MINUTES FROM THE REGULAR PORT COMMISSION MEETING

OF THE PORT OF HOODSPORT COMMISSION    

January 11, 2017

Approval of Agenda:
Commissioner Petz made a motion to approve the January 11, 2017 meeting agenda, Commissioner Brazil seconded, unanimously approved.

Minutes:
Commissioner Brazil made a motion to approve the Regular Port Commission minutes of December 14, 2016; Commissioner O’Laughlin seconded, unanimously approved.

Vouchers:
Commissioner Brazil motioned to approve the following Vouchers for payment

January 1of1 totaling $7,703.59; Commissioner Petz seconded, unanimously approved.

Public Communication:
Betty Widing, president of the Lions Club International spoke to the Port Commission and conveyed that their main concern at this time is projects for the good of the community. The Lions club is celebrating their 100 year anniversary and the local Hoodsport chapter would like to do something to create a legacy for the local Lions Club chapter by donating something that the public can use. Betty said their idea was to build a covered Gazebo at the waterfront park; she looked on the internet and found some gazebo choices that would accommodate a space for three people to sit under cover comfortably. Commissioner O’Laughlin expressed that anything built within two hundred feet of the waterfront would require several agencies and permits to be involved. Commissioner Petz asked Betty if they would be open to other ideas or the same idea on Port property in a different location such as the Disc Golf parking area at the Hoodsport Trail Park. Betty said they are definitely open to other ideas. B. Osborne said he knows someone who has to tear down a gazebo and could ask if they were willing to donate it to the Lions Club at the cost of tear down & transportation. Betty said yes that would be a great idea, and as to the location, they were interested in anything that would support the Community. Commissioner O’Laughlin stated the Port of Hoodsport draws tourism into the Hoodsport area under their economic development plan within the scope of their comprehensive plan. Betty said she has seen the disc golf course in Shelton and it is very popular.B. Osborne will make the contact and get back to Betty. Commissioner Brazil said he would show the proposed area where the disc golf professionals are developing and building the disc golf course to Betty at the upper parking area at the Hoodsport Trail Park stating it is a very popular spot where the gazebo will be well utilized. Commissioner O’Laughlin asked Betty how many members are in the local Lions club and said that maybe an organized work party can be assembled to move the gazebo. Commissioner O’Laughlin said cement picnic tables and trash receptacles are also needed for the disc golf course which could be donated for the public’s use.

Port Maintenance Reports:

Hoodsport Marina, Dock & Waterfront Park: B. Osborne said the he took down the Christmas tree structure and lights and the Kiwanis took down the Candy Canes from the power poles. There are lots of moles in the grass areas of the waterfront park. B. Osborne will check to see what can be done. B. Osborne said two of the four light fixtures on the port dock are working, he would like to check in to installing LED light fixtures for efficiency and to keep costs down on electricity.

Public Restrooms: The electronic door locking system has been repaired and is working properly.

Hoodsport Trail Park: B. Osborne has not walked the trails yet to see if there is any storm damage. C. Treadwell cut up a fallen tree in the upper parking area.

Port Operations Manager Report:

K. Wyatt received an email from Morgan Rothrock, president of the Shelton Disc Golf Assn. Morgan reported due to challenging weather and holidays they have had only a few work parties and opened up four more disc golf holes. They are trying to finish installing tees on those holes and are waiting for the weather to cooperate. Morgan is creating disc golf course maps to post onsite which will be available digitally, will be color coded and dated to show finished holes versus future holes so visitors will have a better understanding of current conditions. They will be emailed to the Port as they are finished and updates will be sent along as the course develops. B. Osborne will walk the trails with Morgan when it is appropriate so he can get trail signs up and coordinate with Morgan to identify the trail signs on the disc golf course map. K. Wyatt received an email from K. Masteller at PUD#1 updating the Port Commission on where they stand in the process with Cyan Strategies for grant money to install an EV Car Charging station. PUD#1 would need to upgrade the service with will cost $6,482.92, their commission agreed to donate $2,000.00 in labor and materials to the project leaving $5,000.00 to be covered elsewhere or written into the grant. The Port will be checking with Michael Mann to find out where to go from here. K. Wyatt is waiting for two additional bids for dock repair from contractors to repair the dock from the storm damage in October.

Budget:     The Port of Hoodsport reviewed the December Financial Statement.
