Approval of Agenda: Commissioner Petz made a motion to approve the 11-20-12 meeting agenda. Commissioner O’Laughlin seconded, unanimously approved.
Minutes: Commissioner Petz made a motion to approve the minutes of October 9, 2012. Commissioner Brazil seconded, unanimously approved.
Vouchers: Commissioner Petz made a motion to approve the Vouchers October (3of3) $8,639.25, November (1of1) $11,990.55 & Rent Voucher $525.00. Commissioner O’Laughlin seconded, unanimously approved.
Public Communication:
Carl Parker stated the Kiwanis will attach the Candy Canes to the telephone pole hangers along Hwy 101 in Hoodsport between November 26th & December 2nd in time for the annual Christmas Tree Lighting ceremony on December 3rd. The ‘Lady Alderbrook’ passenger ferry will be bringing people for Christmas caroling and to attend the tree lighting ceremony. The Port will ensure the dock is clean and safe and the hangers are repaired and secure. The Kiwanis will turn on the lights at the tree lighting ceremony; the port will put a timer on the strand of lights. The Hoodsport Community Events Committee will decorate the tree and an area at the IGA store will be set up for children to receive presents and have their pictures taken. Santa will be arriving on the Fire District #1 fire truck at 4:30pm, the tree will be lit, carolers will be singing, food and drinks will be served to everyone attending.
Jean Boone is spearheading the 4th annual Polar Bear Plunge which is being sponsored by the ‘Hoodsport Lions’ on the 1st Saturday of February. A request for use of the Port dock for the ‘Polar Bear Plunge’ event on February 2, 2013 was presented to the Port Commissioners. Proceeds will be benefiting the Mason County Search & Rescue Dive team, Lake Cushman & Elma fire departments. The dock will be cleaned prior to the event and the Port will make sure there are public restrooms available. Port parking will be reserved for Emergency vehicles; a banner will be hung from the Port fence & off duty officers will be present.
Commissioner Reports:
Commissioner Brazil attended the WPPA Small Ports seminar where they discussed ‘master plans’ for 2013-2014 and what’s next. Commissioner Brazil suggested having a strategic planning session in 2013 to discuss adding projects to the Port of Hoodsport’s ‘master plan’ and looking at the current ‘mission statement’.
Commissioner Brazil walked the Hoodsport Trail Park after the torrential rains. Everything looks great with the plants that were planted by the WSU 4H forestry crew this last summer, they are green & leafy. The mulch and rock that were placed in the barren areas are holding the erosion and there was no evidence of water undercutting the trail bridge.
Port Maintenance Reports:
150+ bulbs have been planted in the planters along the waterfront Marina Park and Port office for beautiful blooms in downtown Hoodsport in the spring. Bales of hay are tarped at the Hoodsport Trail Park to be used as needed this winter for erosion control. The Trail Park will be closed for the season to the public the first week of December. Lights & ornaments were purchased for the town Christmas tree. The dock will be clean and ready for the Lady Alderbrook to bring passengers to the annual Tree Lighting ceremony. Sea Lions are rolling on to the Port dock and have been breaking the bolts on the 4 x 4’s. The main water will be drained down and shut off on the Port dock to prevent the pipes from freezing.
Port Operations Manager Report:
All paperwork has been submitted to CXT and the new public restrooms have officially been ordered. Washington State L & I will approve the selection prior to the start of construction. The 4th Annual Christmas Tree Lighting ceremony will take place on Sunday December 2nd. The Lady Alderbrook ferry boat will bring passengers from the Alderbrook Resort, Santa will arrive via District #1 fire truck, the tree will be lit by the Kiwanis, caroling, food, drinks, photos with Santa and a present for the kids will be provided by the Hoodsport Community Events Committee.
The dock will be repaired prior to the Christmas Tree Lighting ceremony; steel plates were fabricated and will be ready for installation. The Ports insurance will reimburse the Port for the repairs less deductible. Review of the Port District map. Discussed past Commissioner reimbursement’s that were re visited in a special state audit and requested by the State Auditor who wants to collect the debt even after the Port Commissioners were willing to forgive the debt.
Budget: Review of Expenditures/Revenue month ending October 2012
Old Business:
- Discussion/Direction Regarding the Septic Design, Temporary & Permanent Restroom Projects:
Septic Design: Commissioner Petz & the architect are moving forward as per requirements made at the pre conference meeting with Mason County.
Permanent Restrooms: CXT Montrose has been ordered.
Temporary Restrooms: Up & running & being monitored.
Commissioner Petz summarized the current tasks in the process of the Permanent Restrooms; the General contractor is overseeing the septic system, the landing for the permanent restrooms, hook ups, plumbing and electrical. The Permanent prefab CXT restrooms options have been selected & ordered to be built in a 90 day timeframe once Wa State L & I approve it. The Contractor met with the septic designer, architect, Commissioner Petz & Mike Purvis for a pre construction meeting. They discussed the steps to take with the projects, walked the septic line, and went over the compaction for the CXT unit, schedule of values & dates.
New Business:
Commissioner Brazil would like to discuss the ‘Master Plan’ format, visit some other small ports & visit the CXT facility while the permanent restroom facility is being built.
Next Meetings: Next meeting date is Tuesday December 11th at 9am.
