MINUTES FROM THE WORKSHOP PORT COMMISSION MEETING

OF THE PORT OF HOODSPORT COMMISSION    

April 18, 2017

Consent Agenda:        Discuss Details of Fast Charge Electric Vehicle Charging Station

Approval of Agenda:
Commissioner Brazil made a motion to approve the April 18, 2017 meeting agenda, Commissioner Petz seconded, unanimously approved.

A conference call was set up via Zoom by Michael Mann with Cyan Strategies and EVGo invited the Port commission to discuss a Grant offered by WSDOT for Level 2 Fast Car Charging stations. Their goal is to electrify the Hwy 101 corridor to provide an electric highway by creating electrical car charging stations at 40 mile intervals which will attract tourism and economic development. Michael said the grant proposal is due by May 12, 2017. The applications will need to come from government or nonprofit agencies. There may be a company called Northwest Olympic Development Council (NWODC) who may be including several sites along the Hwy 101 corridor such as Shelton, Hoodsport, Quilcene and Sequim or the Port can apply separately. Kristin thought the best way would be to partner which makes more sense as a group. Michael said there will be components of the infrastructure that will need to be determined to be made a part of the application for funding all aspects. Development costs for the site preparation will need to be determined. Commissioner Petz asked if Michael has contacted any of the other proposed sites. Michael said yes he has spoken to the Quilcene Village store and they have a national relationship with Wallmart in three locations but not with National Parks Service. Kristin said there was huge tribal presence who is engaged with WSDOT. K. Wyatt asked if Cyan Strategies is still willing to do the paperwork. He said yes and the next step is to move forward with NWODC, then to get back with EVGo with the expected usage and access. What is the sustainability after five years? Information is needed on usage, sit host agreement, funding the project; build out budgets and construction costs. Michael said the Port will need a 1-2 page letter of intent to negotiate under terms and parameters under the guidelines of the grant. Commissioner Petz asked Michael to repeat when the grant was due and how far along was the other sites with construction and power costs? Michael said they were the same as the Port of a little behind. He said given the timeline, he seriously doubts the Port could get all of the paperwork together to meet the deadline. Kristin said it would be a mistake to go it alone and wanted to know the point of contact at the NSODC. Michael said most of the work will fall on the NWODC, the Port will need letters of support from local merchants and a site host agreement. Michael appreciates Kristins work on PUD#1 costs and contributions. Commissioner Petz said the Port is certainly in favor of moving forward and will prepare all documents needed as a group going forward and he was in agreement that it was more likely to be funded if the Port partnered with NWODC.
