Approval of Agenda: Commissioner Kincannon motioned to approve the November 20, 2024; agenda as amended to add J Bly as a speaker; Commissioner Morris seconded; all in favor, unanimously approved.
Minutes: Commissioner Kincannon motioned to approve the regular port commission meeting minutes for October 9, 2024, Commissioner Morris seconded, unanimously approved.
Vouchers: Commissioner Kincannon motioned to approve 2024 Vouchers: October 1of1 in the amount of $12,069.82 and Dock repair Ck #8 $5,374.33 Commissioner Morris seconded, unanimously approved.
Public Communication:
J Bly said the Yule Tide festivities for November 30th are coming along, I met with others on the committee, we plan on having the Christmas trees up around town by November 23rd, we need stands to put the trees up from YSS Dive shop to the Oyster Bank. J Bly said J Morris is putting together the 2×4’s for tree stands, the tree lighting is on November 30th at 5:30pm. We would like to attach cut trees to the ports railing along the sidewalk. Commissioner Morris said yes, it is feasible to attach 6 ft trees to the railing with zip ties. I make a motion to approve putting trees up along the port railing, Commissioner Brazil seconded the motion, it was unanimously approved.
Commissioner Kincannon said I have nothing to report. Commissioner Morris said regarding the DNR lease, I received a great map and description of the dock, the last part of the paperwork we need to do is with the archeologist. The tribe’s lobbyist said they will push on our representatives to help us continue to build the dock each year. On the lease, it refers to a pump out station, they are looking for a SOP standard operating procedure. Can we amend the lease to say there is no pump out-station. The director said I will look for documentation on the pump-out station and when it was removed. Commissioner Morris said, “I went over the timeline of the various improvements in the requirements of the DNR lease, originally, we thought we couldn’t do it but now we know we may be able to ask for $100,000. increments per year in capital funding, make the payments then be reimbursed. Commissioner Brazil said due to changes in family situations this past year, I am submitting my resignation as Port Commissioner Position 1 effective as of January 1, 2025, my six-year term ends in November 2025. I have enjoyed working in this community and it has been my sincere pleasure to see the Port’s facilities grow over the last 16 years. You can always call on me if you need anything, I will miss working to better this community and all of you. Commissioner Kincannon said on behalf of the commission, I want to thank you for the last 16 years, we will definitely call you if we need help in any way, thank you for your time and dedication! Commissioner Morris said we appreciate you and will consult with you if we need your expertise. The director said, it’s been a pleasure working with you for the last 14 years Commissioner Brazil, best of luck to you and your family, be sure to keep in touch. Position 1 will be vacated January 1st, the Port has 90 days to fill the position, it will be an appointment then an election for Position 1 in November 2025. We will publish an ad in January 2025.
Port Maintenance Reports:
Hoodsport Trail Park & Disc Golf Park: S Lindgren said this is a perfect time with the weather to be pulling up and harvesting trees at the trail park. Some of the reforested trees have grown into the trail, so we are moving them to better spots in the trail park. Commissioner Brazil asked are we still getting bark from the Lake Cushman maintenance company, S Lindgren said yes, we are covering the mounds with bark at additional 9 holes at the disc golf course. I am also replacing the Mutt Mitt boxes at the trail park. People are still dumping trash at the main trail park parking lot.
Hoodsport Marina, Dock & Waterfront Park: S Lindgren said we put in a permanent 24inch tree stand in at the waterfront park. The ‘James’ family brought a beautiful big Noble pine tree for the waterfront park Christmas tree, the Hansens decorated it. Commissioner Kincannon said Brianne did some work on the container mural then erased it due to wet weather.
Portable Restrooms: The Port of Hoodsport and Hood Canal Market Fresh share the cost of renting portable restrooms with hand washing stations for the public’s use. In the summer season, May–October, five portable restrooms are serviced 3 times per week. In winter, October – April three rentals are serviced twice per week. The Ports maintenance department monitors them for trash and additional toilet paper as needed in between services.

The director said we covered the 2025 Budget in the Budget Hearing earlier today. The 2025 engagement letters for both the lobbyists and the Port attorneys have been signed. Can you look at your calendars to schedule the January meeting. Does January 8th work? Commissioners Kincannon and Morris said yes.
