve the remainder of 2025.  Commissioner Bly, would you read the Oath of Office.  The Director said, this is required as a formality by the elections office after the votes were tallied in the election process, the oath will be signed and submitted to the elections office. Commissioner Kincannon said we are having a scheduled Executive session prior to the Port of Hoodsport’s Regular Port Commission meeting, an Executive session will be held to review the performance of a public employee. Commissioner Kincannon said we are adjourning the Regular Port Commission meeting at 9:26am and excuse the Public as we go into Executive session as allowed by RCW 42.30.110.  No formal action will be taken in the Executive session.  Executive session will start at 9:26am and the regular port commission meeting will adjourn.  We will be back in 15 minutes at 9:41am, at which time we will reconvene the regular port commission meeting at 9:41am.

Commissioner Kincannon said I call the regular port commission meeting back to order at 9:41am.  Commissioner Morris said, as part of our ongoing process to renew the dock lease with the Department of Natural Resources (DNR), I am making a motion to direct the executive director to have the Port’s attorney draft a policy as a guide to clarify the commercial use of the public dock. This policy will be developed in compliance with Washington State RCWs and county regulations to ensure clarity, fairness, and the continued safe operation of our facilities for all users.  Commissioner Kincannon said I second the motion, all in favor, it was unanimously approved.  Commissioner Kincannon said I do not have anything to report.  Commissioner Morris said I met with the lobbyists, at this point while we still have Emily working with us, she will help us as a liaison between DNR to get the ball rolling on the Property Management Agreement (PMA).  We were given a list of documents needed and have provided most of them to DNR, we only have the ‘outfall’s list to finish the package, we will meet with the DNR representatives before the end of December.  I am under the impression they’re going to want to wrap it up.  The Christmas tree lighting ceremony will be held on December 20th at 4pm.  The dive shop will be bringing Santa by boat.  We will add drama by turning the tree lights off that day, then turning them back on during the event.  I will meet you there S. Lingren.  Commissioner Bly said, “I have nothing to report today.

Port Maintenance Reports:

Hoodsport Trail Park & Disc Golf Park: S Lindgren said hazard trees are coming out of the park now that the lumber companies are accepting trees.  There are some really old trees that are dying, they are hollow and very dangerous. We are replacing the hazard trees with cedar trees; they are impervious to the root rot disease.

Hoodsport Marina, Dock & Waterfront Park: S Lindgren said I will be turning off the water system at the waterfront park the Sunday after the tree lighting ceremony.  I will get the ‘outfalls’ list to you for DNR. Who is responsible for taking down the Veterans Day breakfast sign? Commissioner Bly said it is a Kiwanis event; I will get it taken down.

Portable Restrooms: The Port of Hoodsport and Hood Canal Market Fresh share the cost of renting portable restrooms for public use.  In the summer season, May–October, restrooms are serviced 3 times per week.  In winter, October – April rentals are serviced twice per week. The Ports maintenance department monitors them for trash and additional toilet paper as needed in between services. 

Port parking/Office building/Maintenance shed: Locals continue to throw personal trash in all of the port’s public garbage cans.

Port Directors Report: 

The director said I have a copy of the Commissioner 2026 Terms/Roles for the commission to look over and approve, does anyone have changes?  Commissioners Kincannon and Morris said, no.  Commissioner Kincannon said it looks good as it is.  The director said, WA State raised the Per Diem rate from $128. Per day to $161.  We have a resolution for signature if you would like to raise the per diem rate starting January 2026.  Commissioner Morris said, “I am making a motion for the Port of Hoodsport commission to accept the resolution to raise the per diem rate to $161. starting January 2026 as written in Resolution POH 2025-02.  Commissioner Kincannon said I second the motion, all in favor, it was unanimously approved.  The director said one of the requirements of DNR is to make an application for a PMA and to have the Port commission authorize both the application and to grant signature authority in a resolution.  We have Resolution POH 2025-03 for the commission to sign if you are all in favor.  Commissioner Morris said I make a motion to accept Resolution POH 2025-03 to get the ball rolling with DNR for the application and signature process.  Commissioner Kincannon seconded the motion, all in favor, it was unanimously approved.  The director reminded the commission to turn in their 4th quarter timesheets for payroll.  Commissioner Bly is signing a declaration of waiver of per diem compensation for 2025.  

Budget:     Financial statements for November 2025 were reviewed
