MINUTES FROM THE REGULAR PORT COMMISSION MEETING OF THE PORT OF HOODSPORT COMMISSION                  

August 28, 2019

 Call to Order:   9:00am                                                    Adjourned:  9:40am

Meeting Held at:    Port of Hoodsport 24113 N US Hwy 101 Hoodsport, WA

Approval of Agenda:  Commissioner Booth made a motion to approve the agenda as written; Commissioner Petz seconded, unanimously approved.

Minutes: The commission was unable to approve the minutes from August 14,2019. The two commissioners who were present are not present today, it will be tabled for the September 11, 2019 regular port commission meeting.

Vouchers:   The following Vouchers/Warrants are for approval of payment: Commissioner Petz made a motion to approve August 1 of 1 in the amount of $13,054.31, Commissioner Booth seconded, it was unanimously approved.

Public Communication:  Jan’s been talking to local business owners, Dennis Engel and Kevin Shutty regarding the crosswalk WSDOT is willing to install on the North side of Schoolhouse Hill Rd. at Highway 101. Jan met with Theresa Turpin and Dennis Engel to discuss the crosswalk, it was fortuitously hard to cross the street so they could realize how important it is to have a crosswalk.  The crosswalk will only take 1 to 1 ½ parking spaces.  She spoke to all of the business owners regarding losing parking spaces. Mary Esser, owner of the Landing building was good with if it did not affect the easement granted to Olympic Stoves or affect the parking around the Landing building.  Josh Stottle, owner of Stottle Winery was not in agreement because he did not want to lose any parking spaces.  He said he would be in agreement if there was a sign that said there was additional public parking at the library, Jan said she will talk to the library about it and talk to Josh again.  Commissioner Booth asked Jan if WSDOT required a unanimous vote from the business owners.  Jan said she would like to have everyone’s approval and will contact WSDOT when she does.

Commissioner Reports:  Commissioner Petz said he was unable to meet with the septic designer, B. Sund. He is hoping to coordinate a day and time to talk about continuing with the septic system job for the port and to explore the County property as a replacement drain field before engaging with the County.  The property needs to be big enough and pass a perc test. Commissioner Petz spoke to Alex at Mason County who said they wanted to know that the Port will continue to work on fixing the problem.  Jan suggested using the septic company she used for the Hardware Distillery, Arrow Septic and Design they are highly respected at the county.  Commissioner Petz said that eventually the port will have to replace the dock and he asked Commissioner Booth if she would start to research grants that are available at the state level without matching funds.  Commissioner Booth asked what all needed to be replaced? Commissioner Petz said that probably everything will need to be replaced.  Commissioner Petz said that at some point when Commissioner O’ Laughlin was here, he started talking with Senator Tim Sheldon about possible ways to replace the dock.  Kevin Shutty, County commissioner and Dave Owens, director of the Skokomish tribe both may have resources to explore.

Port Maintenance Reports:

Hoodsport Trail Park:  B. Osborne will contact the septic company to move the portable sanicans from the upper parking lot at the trail park to the parking area at the 9-hole disc golf course. He will move cables to stop vehicles from accessing the parking area. He removed the hiking on the 20-acre side of the street sign at the Hoodsport Trail park kiosk.  B. Osborne got a bid from Brady for bark needed at the disc golf course, 100 yards of bark delivered would be $850.00, which is ½ the regular price.  Commissioner Booth made a motion to approve the request to order the bark, Commissioner Petz seconded, it was unanimously approved.  B. Osborne wanted to remind the commission August 31st was the last disc golf clinic for the month.

Hoodsport Marina, Dock & Waterfront Park: B. Osborne said there is a unauthorized sailboat moored at the end of the dock in violation of not paying for moorage fees.  The port administrator will contact the Sheriff since the violation is a Mason County ordinance that was adopted by the Port in 2006.  The sailboat has been moored there since July 18th.  S. Lindgren will post a moorage regulation sheet on the boat for the owner to see that they can contact the port office to discuss how to remedy the situation.

