MINUTES FROM THE REGULAR COMMISSION MEETING

OF THE PORT OF HOODSPORT COMMISSION    

October 12, 2016

Approval of Agenda:
Commissioner Brazil made a motion to approve the October 12, 2016 meeting agenda, Commissioner Petz seconded, unanimously approved.

Minutes:
Commissioner Petz made a motion to approve the Regular Port Commission minutes of September 21, 2016; Commissioner Brazil seconded, unanimously approved.

Vouchers:
Commissioner Brazil motioned to approve the following Vouchers for payment

October 1of1 totaling $6,035.83 and Commissioner 3rd ¼ Payroll in the amount of $1,840.82; Commissioner Petz seconded, unanimously approved.

Public Communication:
None

Commissioner Reports:
In a discussion regarding how expensive it is to maintain the Public restrooms, Commissioner O’ Laughlin said he would approach the WSDOT to see if they would offset costs to maintain the Public restrooms since there was no rest area for the Public provided by WSDOT on Hwy 101.

Port Maintenance Reports:

Hoodsport Marina, Dock & Waterfront Park: B. Osborne & C. Treadwell removed the 6 hanging baskets & will be removing the seasonal flowers from the planters along the waterfront. In an effort to cut costs in 2017 on the hanging flower baskets and flowers for the planters that beautify the town along the waterfront; Commissioner O’ Laughlin will try to find another source for plants and flower baskets that are the same quality for less. The irrigation and fire lines have been drained down for winter. B. Osborne will keep an eye on the dock over the next few days due to the upcoming storm which is supposed to set records for rain and wind. B. Osborne will be taking the pressure washer in to be repaired.

Public Restrooms: The exhaust fan for the men’s restroom was exchanged; the new one will be installed.

Hoodsport Trail Park: B. Osborne will work with C. Treadwell to put up the barrier at the Upper parking area, they will install posts, chain and reflective closed sign so no one will run into it. B. Osborne reported that someone shot a hole in the window of the outhouse and in the metal Mutt Mitt dispenser at the Hoodsport Trail Park; he straightened out the metal so it doesn’t tear each plastic mutt mitt as they are pulled out of the dispenser. Commissioner Brazil said there is a Shooting ordinance around Lake Cushman by the trail park and that he may know who is shooting a pellet gun. Commissioner Brazil said he would talk to the Lake Cushman Sheriff regarding the suspect. It was suggested by Commissioner O’ Laughlin that the Port have a work party in the Spring, possibly May of 2017 to help with clean up at the Hoodsport Trail park removing debris off the trails from winter storms. Commissioner O’ Laughlin suggested the Port could possibly enlist some of the community clubs, church groups, conservation corps, inmate work crews and whoever may want to help the Port keep the trails clear for hikers and disc golfers. B. Osborne said he would bring it up at the next Kiwanis meeting.

Port Operations Manager Report: K. Wyatt received an email from Kristen at PUD#1, the Blink EV Car Charging Station supplier was willing to send an EV Car Charging pedestal station to the Port for the same cost as a wall mount because the wall mount was back ordered and they were eager to complete the project. Commissioner O’ Laughlin reminded the commission that the pedestal car charging station would require underground cabling and that to dig within 300 feet of the waterfront would definitely be an issue requiring shoreline permits, etc. K. Wyatt will respond to PUD#1 with that information and let them know the Port will wait for the wall mount unit which is supposed to be in stock sometime in November. K. Wyatt read the questions presented by the State Auditor that was part of the Assessment Audit the Port was currently going through in which the questions and answers were forwarded to the Commission. The Port has not received additional questions and is anticipating a reply from the auditor soon. K. Wyatt has not received the Ports Levy amounts from the County Assessor’s office but discussed the preliminary budget worksheet to the best of her ability and estimation with the Commission and asked them to review the line items and to respond with input on suggestions or concerns before the Public Budget Hearing which scheduled for November 9th. The Budget hearing will be published in the local newspaper on October 27th & November 3rd. K. Wyatt cancelled the tour of the Lake Kokanee Fish Hatchery for October and will reschedule in the Spring when everyone who would like to attend is in town.

Budget:     The Port of Hoodsport reviewed the September Financial Statement.
