MINUTES FROM THE REMOTE VIRTUAL REGULAR PORT COMMISSION MEETING OF THE PORT OF HOODSPORT’s COMMISSION       

March 9, 2022

Approval of Agenda:       The port director asked to add, ‘newsletter’ to the Port Director portion of the agenda, Commissioner Brazil motioned to approve the agenda dated March 9, 2022, with the addition; Commissioner Kincannon seconded; all in favor, unanimously approved.

Minutes: Commissioner Brazil motioned to approve the regular port commission minutes for February 9, 2022, Commissioner Brazil seconded, all in favor, unanimously approved.

VouchersCommissioner Kincannon motioned to approve the Voucher for February 28, 2022, in the amount of $14,797.3 Commissioner Brazil seconded, all in favor, unanimously approved.

Public Communication:   A Bowers asked how the Storybook trail was doing after the storm.  S. Lindgren said all the Storybook signs made it through the storm without being crushed.  When the tree clean up starts, they will pull up the signs. Annie said she has the next storybook all picked out for after the trees are cleaned up.  S. Lindgren said we will let you know when the clean up is done so you can place the next storybook on the trail. 

Commissioner Reports     Commissioner Brazil said the disc golf park is maintained by Bill Grondin, warden of the disc golf park.  B Grondin has been raking, shoveling, and pulling trees back into place that were damaged by the snow.  The Hoodsport Trail Park gate remains closed due to safety concerns with all the trees that came down.  He’s hoping people will stay out of the park until it is cleaned up.  S Lindgren said NW Land & Tree indicated they would start in April.  Commissioner Morris talked to a couple of business owners in the downtown Hoodsport area who wanted a few more trash cans for the downtown area. Commissioner Brazil said they would have to be on Port property and asked S Lindgren how many trash cans we currently have on Port property. S Lindgren said there were two at the waterfront park, one by the public restrooms and one by the Port’s parking area.  Commissioner Kincannon said do we have one at the N end of the waterfront park? S Lindgren said no, but the stairway down to the beach on the N end of town could use one.  Commissioner Brazil said that would be a logical place since people coming up from the beach or going South from the downtown area could use it.  Commissioner Kincannon said I am in favor of the Port purchasing another trash receptacle for the North end of the port’s waterfront park for the publics use, Commissioner Morris seconded the motion, all in favor, unanimously approved.  The port director said she would purchase it and have them coordinate a delivery date/location for the trash receptacle.  Commissioner Kincannon emailed the new Hoodsport trail park trifold brochure to the port director to forward to the commission for review.  When you look at it, the dark brown part is the back of the trifold, the front has the picture of the Hoodsport trail park, the second fold has information on the park and when you open it up, you can see the trail park map.  The map is not quite accurate, I will be walking the trail park with the designer to update the trail map.  If either one of you commissioners have comments, changes, or additions, please let the director know so she can email me. Once it is complete, we will print it.  They can be distributed at the visitors center and laminated at both trailheads to the park.

Port Maintenance Reports:  

Hoodsport Trail Park & Disc Golf Park:  S Lindgren said the trail park is still a mess, I pulled all the story book signs up to prepare for the removal of trees that were blown down. I cleared the disc golf parking area of debris; a guy lost his keys at the disc golf parking lot.

Hoodsport Marina, Dock & Waterfront Park:  The dock has held pretty good, with very few reinforcements this winter. The grass was mowed at the waterfront park for the first time this season.  I will be ordering flowers for the waterfront park and will have them planted before the Fjordin Crossin.  I do need some help with the flower baskets since it is too dangerous to get on a ladder with a basket by myself.  Commissioner Kincannon said her husband can come down to hold the ladder.  Commissioner Kincannon asked S Lindgren if he had a good supply of parking slips and moorage envelopes, he said he does.

Public Restrooms: During a public hearing on April 14, 2021, the public restrooms were surplus’d to the Purvis’ whose plans are to repair and re-open them at their expense, they will replace the drain field and repair the septic system in accordance with the Mason County Environmental health specifications.   Until then, the Port of Hoodsport and the Purvis’ continue to provide portable restrooms with washing stations for the publics use. 

Port parking/Office building/Maintenance shed: S. Lindgren monitors live stream surveillance cameras overlooking the public restrooms, office building, port shed, parking lot, waterfront park and marina dock. It appears the same people continue to dump household garbage.  The hazard trees threatening the port parking area have been removed.

Port Directors Report

The port director received the Fjordin Crossin’s insurance certificate for the event and is waiting to receive the Facility Use Agreement.  J Morris will be contacted so it can be mutually signed.  The port director contacted the person who was referred to as a back up maintenance person who is interested in working May – September.  He is retired, has his business license, and worked in a maintenance capacity for the city of Tacoma.  The spring newsletter is due in April, the director asked if the commission had things to include.  Commissioner Brazil said to remind people that the trail park is temporary closed due to hazard trees and clean up from the storm. Commissioner Kincannon said to include the Fjordin Crossin date.
