MINUTES FROM THE REGULAR PORT COMMISSION MEETING

OF THE PORT OF HOODSPORT COMMISSION     June 28, 2017

Approval of Agenda: Commissioner Petz made a motion to approve the June 28, 2017 meeting agenda, Commissioner Brazil seconded, unanimously approved.

Minutes: Commissioner Petz made a motion to approve the Regular Port Commission minutes of May 24, 2017 and June 14,2017; Commissioner Brazil seconded, unanimously approved.

Vouchers: Commissioner Petz motioned to approve the following Vouchers for payment June 1of1 totaling $10,267.93, June 2of2 totaling $328.41 & June 3of3 $7,603.96; Commissioner Brazil seconded, unanimously approved.

Public Communication: Kristin with PUD#1 told the Port commission that the joint grant application that was submitted through the North Olympic Development Council for the EV Car Charging station was denied. The Port of Hoodsport and PUD#1 were very prepared and had all of their paperwork together but some of the other EV Car Charging sites who were joint applicants were not as prepared which made the entire grant unsuccessful. Kristin said this is the first round of auto maker money to help with electrifying the Hwy 101 corridor and not to be discouraged since there will be another car maker who will be providing funds for grants and she will definitely notify the Port when the grant funds are offered.

Jessica Hoppe a reporter with Thurston Talk based out of Olympia, told the commission that ‘Thurston Talk’ is an online media publication with more than 49,000 followers that focus on local businesses, the people behind them, tourism, community events, sports and more. With many readers in Mason County they are expanding to cover businesses in our area. They have a staff of 135 people who encourage the public to talk about fun things to do, the people behind the scenes, people who own businesses, sponsor events and expand on their background stories. There is nothing negative, no politics, no controversies, just a platform for information. It helps people grow in their field and enlightens people about who, what, where and when of communities and people. They also take live videos with ordinary people attending events and are very successful with reaching out to the public. Commissioner Petz said he would like to get them involved with the Disc Golf Association at the Hoodsport Trail Park when they are ready for the grand opening of the disc golf course. He said that the Shelton disc golf association designed the course and expects it to be one of the best in the country. The disc golfers have done the work and the Port provided the Trail Park and cost of infrastructure to develop the 18 hole disc golf course which is currently in the construction phase. Once the course is complete, the disc golfers plan to have events every two weeks and Thurston Talk will be a great venue to let the public know what is happening.

Commissioner Reports: Commissioner Brazil reported that he was feeling much better than he was at the last scheduled regular port commission meeting and thanked everyone for their concern about his health.

Port Maintenance Reports:

Hoodsport Marina, Dock & Waterfront Park: Prepping was done at the waterfront park for the Fjordin Crossin event that was held on June 24th. The signs and kiosk were re painted. The plank and dock were pressure washed and a 50 amp electrical receptacle was installed.

Port parking/maintenance shed: B. Osborne replaced the fence boards around the port shed.

Public Restrooms: The interior of the restrooms were completely repainted and the floor was repainted with the non slip texture material.

Hoodsport Trail Park: The kiosk at the disc golf parking area was put up and roofed.

Port Operations Manager Report:

The EV Car Charging application was discussed in the public comments. Commissioner Petz has been in discussion with companies who create boat dock fasteners to find material that will withstand the corrosive environment at a reasonable price for the repair of the dock. He spoke to companies who supply the Navy with titanium fasteners and determined they would be too expensive even though they would provide additional strength. He feels that galvanized material will be sufficient to replace bolts that were sheared or missing. He mentioned that the pilings are showing signs of corrosion bubbles and that preservation of the pilings was necessary to prolong the life of the dock but would need to be a separate line item from the repair of the storm damage to the boat dock. K. Wyatt has been checking the WSDOT grant funding portion of their website to find out the status and outcome of the Pedestrian and Bicycle Safety grant application that was jointly submitted by the Port of Hoodsport and WSDOT to include installing a crosswalk beacon and two vehicle speed feedback signs at the North and South ends of Hoodsport along Hwy 101. The transportation program manager said they typically will post the information on the website and will try to get award letters out in June of 2017. K. Wyatt, Commissioner Petz and B. Osborne were all present at the Fjordin Crossin event that was held at the Ports waterfront park. B. Osborne was a volunteer for the event sponsor and also helped with port related challenges, Commissioner Petz redirected the crabbers who were on the slip that was reserved for the event and let them know a boat was scheduled to be there. He also unlocked the electrical panel to the 50amp service for a vendor. The Lady Alderbrook boat tracked the event boat that took Chuck and the aquavit across the canal for the crossin. Kayakers and not motorized boats raced across the canal paddling alongside the main boat carrying the barrels. The commission discussed what they could do to make future events at the waterfront function smooth. Jan Morris, the event sponsor will be invited to an upcoming meeting to discuss her event and make suggestions. K. Wyatt discussed the possibility of going to the Washington Public Ports Association Directors seminar which will be held in Long Beach this year and is a wealth of information shared by Port directors. Timesheets were filled out and given to K. Wyatt for the Second quarter commissioner’s payroll. K. Wyatt reminded the Commission that the WPPA is holding a Commissioners seminar at the Alderbrook Resort this year in case they were interested in attending. K. Wyatt contacted Skip Houser, an attorney in Olympia that is used by the Port of Shelton to find out if he was interested in representing the Port of Hoodsport. He spoke to the Ports current attorney and determined there was not a conflict, then sent an engagement letter. The commission read the letter and approved the terms whereby Commissioner Brazil made a motion to sign the terms of engagement of legal services letter, Commissioner Petz seconded, it was unanimously approved. K. Wyatt received an email from a boater who uses the dock regularly; he reported that there is a dangerous log in the water in one of the port slips which at low tide could poke a hole in a boat hull. He stated he thought it was only a danger at very low tides and was on the South side of the dock closest to the beach. The log was underwater at a 45 degree angle at low tide. Commissioner Petz asked B. Osborne to contact the dive shop and have them take a look and report back with suggestions.

Budget:     The Port Commission Reviewed the May 2017 financial statement and tasked K. Wyatt with finding out from the WPPA if it is possible for the Port to put their investment funds in an interest bearing account in which the interest goes directly to the Port and not to the County treasurer.