Public Restrooms: Currently open to the public intermittently as directed by the septic system specialist and Mason County.  Readings on the septic tank gallonage is monitored during restroom usage days.

Port parking/maintenance shed: Household trash in the trash can at the restrooms has been at a minimum since the surveillance cameras were installed, it continues to be excessive at the waterfront park area, the Hoodsport trail park and by the Port dumpster.  B. Osborne and S. Lindgren both have App’s on their phones connected to the surveillance to watch the public restrooms, office, shed, parking lot, waterfront park and the dock.

Port Operations Manager Report

The port commission will need to appoint one of the Commissioners or the executive administrator as a Trustee to replace the Trustee position that was held by Commissioner John O’ Laughlin.  Commissioner Petz asked what the Trustee does, the port administrator will call the ports association to find out what is entailed in the role of Trustee and report back at the next meeting.  James Thompson acting executive director for the Washington Public Ports Assn. will be attending the September 11th regular port commission meeting, James would like to meet the Port of Hoodsport’s commission and will be talking about his upcoming election for the replacement of the position of Executive Director of the WPPA.  The port administrator asked Morgan Rothrock if he was willing to write articles about the new disc golf course and upcoming events that can be published in the Fjord magazine, other publications, methods of advertisement and public marketing.  M. Rothrock agreed and will submit an article as soon as possible.  The port of Hoodsport’s application to utilize the states Department of Enterprise Services for purchasing goods and supplies was accepted by the State of Washington.  B. Osborne will explore the ways to find products used for the public restrooms and parks.

Minutes: Commissioner Brazil made a motion to approve the Regular Port Commission minutes from July 24, 2019, Commissioner Petz seconded, it was unanimously approved.

Vouchers:   The following Vouchers/Warrants are for approval of payment: Commissioner Brazil made a motion to approve July 2of2 in the amount of $9,794.88, Commissioner Petz seconded, it was unanimously approved.

Public Communication:  B. Grondin said the Hoodsport Disc Golf Park is open to the public having had two, ‘Introduction to Disc Golf’ clinics on two Saturdays one each on August 3rd and August 10th.  On Saturday August10th, there was a Grand opening, the disc golf community gathered and had a BBQ for the public which included hot dogs and sodas.  Commissioner Brazil said the opening and grand opening at the Cushman Cruise 9-hole disc golf park was impressive, there were lots of people in attendance, the guys did an outstanding job of designing the course around all of the now 5’ trees the port planted after the diseased trees were removed in 2012.  There were approximately 40+ people with families who showed up for the grand opening.  Commissioner Brazil asked B. Grondin if they had set hours of operation and how were they going to maintain the trails and trash?  Commissioner Petz said the Hoodsport Trail park is open and free to the public, the port will continue to give the disc golf community a budget to continue with building onto the disc golf course. B.Grondin said the signature hole is Hole #5 which was designed to be up higher in elevation, the base was built with logs and covered with bark.  He said Morgan wants to concrete the post by Hole #9 to prevent people from driving onto the course to vandalize it as the parking area is very open.  Commissioner Brazil said to be careful since people have already dumped trash and trailers in that parking area in the past.  B. Grondin said he hopes the disc golf community will be there to prevent vandalism and theft.  He said at the Shelton disc golf course, which was rated the #1 disc golf course in the state, people carved on benches, started fires and lived within their park.  Commissioner Brazil and S. Lindgren said they noticed someone was living in a white pickup truck occasionally across the street at the Hoodsport Trail park parking area using the outhouse and was run off several times.  B. Grondin was concerned about a sign on the Kiosk across the street that said part of the hiking trail was on the 20-acre side of the Hoodsport Trail park, now the 9-hole disc golf course.  He said it is not a good idea to mix walking with disc golf since discs go flying through the air.  Disc golfers are patient, but it is almost impossible to have both a walking trail and disc golf park.  Commissioner Petz asked B. Osborne and S. Lindgren to take down the sign, hikers can walk on the 60-acre side of the road. B. Grondin said in regard to the maintenance of the disc golf course, the disc golf club will build and maintain the park and come to the port if repairs need to be done.  They intend to continue with brush cutting, clearing and hauling away debris.  B. Osborne said there needs to be a permanent trash facility for people to use and will also contact the septic company to have them move the current portable restrooms across the street to the 9-hole disc golf parking area by hole #1 to keep it away from the picnic tables and secure it.  They are considering building a practice putting basket by hole #1.  B. Grondin and M. Rothrock want to hold a disc golf event in mid-September on the 6th, 8th and 10th with the public and include the Shelton disc golf players, they will be putting an experienced player with a beginner to play for fun.  They also want to have a nighttime event around Halloween with glow discs and black lights.  The disc golf community will be ranking the Cushman Cruise disc golf course and help get it rated in the top 10 courses in the state of Washington.

