MINUTES FROM THE REMOTE VIRTUAL REGULAR PORT COMMISSION MEETING OF THE PORT OF HOODSPORT COMMISSION November 10, 2021

Approval of Agenda:       Commissioner Brazil motioned to amend the Agenda to add appointing the 2022 Chairperson and Second Chairperson. He also motioned to approve the remainder of the agenda dated November 10, 2021 as written; Commissioner Kincannon seconded; all in favor, unanimously approved.

Minutes: Commissioner Brazil motioned to approve the regular port commission minutes for October 13, 2021, Commissioner Kincannon seconded, all in favor, unanimously approved.

VouchersCommissioner Brazil motioned to approve the Voucher for October 31, 2021, in the amount of $6,033.46 noting one of the invoices for maintenance was not received and will be included in the November Voucher. Commissioner Kincannon seconded, all in favor, unanimously approved.

Public Communication:   none to report

Commissioner Reports     Commissioner Kincannon said she is working on an updated map of the Hoodsport Trail Park with color coding showing two distinct trails and how to follow them, a QR code will be created for hikers to scan showing the Hoodsport trail map.  The QR code will be laminated and posted in the parking lots at each entrance of the trail park for hikers to access.  Commissioner Brazil said he has not seen many disc golfers.  Commissioner Brazil said he would like to change the Port’s logo to include some graphics.  Commissioner Kincannon said it would be nice to see disc golf, hiking and the marina within the logo if it is changed.

Port Maintenance Reports:  

Hoodsport Trail Park & Disc Golf Park:  S Lindgren said he does not have a definitive date as to when the gravel will be delivered to the disc golf parking lot.  Commissioner Kincannon suggested S Lindgren contact Jann Goodpastor (who offered to donate the gravel), to find out if it can still be delivered or if the Port should find another resource, the Port does not want to lose the generous offer.

Hoodsport Marina, Dock & Waterfront Park:  S Lindgren found a gill net on the Port beach, said it had many snagged Dungeness crab shells.  He rolled it up on the beach, he went to retrieve it the next morning, it was gone.  The Coast Guard was moored at the end of the port dock a few days later. S Lindgren will be removing the flower baskets from the power poles so the Kiwanis and PUD#1 can hang the Christmas Candy Canes on the poles.  The Kiwanis typically put up the Christmas tree at the Waterfront Park at the end of November.

Public Restrooms: During a public hearing on April 14, 2021, the public restrooms were surplused to the Purvis’ who plans to reopen the restrooms.  At their expense, they will replace the drain field and repair the septic system in accordance with the Mason County Environmental health specifications.   Until then, the Port of Hoodsport and the Purvis’ continue to provide portable restrooms with washing stations for the publics use.  S Lindgren said he will spread de icer in front of the portable restrooms and its parking area as the weather gets colder.

Port parking/Office building/Maintenance shed: S. Lindgren monitors live stream surveillance cameras overlooking the public restrooms, office building, port shed, parking lot, waterfront park and marina dock. It appears the same people continue to dump household garbage.

Port Directors Report

The Port’s attorney responded to the newly elected Port commissioner, Cody Morris questioned advertising his port commissioner status in his place of business and asked if he could be open to discussion and suggestions from the public. After reviewing RCW’s, Municipal Code of Ethics and an email response from the Public Disclosure Commission (PDC).  The PDC’s main concern was whether the sign would be considered a contribution to an election campaign prior to an election, in this case it would not be applicable.  It is not an ethical violation or prohibited act under the Municipal Code of Ethics for municipal officers.  The prohibited acts specifically identify that he may not use the position to secure privileges or exemptions or to provide favors or agree to give or receive compensation for services or to disclose confidential information acquired by reason of his official position.  Commissioner Booth asked the director to forward the email to Cody Morris prior to his appointment. Discussion about the offer from the outfitters shop to receive moorage payments via credit cards will be discussed further with the Purvis’ regarding how merchant fees are to be passed on to the public and further discussion with the County treasurer for rules around depositing the funds.  K. Masteller with PUD#1 said she was researching another EV Charging station grant option to present to the port commission in an upcoming port meeting.  Commissioner Booth said she is stepping down as the Chairperson immediately and suggested the commission discuss re assigning her position.  Commissioner Brazil motioned to appoint Commissioner Kincannon as the Commission Chairperson and himself as the second Chairperson retaining the position of Trustee.  Commissioner Kincannon seconded, all in favor, unanimously approved.
