MINUTES FROM THE REGULAR COMMISSION MEETING

OF THE PORT OF HOODSPORT COMMISSION

October 15, 2014

Approval of Agenda:
Commissioner Petz made a motion to approve the 10-15-14 meeting agenda. Commissioner O’Laughlin seconded, unanimously approved.

Minutes:
Commissioner O’Laughlin made a motion to approve the minutes of September 10, 2014. Commissioner Petz seconded, unanimously approved.

Vouchers:
Commission O’Laughlin made a motion to approve the Voucher of October 2014 1of1 & 3rd ¼ Payroll $8,209.40 Commissioner Petz seconded, unanimously approved.

Public Communication:

Morgan Rothrock, President of the Shelton Disc Golf Course Club described the logistics of how a Disc Golf course is designed and played. He walked the Hoodsport Trail Park with another Shelton Disc Golf player and determined it could possibly work out as a Professional Disc Golf Park. It was recommended he contact the owner of the adjacent property to negotiate parking, camping, store access & permission to access into the Hoodsport Trail Park. Another access into the Hoodsport Trail Park could be through DNR land. Commissioner O’Laughlin moved that the Port of Hoodsport approve up to $30,000.00 in development costs contingent upon agreements with adjacent land owners being in place and an approved design for a Professional Disc Golf Course within the Hoodsport Trail Park, Commissioner Petz seconded the motion, it was unanimously approved. Contacts will be made to start a working relationship and a preliminary professional disc golf course conceptual design will be completed and submitted to the Commissioners.

Commissioner Reports:

Commissioners Brazil and O’Laughlin attended the ‘All Ports Meeting’ at the Port of Allyn. The Hoodsport Marina has been busy and the Adventure Cruise ship has been anchored off the Port’s dock and Marina off and on for a couple of weeks. Commissioner O’Laughlin reported trees have been clear cut by the County at the Foothills Park.

Port Maintenance Reports:

Hoodsport Marina & Waterfront Park: Broken bird wire has been replaced along the dock railing, burnt out light bulbs have also been replaced on the dock. The waterfront park looked terrific all summer and fall with flower baskets provided by and maintained by the Port; weeds are under control in the rock area by the Public beach. The fence is leaning between the marina park and the restaurant, will get permission from restaurant owner to straighten it.

Public Restrooms: Plungers have been placed in the public restrooms which seem to reduce the number of calls for maintenance.

Hoodsport Trail Park: The trail park is still open and getting lots of use. There is a concern with a big old tree next to the outhouse. A tree company will be contacted to take down any dangerous branches. The trail park will be open in to the winter, weather permitting.

Port Operations Manager Report:

Ongoing discussion, fact finding, exploration and research continue regarding Canopy Tours, Disc Golf and Trail Extension. Research and consultation is ongoing to determine steps on acquiring a walking trail extension from the Hoodsport Trail Park through DNR property, through the Foothills into Hoodsport. Commissioner Brazil will be attending the ‘All Ports Seminar’ sponsored by the Washington Public Ports Assn October 22nd-24th. Fire line has been repaired along the dock to the flexible plank. A Fall Newsletter is being written, it will be submitted to the Lake Cushman admin as an insert to their newsletter, it will be distributed to the Public as well. The Port is working on their 2015 Budget. Commissioner O’Laughlin moved the Commission not accept the additional tax levy for the 2015 Budget, Commissioner Petz seconded the motion, it was unanimously approved.

Old Business:

An interest in Canopy Tours will be investigated further to determine the feasibility of this sport in this area. Disc Golf will also be examined as it has become a popular sport. Both of these sports could bring tourism, local jobs and revenue to the Hoodsport area. Extending the hiking trail from Hoodsport Trail Park to the Foothills Park is being explored. The Port is working on an Amendment of the Comprehensive Plan.

Commissioner Petz made a motion to adjourn the Regular Port meeting. Commissioner Brazil seconded, unanimously approved, meeting adjourned at 10:45 am.
