OF THE PORT OF HOODSPORT COMMISSION

Approval of Agenda:
Commissioner O’Laughlin made a motion to approve the 08-27-14 meeting agenda. Commissioner Petz seconded, unanimously approved.

Minutes:
Commissioner O’Laughlin made a motion to approve the minutes of August 13, 2014. Commissioner Petz seconded, unanimously approved.

Commissioner Reports:

Commissioners Brazil & O’Laughlin discussed the logging operation Mason County proposes to log every County property for revenue including the Foothills Park Transfer station. Commissioner Brazil spoke to the Lake Cushman golf course manager regarding parking, there are three options 1) use Lake Cushman golf course parking lot 2) use the Hoodsport trail park existing parking lot 3) build a parking lot. Commissioner O’Laughlin brought up the fact there are two lots available at the Lake Cushman subdivision next to the mail boxes adjacent to Port property.

The Port is on a fact finding mission only for possible Recreational activities geared for economic development to bring tourism, local jobs, fun and local revenue to Hoodsport. When it is determined by the Port and Public that the activities are feasible, the Port will solicit bids from all Vendors to get the best RFP with guidelines acceptable to the Port.

Commissioner Brazil discussed updating the Comprehensive & Master Plan to include enhanced recreational opportunities. An open meeting will be held when the Commission is ready to adopt an amendment to the comprehensive and master plans.

Port Maintenance Reports:

Hoodsport Marina: The tribe is using the marina dock extensively for fishing. The Port will be purchasing a moorage fee envelope box to replace one that was vandalized. Public Restrooms: Usual maintenance regarding plugged toilets and toilet paper theft. Hoodsport Trail Park: There have been many hikers utilizing the trail park. Signs for the trails will be made this winter and installed. Existing plant signs will be removed that are no longer valid and replaced with trees and native species that have been planted at the park as an educational resource for school children, scouts & the public. The woman owning the router machine for sale is on vacation, she will be contacted again. Signs can also be ordered through the Park commission. A broken railing will be repaired on the upper bridge. Plungers will be ordered for bathrooms to prompt people to unplug the toilets on their own. The grass at the Waterfront Park will be mowed on Fridays to look nice on weekends.

Port Operations Manager Report:

Open conversation with DNR has been established regarding possible easements through DNR land to build a trail linking the Hoodsport trail park and Foothills Park. An application for LTAC tourism money will be filled out and submitted. The President of the Disc Golf Assn of Mason County will be contacted for information on professional competition course and a field trip to the Shelton Disc Golf facility will be scheduled. There was continued discussion on possible locations and information for the Canopy Tours research. The Ports attorney will be contacted regarding how to move forward with possibly acquiring property for much needed public parking close to the Hoodsport Marina. The Commission discussed an email from the Port of Shelton regarding an All Ports meeting in the near future to be held at the Port of Allyn, date to be determined. An amendment to the comprehensive plan will require a Resolution; details are available on the WPPA website. A follow up report was filed with CERB on projects resulting from the 2009 grant money to the Port on completed projects. The Public restroom was completed in May of 2013.

Ongoing discussion and fact finding, exploration and research continue regarding Canopy Tours, Disc Golf, Trail Extension & additional public parking in town. Coordinating a time when the Commissioners can walk the corners of the Hoodsport Trail Park. Research and consultation is ongoing to determine steps on acquiring additional public parking and the trail extension.

Budget:
Review of Expenditures/Revenue already reviewed July 2014

Old Business:

An interest in Canopy Tours will be investigated further to determine the feasibility of this sport in this area. Disc Golf will also be examined as it has become a popular sport. Both of these sports could bring tourism and local jobs to the Hoodsport area. Extending the hiking trail from Hoodsport Trail Park to the Foothills Park is being explored. The Additional downtown public parking is being explored. The Port is working on an Amendment of the Comprehensive Plan.

Commissioner Petz made a motion to adjourn the Regular Port meeting. Commissioner Petz seconded, unanimously approved, meeting adjourned at 9:45 am.
