MINUTES FROM THE REGULAR COMMISSION MEETING
OF THE PORT OF HOODSPORT COMMISSION    

November 4, 2015    Call to Order:

Approval of Agenda:
Commissioner Petz made a motion to approve the November 4, 2015 meeting agenda, Commissioner Brazil seconded, unanimously approved.

Minutes:
Commissioner Petz made a motion to approve the Regular Port Commission minutes of October 7, 2015 Commissioner Brazil seconded, unanimously approved.

Vouchers:
Commissioner Petz made a motion to approve the following Vouchers for payment. November 2015 1 of 1 totaling $5,473.05 Commissioner Brazil seconded, unanimously approved.

Public Communication:
None

Commissioner Reports:
Commissioner Brazil asked B. Osborne if the Gate at the Hoodsport Trail Park was locked because he saw a car parked at the entrance. B. Osborne said the gate was still open due to good weather and asked when he should close it. Commissioner’s Petz and Brazil agreed it should be closed once the weather starts to get bad with wind and rain as trees and limbs will be falling just like every year. Commissioner Brazil spoke to the ex Kiwanis club member who might have had the timer for the Christmas tree, he said he didn’t have it. B. Osborne was asked to purchase another timer.

Port Maintenance Reports:
Hoodsport Marina, Dock & Waterfront Park: B. Osborne reported that we are waiting for information on a local welder who can reinforce the existing shackles that hold up the sliding plank. Flower baskets will be removed before the first frost, drip system water lines and water lines to the dock have been drained in preparation for winter. B. Osborne will help the Kiwanis with decorating the tree at the park for the Tree Lighting Ceremony. Public Restrooms: B. Osborne said the local hardware store has a beige non slip paint for the bathroom floors and the Commissioners agreed it should be painted before winter. Someone has been stealing toilet paper daily in the men’s bathroom. Hoodsport Trail Park: B. Osborne found cables and will install the surveillance camera in the parking area. This winter signs will be made for the trail park.

Port Operations Manager Report: It has been observed that fishing boats have hit the dock, been mooring without bumpers, oversized boats in 16′ slips, nets laying on the dock and boats moored overnight without paying the overnight moorage fee. Discussion about what to do led to nicely pointing out the rules to protect the Ports newly repaired asset. K. Wyatt had a discussion with Recreation & Conservation Office about applying for Grant money to help with Boating facility infrastructure and also Recreational Development money. It was pointed out that the Port’s Comprehensive plan needed to be updated. Information guidelines that will help with the process of strengthening the effectiveness of the comprehensive plan will be acquired so the Port can start work on the update. K. Wyatt provided information on the 2016 allotted tax Levy, 2015 Ports Actual costs as compared to the 2015 Budget and projected costs for the 2016 Budget. The Traffic Pedestrian Safety items that were discussed with WSDOT (crosswalk blinky lights, 2 Radar Speed limit signs) to be purchased by the Port will be included in the 2016 budget. A preliminary budget was agreed upon. A Public hearing on the Final Budget is scheduled for November 11, 2015 in which the public may be present to review and comment on the 2016 final budget to be approved.

Budget: Port of Hoodsport September 2015 Financial statement was reviewed. The ending Cash Balance $88,947.79
Ending Investment balance $226,952.17

Old Business: Disc Golf is permitted within the guidelines and parameters of the WA State Parks Program of Utilization designed for the Hoodsport Trail Park as part of what is regarded as the highest & best use for public enjoyment at the Hoodsport Trail Park. Disc Golf is a popular sport with low impact on the environment will not impact current usage of the trail park and will create additional hiking opportunities. This sport will bring tourism, local jobs and revenue to the Hoodsport area.

Next Meeting:     Final 2016 Budget Public Hearing is scheduled for Wednesday November 11, 2015 at 9am. Regular Port Commission meeting will commence on Wednesday November 11, 2015 directly after.

Adjourn: Commissioner Petz made a motion to adjourn the Regular Port meeting, Commissioner Brazil seconded, unanimously approved, meeting adjourned at 10:25 am.
