Approval of Agenda: Commissioner Kincannon motioned to approve the January 15, 2025 agenda Commissioner Morris seconded; all in favor, unanimously approved.

Minutes: Commissioner Kincannon motioned to approve the Regular port commission meeting minutes from December 18, 2024, Commissioner Morris seconded, unanimously approved.
Vouchers: Commissioner Kincannon motioned to approve 2024 Vouchers: December 1of1 in the amount of $12,797.52 and Dock repair Ck #10 of $5,374.33 Commissioner Morris seconded, unanimously approved.
Public Communication:
J Morris said all the plans for Fjordin Crossin are coming along, the date for June 28th is confirmed, along with the school parking lot, the driver and route are the same. We would like the volunteer coordinator to coordinate with Scott on the parking like last year. S Lindgren said, “No problem. Here is the Fjordin Crossin application, facility use agreement and our $100 deposit check. I am returning the extension cord and Christmas tree topper for you to store for next year’s Christmas event. Commissioner Kincannon said I got more Christmas tree ornaments on sale for next year. J Morris said, Rachel Hansen got trees, we had a scavenger hunt, PUD#1 helped with décor and Stotl Winery donated $1000. to the Yule Tide festival. Commissioner Morris said there’s a lot to build off of for next year, the committee should have a written exit plan to make sure we have a clear understanding of when to take down trees and decorations after the Holidays.
Commissioner Morris said I am getting the last of the packet together for Emily & Holly. We are getting detailed information for the estimation breakdown of labor & materials. I had a 15-minute meeting with Emily on the 16th, they wanted a date we can go to Olympia in mid-February to meet with legislators. Commissioner Kincannon said I am free February 14th or 21st, both dates work for me. Commissioner Morris said, “I will check with them and get back to you. Legislative session started this week, we want to get our ducks in a row. Commissioner Kincannon said, “do we have the final paperwork with the tribe, and have you talked to the Department of Archeology for the Port’s reimbursement? Commissioner Morris said I have the final with the archeological people. In 2026 we will probably have to get clean up kits for spills and safety kits. S Lindgren, can you check in to the nicest clean kits available and get an estimate so we can package them into our request. S Lindgren said yes, I will get that to you as soon as possible. Commissioner Morris said, “I read a post from someone, a constituent who was walking on the dock and tripped on a box, could we add yellow paint as a caution reminder? S Lindgren said yes, I will paint the box and pipe yellow.
Port Maintenance Reports:
Hoodsport Trail Park & Disc Golf Park: S Lindgren said people are using the disc golf park, its half dog walkers and half disc golfers. I am making new trail signs from old deck boards; we will put them in several locations on the trail. We can widen the hiking trail but need an estimate and approval from the board. Commissioner Kincannon said we should keep the projects at the trail park at a minimum for 2025 since we put in a lot of work last year.
Hoodsport Marina, Dock & Waterfront Park: S Lindgren said we have a new life ring, I put it in the hose box since the fire department said they would never use water from the docks hose.
Portable Restrooms: The Port of Hoodsport and Hood Canal Market Fresh share the cost of renting portable restrooms with hand washing stations for the public’s use. In the summer season, May–October, restrooms are serviced 3 times per week. In winter, October – April rentals are serviced twice per week. The Ports maintenance department monitors them for trash and additional toilet paper as needed in between services.

The director said we received a Purchase and sale agreement for the triangular shaped piece of property the Port surplus and agreed to sell for $15,000., we just need a signature from Commissioner Morris. Commissioner Morris said, “no problem and signed the purchase agreement. Since it is January, we have a 2025 Commissioner delegation of duties list to look over and discuss any changes you would like to see. Commissioner Kincannon remains Chairwoman and in 2nd Trustee, Commissioner Morris is 2nd Chairman and Trustee for the WPPA. The Port is publishing an advertisement to fill the vacated position for Commissioner position #1, the ad will run for two weeks, applicants can email their cover letter and resume to the Port’s email address at: portmail@hctc.com . The Port was approached by another portable restroom service provider to switch companies, their pricing was higher. We are in a new year and will discuss whether to raise the nonrefundable deposit fee on waterfront park events, have an event fee and raise the certificate of liability to $2million per event to follow suit with other Ports. Commissioner Kincannon suggested raising the deposit fee to $250. And the liability to $2 million. J Morris said when events first get started, they don’t have any money in the first year, it is hard on people. I can say the Port doesn’t have good electricity; you need better electricity options. Commissioner Morris said can we get an electrician to take a look at how to upgrade the electrical box. The director said I will reach out to an electrician to find out what upgrades are required. J Morris said Fjordin Crossin can match funds to upgrade electricity, we can form a plan for upgrades, Kerry and I are forming a non-profit organization. Commissioner Morris said if we want to make the waterfront park a focal point for additional revenue, we need to upgrade it then we can develop a packet for events at the waterfront park. Commissioner Kincannon said we need to update the logo and upgrade the signage, then we can do advertising on the website. We can advertise two rates, one for educational and nonprofit, another rate for regular events. Let’s table this discussion until after we have upgraded the waterfront park, we can then talk about rates and deposit amounts.
