MINUTES FROM THE 2024 BUDGET HEARING MEETING

OF THE PORT OF HOODSPORT COMMISSION

November 15, 2023

A Public Hearing was held to consider testimony before adopting the FINAL 2024 Budget for the Port of Hoodsport. 

The Public was invited to speak, Jan Morris said she noticed the Public Notice of the budget hearing in the newspaper.

The Port Director stated that the 2023 end balance 2024 beginning balance of $150,722.00 included $40,403.00 carry forward from what was and is slated specifically for the Hoodsport Trail Park improvements, equipment, and maintenance.  The 2023 budgeted to actual expenditure comparison determined 2024 expenditure line items dictating cost cuts in some areas while obvious increases were added to others like insurance, utilities, and supplies.  The Port’s dock was declared an emergency by a structural engineer in September 2023 due to safety concerns to the public and is temporarily closed.  The cost to repair and/or replace the dock far outweighs the Port’s reserves and annual budget, funds to repair and/or replace the dock will have to come from capital funding. The only option was to hire a lobbyist on the Port’s behalf to be a liaison and voice with local legislative representatives who can acquire capital funding at the state level.  The estimated capital funding included in the 2024 Budget to repair and/or replace the dock, to cover dock maintenance and further DNR requirements over the life of the new lease is $200,000.00.  The unexpected cost of hiring the lobbyist will put the Port’s end balance $15,057.00 over budget leaving a 2024 end balance of $95,262.

There were no public comments, the public comment portion of the hearing was closed.

Commissioner’s Brazil, Morris and Kincannon thanked the Port Director for her hard work on the Ports 2024 budget.  Commissioner Morris said it was a fantastic budget structure! I am stoked how the dock repairs are solely funded by capital funding with separate space held for anticipated capital funding for dock improvements and the Hoodsport trail park carryover in both the revenue and expenditure line items, the budget looks great.  Commissioner’s Brazil and Kincannon both said it looks terrific.

Commissioner Kincannon made a motion to accept the 2024 budget as prepared and to adopt the 2024 Budget Resolution 2024-04 to reflect the Beginning Balance of $150,722.00, estimated income Revenue amount of $133,648.00, Expenditures of $148,705.00 with a projected ending balance of $95,262.00; the motion was seconded by Commissioner Brazil, all in favor, unanimously approved.

The 2024 Budget hearing was adjourned at 9:22am
