MINUTES FROM THE REGULAR PORT COMMISSION MEETING
OF THE PORT OF HOODSPORT COMMISSION September 13, 2017

Approval of Agenda: Commissioner Brazil made a motion to approve the September 13, 2017 meeting agenda, Commissioner Petz seconded, unanimously approved.
Minutes: Commissioner Brazil made a motion to approve the Regular Port Commission minutes of August 23, 2017; Commissioner Petz seconded, unanimously approved.
Vouchers: Commissioner Brazil motioned to approve the following Vouchers for payment September 2017 1of1 in the amount of $13,687.44; Commissioner Petz seconded, unanimously approved.
Public Communication: None
Commissioner Reports: Commissioner Brazil spoke to Bill Heil regarding installing a people counter on the public restroom door; Bill asked how important it was to gather that information. Commissioner Brazil said the Port was hoping to provide numbers to Washington State Department of Transportation in an effort to ask them to help with funding supplies for the mass volumes of people who travel on Highway 101 that stop and use the Ports public restrooms. The point being that WSDOT provides public restrooms every 40 miles along Interstate 5 providing and funding facilities to the public en masse and the Port of Hoodsport’s public restrooms are funded solely by the Ports budget. Bill stated that a door counter will be inaccurate due to people holding the door open as others file in or the same people going in and out several different times. Commissioner Petz said the data is valuable in writing a proposal to WSDOT but he could see the inaccuracy of numbers with that kind of a counter. Commissioner Petz said to defer discussion of the installation of a door counter until the October 11th meeting when the Port commission meets with John Wynands from WSDOT. Commissioner Brazil said he golfed at Horseshoe Lake and they have a disc golf course in which they charge $17.00 for a round of disc golf. Commissioner Petz reminded him that if the Port starts charging a fee they will lose state insurance coverage. Commissioner Brazil said he noticed several ‘contractor advertisement signs’ nailed to trees at the Hoodsport Trail Park along State Rt 119 and asked B. Osborne to remove them.
Port Maintenance Reports: Hoodsport Trail Park: B. Osborne completed the roof over the kiosk for the disc golf course information center at the Hoodsport Trail Park upper parking area; it will be painted to protect the wood from the elements. The inside of the outhouse at the lower parking area was painted, it is in great shape. Household garbage is continually being left in the trash cans at the Hoodsport trail park. Hoodsport Marina, Dock & Waterfront Park: B. Osborne contacted a diver who has an underwater saw to discuss cutting out the dead head log that was under one of the boat slips and could be a potential danger to boats in extremely low tides, in the meantime the log has dislodged itself and floated away. There is an old piling sticking up out of the water between the Ports dock and Carlos’ property which could be a concern to boaters. Commissioner Petz suggested that instead of cutting the piling it may be possible to tie a buoy or bright flagging to it to identify that it is there so boaters can stay away from it. While inspecting the dock area, S. Lindgren discovered a dead seal on the Ports beach. After consulting with WA Fish and Wildlife department and the Marine Mammal Network at Cascadia Research, it was disposed of as per their recommendation. B. Osborne will be draining down the standpipes on the dock and the irrigation system prior to the first frost. Public Restrooms: During a routine check to the public restroom septic drain field by IGA, they noticed the area on top of the drain field was wetter than usual. The Septic engineer and Commissioner Petz inspected the area and determined some of the valves were open, the valves were shut and the drain field is drying out. Commissioner Petz said it will probably be alright now that it is drying out, it will be checked periodically to make sure there isn’t any other concern. Commissioners Brazil and Petz asked S. Lindgren to make sure the door gets locked at 10pm for two weeks as a deterrent to people who want to hang around the public restrooms after hours. Commissioner Petz would like to re visit mounting security cameras outside the restrooms in an effort to see who these people are. PUD#1 will be contacted to check their exterior lighting on the lamp posts to make sure the areas around the restrooms are well lit at night. S. Lindgren will be painting the floors with shark grip in anticipation of the wet winter ahead. Port parking/maintenance shed: Household trash is regularly being left by the Port dumpster. B. Osborne and S. Lindgren will be going into a winter maintenance schedule for with the waterfront park, marina dock, public restrooms and trail park.
Port Operations Manager Report:
The dock repair is in the hands of the Ports Insurance Company. John Wynands with Washington State Department of Transportation will be attending the next regular port commission meeting on October 11, 2017 to discuss traffic safety devices in town along Hwy 101,
EV Car Charging stations in Hoodsport and possible assistance with funding supplies for the public restrooms in high volume tourist usage months. The Ports insurance coverage has gone up 10% as a normal increase for the 2018 policy year. A boat that was moored in the ports dock took on water from storm activity and sunk. Current discussions between insurance companies are taking place relating to this incident. K. Wyatt met with the executive director and one of the Port Commissioners from the Port of Port Townsend who also expressed concerns regarding their public restrooms and the unusual activities that goes on in them after hours. It is difficult to monitor and identify who the people are that go in the public restrooms to do things other than what the restrooms are intended for, it is a widespread problem. The Memorandum of Understanding between the Port of Hoodsport and the Shelton Disc Golf Association will be reviewed and discussed for the upcoming year.
