Approval of Agenda:
Commissioner O’Laughlin made a motion to approve the 12-10-14 meeting agenda. Commissioner Petz seconded, unanimously approved.
Minutes:
Commissioner Petz made a motion to approve the regular port commission minutes of November 19, 2014 and the 2015 Budget Hearing minutes. Commissioner Brazil seconded, unanimously approved.
Vouchers:
Commission Petz made a motion to approve the Voucher of December 2014 1of1 in the amount of $4,737.82 Commissioner Brazil seconded, unanimously approved.

Public Communication:
Morgan Rothrock, president of the Shelton Disc Golf Club led a group of seven Professional Disc Golfers through the Hoodsport Trail Park to look at ways to map out an 18 hole disc golf course that would create strong opportunities to make a safe and challenging course while co existing with the lower part of the trail park for hikers in a peaceful and safe nature. By looking at all aspects and scenarios they identified areas that could be used without disturbing the natural surroundings and to find the ideal balance with design and space. Morgan stated they would like to move forward with concepts and plans that do not involve the campground and possibly have parking parallel to State Rt 119. Upgrading the parking lot and restroom facility will be necessary. Morgan said the Hoodsport trail park area on the South side of State Rt. 119 could be developed in to a flat 9 hole course which would be conducive to families and people with mobility issues. It was reiterated by Commissioner Brazil that in a previous meeting with State Parks, they were adamant about reinvesting money from removing the diseased trees back in to the trail park for recreational use. The Commissioners approved and allocated $30,000.00 from the investment fund for the development of the trail park specifically for Disc Golf recreational activity. K. Wyatt will contact WSDOT to find out if access is possible to the North end of the Hoodsport Trail Park. Commissioner Petz will check in to alternative possibilities to upgrade the outhouse facility. Commissioner O’Laughlin will contact the owner of the Dow Creek Campground and discuss possible access for parking and camping. Commissioner Brazil will check with the Lake Cushman maintenance company about leases on adjacent property to the trail park and to the Golf club on ways they may support and benefit from disc golfers.
Commissioner Reports:
Commissioner O’Laughlin attended the Kiwanis meeting and they wanted to give many thanks to B. Osborne for his help in building the Christmas tree structure at the Port of Hoodsport’s waterfront park for their Tree Lighting event. Commissioner Brazil brought up concerns about Commissioners using devices for Port business. Commissioner Petz researched devices and reported the tablets that were capable of all the features needed were very expensive. Commissioner O’Laughlin had no concerns. K.Wyatt will research online courses that will certify elected officials on the OPMA & Record Retention Act.
Port Maintenance Reports:
Hoodsport Marina & Waterfront Park: B. Osborne reported the Marina and dock has been quiet since salmon fishing has ended.
Public Restrooms: B. Osborne reported someone has been tromping around in the men’s public restrooms nightly with muddy boots on and spreading mud on every square inch of the restroom and that three rolls of toilet paper have been consistently missing every day. Commissioners agreed a security camera pointed at the front door will help in finding the culprit.
Hoodsport Trail Park: The trail park is closed for winter and the gate is locked. B. Osborne will be working on trail signs this winter.
Port Operations Manager Report:
K. Wyatt distributed copies of the report to the Port Commissioners that the State Auditor completed on the Audit on the Port of Hoodsport for January 2011 through December 2013. There were suggestions made by the State Auditor on minute’s details and no other findings. A copy of the report is available online at:

K. Wyatt contacted CXT, the company who built the Public restroom for information on what to use as a caulking compound to repair the leaky seam in the roof and also what kind of texture they recommend for the floors, the information was reviewed and given to B. Osborne for repairs. A letter was received by the Port from the County Commissioners asking if the Port Commissioners had comments in regards to the Economic Development Councils interest in money for recruitment projects to promote the economic stability and growth for Mason County. The Commissioners had no issues with the EDC request. A $200.00 invoice was received by K. Wyatt from a vendor for supplies needed for the Christmas tree structure; in the prior port meeting the Commissioners approved $100. toward materials. It was determined most of the bill was for Port supplies. The WPPA sent a pamphlet created after the last Small Ports meeting showing a recap of the topics from the seminar asking that it be passed around to the Commissioners for their perusal. In the last two months, there has been a Notice from the Sheriff on the Port Office door stating they are making rounds and checking on businesses after hours. Commissioner O’ Laughlin sits on the advisory board for the Sheriff’s department and stated patrolling after hours was part of their new crime watch.
Budget:
Review of Financial Statement for November 2014 Ending Balance $114,201.94 Investment Account Balance $266,952.17
Old Business:
An interest in Canopy Tours will be investigated further to determine the feasibility of this sport in this area. Disc Golf will also be examined as it has become a popular sport. Both of these sports could bring tourism, local jobs and revenue to the Hoodsport area. Extending the hiking trail from Hoodsport Trail Park to the Foothills Park is being explored. Ongoing discussion, fact finding, exploration and research continue regarding Canopy Tours, Disc Golf and Trail Extension. Research and consultation is ongoing to determine steps on acquiring a walking trail extension from the Hoodsport Trail Park through DNR property, through the Foothills into Hoodsport. Amendment of the Comprehensive Plan.
