Approval of Agenda: Commissioner Brazil made a motion to approve the January 13, 2016 meeting agenda, Commissioner Petz seconded, unanimously approved.

Minutes: Commissioner O’ Laughlin made a motion to approve the Regular Port Commission minutes of December 9, 2015; Commissioner Petz seconded, unanimously approved.

Vouchers: Commissioner O’ Laughlin made a motion to approve the following Vouchers for payment. January 2016 1 of 1 totaling $7084.46 & 4th ¼ Commissioner Payroll $1,227.21 Commissioner Petz seconded, unanimously approved.

Public Communication: Jack Janda, Commissioner of PUD#1 said they provide power from Potlatch to the Jefferson County line and they were interested in a program which would provide electric car charging stations on the Hwy 101 loop around the Olympic Peninsula. People with electric cars usually get 200 miles from one charge. Kristen Masteller proposed a layout for a possibility of PUD#1 partnering with the Port to set up an EV charging station at the Port of Hoodsport which would be a great location given the distance from other EV charging stations. Kristen handed out information on a Pedestal charger built by Blink, a car charging company. The pedestal car charger has a touch screen display which provides charge status and statistics and has a charging cable with holster. The customer pays for the power with a network charge card. PUD will work with the public. A cellular based phone line would be required. PUD would purchase the unit at a cost of $3,000 and will recoup the cost by power the usage. It is estimated that it will cost $225.00 per year to operate. If all parties agree, an interlocal agreement between the Port and PUD will be drafted and signed. Mike Purvis said someone tried to recharge their car by plugging into his regular electrical outlet on the side of his grocery store which posed a couple of problems. 1) Its cord stretched across the sidewalk area in front of the store where people walk 2) the charge was very slow up to 8 hours and the power would have to be paid for by him. Mike realized the need for a car charging station and found out a fast charge would take one hour hooked up to a car power station which would provide a growing service for the type of crowd attracted to the Hood Canal area who are younger and greener. He would definitely be involved and interested in amending the Ports Public restroom lease to designate a spot near there for the Pedestal charger. It was agreed that the placement and possibility of two stations should be located close to the public restrooms with signage and a method of protection of the units. Commissioner O’ Laughlin suggested keeping costs at a minimum on the Ports end. Jack Janda thanked the Port and was very happy everyone was agreeable.

Bruce Osborne, member of the Kiwanis conveyed to the Port commission that the Kiwanis has a garden at Hunter Farms that they along with the Builders Club – kids from the local High School grow produce to donate to the food bank. Over the last month with the deluge of rain, the river running over its banks and flooding the Skokomish valley, the shed along with the garden tools & equipment was washed downstream about 300 yards and destroyed. Bruce asked on behalf of the Kiwanis if the Port of Hoodsport would be interested in helping to rebuild the garden shed. Commissioner Brazil stated that the Port could not donate money or gift public funds. The Commissioners suggested several fund raising options. Commissioner O’ Laughlin offered to buy hanging baskets to raffle for the Kiwanis plant sale at the Masonic lodge on May 13th & 14th, all proceeds will go to the Builders Club for needy kids, school supplies and to rebuild the shed.

Morgan Rothrock spoke about the disc golf course development progress that the Disc Golf Association is making at the Hoodsport Trail Park. They hope to start working on the top 9 soon, developing more T boxes. They will be transporting the T pads from Silverdale and are bouncing between improvements and function of the course to be playable and tournament quality by July 2016. Disc Golf Players from all over the Pacific Northwest are very interested in the Hoodsport Disc Golf Course. Morgan estimates the course is about 35% done, 9 out of the 18 baskets are in and none of the T pads. Detail clearing is going well. The president of the Olympia Disc Golf Assn will be working on the course. He organizes 12 teams for region Disc golf tournaments. They expect to be playing the Hoodsport course for the NW Championship next year. A Memorandum of Understanding was signed between the Shelton Disc Golf Association and the Port of Hoodsport. A Port o Pottie will be placed at the upper parking area for the disc golfers in the next couple of weeks; it will be set in the NE corner of the parking lot so people will not see it from State Rt 119 to avoid vandalism. Commissioner Brazil asked how many people will be utilizing the course in one day during a tournament. Morgan said he estimates 150 people during a tournament but considerably less during winter months. Morgan will pursue an access plan with DNR with the thought in mind that the Mason Co. Disc Golf will be permitted as a recreation based volunteer organization.

Port Maintenance Reports:
Hoodsport Marina, Dock & Waterfront Park: B. Osborne reported that we are waiting for information on a welder to reinforce the existing shackles that hold up the sliding plank. Public Restrooms: B. Osborne said the surveillance cameras will be installed in front of the public restrooms outside the doors. Hoodsport Trail Park: B. Osborne is working on the sign posts and barriers at the second entrance to the Hoodsport Trail Park.

Port Operations Manager Report: K Wyatt went over the dock repair phases with the Commission. Kathleen will contact the welder who will be fabricating new metal shackles that attach the gangway plank to get a timeline. K. Wyatt and Commissioner Petz are working the Comprehensive Plan amendment and Resolution to be finalized in February. A Public hearing notice will be published for the Public to hear and discuss the amendment. The Memorandum of Understanding between the Port of Hoodsport and the Mason County Disc Golf Association was finalized signed by their president and Commissioner Brazil as Trustee. The Commissioners reviewed a letter from the Mason County Auditor stating it would sweep the Ports general account for election fees. Commissioner O’ Laughlin would like to clarify the reason they are charged such a large amount of money $275.31 for the Annual election and $231.31 for the General election when the Commissioner ran unopposed and also if they are to pay election fees annually even when there is not an elected position available at the Port. K. Wyatt will follow up with the Auditor and report the findings at the next meeting. Bids were accepted for Port o Pot services at the upper parking area at the Hoodsport Trail Park. A Port O Pottie will be delivered and services will start at the beginning of February. It was decided that Commissioner O’ Laughlin will be the Chairperson for 2016.
