MINUTES FROM THE REGULAR PORT COMMISSION MEETING

OF THE PORT OF HOODSPORT COMMISSION    

March 8, 2017

Approval of Agenda:
Commissioner Brazil made a motion to approve the March 8, 2017 meeting agenda, Commissioner O’Laughlin seconded, unanimously approved.

Minutes:
Commissioner Brazil made a motion to approve the Regular Port Commission minutes of February 8, 2017; Commissioner Petz seconded, unanimously approved.

Vouchers:
Commissioner Brazil motioned to approve the following Vouchers for payment

January 1of1 totaling $5,184.84; Commissioner O’Laughlin seconded, unanimously approved.

Public Communication:
Reverend Van Zanten with St. Germaine Church spoke to the Commission asking for their opinion on an idea to provide housing for homeless people. The church has identified 25 homeless families, some of them residing in tents. Reverend Van Zanten said the property adjacent to the church could fit three tiny houses. Commissioner Brazil asked about specifics, Rev. Van Zanten said the homes would be 600 square feet on a shared mound septic system. Commissioner O’ Laughlin said the Port commissioners are huge supporters of the food bank Commissioner Petz is a weekly volunteer and Commissioners O’Laughlin and Petz make personal monetary donations. He said the Port would have no problem making a formal approach to support the churches efforts. Rev. Van Zanten said they are trying to identify other sources of property, possibly an old hotel or remodel along the waterfront. Commissioner Brazil said it was a great idea but they may have difficulty with permits, zoning, etc. on waterfront property. Rev. Van Zanten said they understand what they are up against and are up for the challenge. Commissioner O’ Laughlin suggested talking to the new County Commissioner Kevin Shutty, he may be interested in championing that project. Jan Morris said she was on the homeless committee in Seattle and said they bought old hotels and refurbished them for the homeless. Rev. Van Zanten said they would like to buy property and use local builders to put money back into the community. He said they would actively pursue this project and want the Port of Hoodsport’s support. Commissioner O’ Laughlin said when you are ready, let the Port know and the Port commission will write a letter in support of their project. Commissioner Brazil suggested possible grant funds to help with their project but also reminded them that grant money was usually two years out and said the Port of Hoodsport is waiting for grant money for traffic safety devices along the highway and for the installation of the EV Car Charging station. Commissioner O’ Laughlin suggested the Reverend drop into the local coffee shop, and downtown business owners to talk about their vision.

Jan Morris with the Hardware Distillery Company said they are interested in using the Port dock sometime in June to celebrate a Norwegian tradition which includes crossing the fjord with barrels of Aquavit. They would launch off the Port dock with the barrels and cross over the canal/fjord in a boat to Tahuya and back across the fjord. They would like to create an event using this occasion at the waterfront park which will include the public, tasting and outside food vendors. Commissioner O’ Laughlin said it would be a perfect time of year since there is no fishing, crabbing or shrimping during the month of June. K. Wyatt suggested speaking to IGA regarding their parking and involvement. Jan said they would like to involve the Hoodsport Coffee Company and other community business owners. Commissioner Brazil suggested that they talk to someone in Poulsbo for ideas since it is a Norwegian community. He also suggested talking to Carlos; owner of the Mexican restaurant in Hoodsport since he serves food & has room on his dock to set up tents. Commissioner O’ Laughlin suggested contacting the Union Marina, Alderbrook Resort, local Kiwanis and Lions clubs for participation. Commissioner O’ Laughlin suggested talking to the tribe so their rowing team could be present with their fancy rowing canoe and they may even be willing to take the barrel across the canal. Commissioner Brazil said the Port is definitely in favor of their event, suggested they fill out an event form, have an insurance waiver and the Port will have the dock clean and ready for their event.

Rich Ohl & Caralyn Valderal with Integrated NW Construction submitted a bid proposal to the Port Commission for a dock repair. Rich said they specialize in docks, piers & bulkheads, full builds and remodels of houses. They employ 14-18 people, have certified underwater welders, divers & a boat; they serve Tacoma, Hood Canal and Lake Cushman areas. They found Hoodsport to be the fastest growing town in Mason County and offer complete design and builds. They work with engineers and had one take a look at the Port dock and pier at no charge. They manufacture floating dock systems using stainless, U. S. steel, Alaskan cedar and composite materials. They do all the permitting working with biologists, Army Corp of Engineers and have close ties with fish and game. They offer a 5 year warranty with annual inspections. They also offer a motion censored pop up sprinkler system that deters sea animals from getting on top of the dock. Commissioner Petz asked whether they use stainless or galvanized steel, Rich said they use marine grade A stainless and that every part is welded. Caralyn said they would not have a stainless steel plate over the top of the plank but would use wood or a hinged plate system.

Commissioner Reports:
Commissioner Brazil will be doing a Power Point presentation on the Port of Hoodsport to the Booster club at Lake Cushman. The presentation will identify Port properties, public services and future projects. Commissioner O’Laughlin suggested inviting the new County Commissioner Kevin Shutty to the next port meeting to discuss his vision for Mason County and the Hoodsport area.

Port Maintenance Reports:

Hoodsport Marina, Dock & Waterfront Park: B. Osborne is battling moles that have become a problem in the grassy areas of the waterfront park.

Public Restrooms: Theft of toilet paper & messes in the restrooms continues to be a recurring problem. B. Osborne suggested repainting the walls and floors of the public restrooms.

Hoodsport Trail Park: The park is in winter mode, gates are closed during inclement weather.

Port Operations Manager Report:

K. Wyatt received the annual information sheet from the Mason County Auditor requesting Commissioner signatures and who will be available to discuss and pickup warrant checks.  The update on the EV Car Charging station has not changed since the last port commission meeting.  WSDOT just released their grant program which was forwarded along with a list of all involved parties to Michael Mann and Cyan Strategies.  The emergency dock repair has been approved and information is being gathered for the repair with proper permitting and good weather on the canal.  The Port Commission reviewed the proposal to replace the meter box, an 8 circuit panel and 4 LED lights on the port dock.  Commissioner Brazil made a motion to approve the electrical proposal, Commissioner O' Laughlin seconded, it was unanimously approved.  K. Wyatt received an email from the Lake Cushman administration who requested an article from the Port for their Spring newsletter.  The Port commission suggested talking about an update on the disc golf course and port participation in future community events and wanted to remind the public about the Kiwanis spring plant sale.  K. Wyatt suggested the Port have a 'fact' sheet covering information about the Port of Hoodsport, its assets, its responsibility to the public and tourism.  
					

Budget:     The Port of Hoodsport reviewed the February Financial Statement.