Commissioner Reports:  Commissioner Petz said Jan Morris with the Hardware Distillery has been talking to business owners regarding the proposed crosswalk at the North side of Schoolhouse Hill Rd. crossing Highway 101.  The business owners are in conversation because they will have to give up one parking space in order to implement the crosswalk.  Since the Purvis’ decided not to allow the port to use the reserve area on their property to create an additional drain field, Commissioner Petz has been in conversation with B. Sund and Alex Payse regarding a piece of County property that lies up further from the current drain field.  The port administrator will give the parcel number to Alex at the County to examine the particulars for feasibility and get Alex’s approval to use the current design for this property if the designer determines its soil test perc’s positive.  Commissioner Petz would like to get the drain field in working order, then solicit the business owners and other tourism entities to help with supporting monthly costs of maintaining the public restrooms.  This has been discussed with county Commissioner Kevin Shutty who is currently looking into additional funding through tourism tax to help defer the overwhelming cost to maintain the public restroom.

Commissioner Brazil was approached by the ‘Fire Wise’ committee of Lake Cushman who wants to know how many hours have been worked on the trail park the information will be to used for Fire wise credit that can be used by the Lake Cushman fire department for prevention and reduction of fires.  Commissioner Petz would like designate Commissioner Booth to work on finding grants for dock repair or replacement.  Commissioner Shutty is willing to help Commissioner Booth and has some resources.  Commissioner Brazil said he will be absent for the port meeting on August 28th.  Commissioner Brazil wants M. Rothrock to write articles pertaining to the 9-hole disc golf course to submit to the Washington Public Ports Associations newsletter, the Fjord Magazine, Thurston talk and other news entities to get conversation going and inform the public about the 9-hole disc golf course.  Commissioner Brazil will start working on the presentation for the public meeting to be held in the fall to discuss the public restroom situation.

Port Operations Manager Report

The port administrator received a phone call from James Thompson acting executive director for the Washington Public Ports Assn. James wanted to talk to the trustee regarding his upcoming election for the position of Executive Director replacing Eric Johnson.  James would like to attend one of the ports regular port commission meetings to introduce himself and get a feel for the Port of Hoodsport.  The port administrator submitted a list of additional assets the Port of Hoodsport has acquired to its insurance company.  On the list was the Gazebo at the trail park, disc golf equipment, surveillance cameras and the computer back up system.  The port was issued a new schedule of assets and an invoice to cover property and liability coverage.  The Port of Hoodsport’s general liability and property insurance invoice for 9-1-2019 through 8-31-2020 is now $4,920.00.  New photos of the commissioners will be taken at the next regular port commission meeting when all of them are in attendance to be submitted to the Washington Public Ports Assn for their roster and to replace the old photos on the ports website. The port administrator will find out when the business owners in Hoodsport can be in attendance for a public meeting to discuss the public restroom situation.  Included in the meeting will be the County Commissioner, WSDOT, Washington Tourism Alliance and the North Mason County Chamber of Commerce.
