MINUTES FROM THE REGULAR PORT COMMISSION MEETING
OF THE PORT OF HOODSPORT COMMISSION August 9, 2017

Approval of Agenda: Commissioner Petz made a motion to approve the August 9, 2017 meeting agenda, Commissioner Brazil seconded, unanimously approved.
Minutes: Commissioner Petz made a motion to approve the Regular Port Commission minutes of July 26, 2017; Commissioner Brazil seconded, unanimously approved.
Vouchers: Commissioner Petz motioned to approve the following Vouchers for payment August 2017 1of1 in the amount of $4,226.89; Commissioner Brazil seconded, unanimously approved.
Public Communication: None
Commissioner Reports: Commissioner O’ Laughlin spoke to Chris Gleason with Tacoma Power regarding taking a tour of the fish hatchery as a group and asked if anyone would be interested. Everyone present was interested in taking a tour and knew people who would like to go so Commissioner O’ Laughlin will call to set up a date and time, possibly after the next meeting.
Port Maintenance Reports:
Hoodsport Marina, Dock & Waterfront Park: B. Osborne will talk to Travis at the dive shop to locate an underwater saw to cut the top of the sunken log that is a danger to boats during low tide. Crabbers have been busy crabbing at the end of the dock. Commissioners O’Laughlin, Petz and Brazil all complemented B. Osborne and his maintenance crew on how great the waterfront park looks.
Port parking/maintenance shed: Household trash is regularly being left by the Port dumpster.
Public Restrooms: The steel toilet paper holder has been a success as far as thieves steeling it. Commissioner O’ Laughlin suggested purchasing three more to cover each stall. Commissioner O’ Laughlin asked if a people counter could be wired onto the restroom doors in order to get some idea of exactly how many people use the public restrooms especially since this summer the expenses to keep the bathroom stocked and clean are twice as much as it cost in previous years.
Hoodsport Trail Park: S. Lindgren painted the outhouse at the trail park. A large tree fell across the State Rt 119 between the Hoodsport Trail park and Lake Cushman maintenance company, B. Osborne and S. Lindgren will assess the location to see if it is the Ports responsibility to move it off of the right of way.
Port Operations Manager Report:
K. Wyatt forwarded the dock repair proposal to the insurance adjuster after it was approved by Commissioner Petz. The insurance company will be in direct contact the contractor to start the process. Commissioner O’ Laughlin wanted to make sure the contractors were aware of days that crabbers would be fishing off the end of the dock so they could work around them. K. Wyatt spoke to Steve Bennett with WSDOT regarding the traffic safety grant money that was jointly applied for but denied by the grant funding committee. Steve Bennett suggested finding out why they money was denied. K. Wyatt reminded S. Bennett there have been traffic safety discussions between the Port of Hoodsport, WSDOT, Shelton Police traffic safety task force and State Patrol since September of 2012 in which they were going to do a pilot traffic study. As a reminder Discussed at that meeting, were variable speed signs, crosswalk locations, speed limit variations and parking limit signs. He was also reminded of the Community traffic safety meeting and workshop held on September 8, 2015 that included WSDOT, business owners and members of the Hoodsport community who discussed the same issues. K. Wyatt wanted to find out who at WSDOT had the authority to answer specific questions on funding the traffic safety signs and crosswalk beacons here in Hoodsport citing that the traffic has increased tremendously in 2017 and questioning why WSDOT paid for and installed radar speed signs on State Route 106 which does not get near the traffic that Hwy 101 does. Steve gave the name of a contact at WSDOT who may be able to enlighten the Port Commission on some of those above mentioned questions, John Wynands, stating he controls the funds, to follow up with questions. Commissioner O’ Laughlin spoke to Senator Tim Sheldon who looked into the grant process, he indicated based on criteria submitted in the grants, our community did not have as many pedestrians as applicants based in high density areas such as King County. The Commission agreed that the Port will need to raise the bar with information about increased traffic and tourism here in Hoodsport on Highway 101, the Port has Senator Sheldon’s support and will pursue WSDOT with the new contact provided by S. Bennett in an effort to move forward with our traffic and pedestrian safety concerns. The release agreement was for Nick Hagen to cut wood that has fallen in the Hoodsport trail park was signed by all three Commissioners. K. Wyatt will contact Nick to find out if he has additional insurance coverage.
