MINUTES FROM THE REGULAR COMMISSION MEETING OF THE PORT OF HOODSPORT COMMISSION    

November 11, 2015    Call to Order: 9:15am         Adjourned: 10:00am

Approval of Agenda: Commissioner O’ Laughlin made a motion to approve the November 11, 2015 meeting agenda, Commissioner Petz seconded, unanimously approved.

Minutes: Commissioner Petz made a motion to approve the Regular Port Commission minutes of November 4, 2015; Commissioner Brazil seconded, unanimously approved.

Vouchers: There were No New Vouchers for payment

Public Communication: None

Commissioner Reports: Commissioner Brazil said he will be attending a fundraising Golf tournament on November 21st at the Lake Cushman Golf Course called the ‘Turkey Shoot’ to raise money for the local Food Bank. Commissioners Petz and O’ Laughlin financially support the local Food Bank. Commissioner Petz buys vegetables on a weekly basis and is very involved with distribution at the local Food Bank. He also donates farmland to the Kiwanis to plant, grow and harvest vegetables for the local Food Bank. B. Osborne & J. O’ Laughlin are Kiwanis members, the Kiwanis enlist children from Hood Canal School to help with gardening thereby learning the concept and process of reaping what you sow and taking care of the less fortunate. Commissioner O’ Laughlin enjoyed playing Disc Golf while in Florida at a 5 star rated disc golf course. He said there were three 18 hole courses at the Pines, Palmetto and Oaks, they had and honor box with a $2.00 disc golf fee. He said people loved it and enjoyed playing during their lunch hour for exercise and entertainment.

Port Maintenance Reports:
Hoodsport Marina, Dock & Waterfront Park: B. Osborne reported that we are waiting for information on a local welder who can reinforce the existing shackles that hold up the sliding plank. Flower baskets will be removed today; the drip system water lines and water lines to the dock have been drained in preparation for winter. B. Osborne is a part of the Kiwanis who will be decorating the tree at the Waterfront Park. B. Osborne will coordinate turning the tree lights on to coincide with Hood Canal Grocery IGA’s activities for the local kids which includes a visit with Santa, presents and refreshments at Hood Canal Grocery IGA on Sunday December 6th.Public Restrooms: B. Osborne will be painting the public restroom floors with a non slip paint, the women’s and men’s restrooms will be painted separately so one side will be available to the Public. Someone is stealing toilet paper daily in the men’s bathroom. Hoodsport Trail Park: B. Osborne will install the surveillance camera in the parking area. Four of ten poles have been installed at the upper parking area. B. Osborne is working on the roof for the billboard where the temporary Disc Golf sign will be posted. Soil and seed have been applied for erosion control.

Port Operations Manager Report: K Wyatt forwarded guidelines to the Port Commissioners to assist with amending the Port of Hoodsports Comprehensive Plan which was last updated in 2006 at great expense. The Port Commission is confident that the amendments can be made and approved by the Commission without going through the expense of an outside firm. The Comprehensive plan will need to be updated prior to March 1, 2016 to be in compliance with RCO (Recreational & Conservation Office) guidelines in order for the Port to make applications for Grant money to assist with expenses related to the disc golf development. Commissioners Petz and O’ Laughlin suggested creating an Amateur disc golf course on the golf course side of the Hoodsport Trail Park for beginners to use. K Wyatt researched and discovered that there may be Grant money available to help with the purchase of the pedestrian crosswalk flashing lights and radar speed signs. The Washington State Department of Transportation has a funding program that may be jointly applied for between the Port of Hoodsport and the Wa State Department of Transportation due to the fact that the Highway 101 roadway belongs to the state of WA. K Wyatt procured several proposals from Port O Pot companies in an effort to keep costs down for a temporary restroom situation for the new parking area at the Hoodsport Trail Park. A contract will be signed for a year of port o pot service when the disc golf course is up and running. Marina dock repair welding proposals will be discussed at the December 9, 2015 regular port commission meeting.

Budget: Port of Hoodsport October 2015 Financial statement was reviewed. The ending Cash Balance $88,301.26 The ending Investment balance $226,952.17

Old Business: Disc Golf is permitted within the guidelines and parameters of the WA State Parks Program of Utilization designed for the Hoodsport Trail Park as part of what is regarded as the highest & best use for public enjoyment at the Hoodsport Trail Park. Disc Golf is a popular sport with low impact on the environment will not impact current usage of the trail park and will create additional hiking opportunities. This sport will bring tourism, local jobs and revenue to the Hoodsport area.
