Approval of Agenda:       Commissioner Kincannon motioned to approve May 7, 2025, agenda, as amended to include Jan Morris as a speaker and discuss the facility supervisor salary review, Commissioner Morris seconded; all in favor, unanimously approved.

Minutes: Commissioner Kincannon motioned to approve the Regular port commission meeting minutes from April 9, 2025, Commissioner Morris seconded, unanimously approved.

Vouchers: Commissioner Kincannon motioned to approve 2025 Vouchers: April 1of1 in the amount of $12,596.32 Commissioner Morris seconded, unanimously approved.

Public Communication:   F McCullough said as far as the mountain bike track, we are focusing on the top area of the trail park that connects to the trails that go beyond port property. The bicycle ‘pump track’ for small kids will be close to the parking lot, it’s about 150 yards long and 60-70 yards wide, about ½ acre.  My son races dirt bikes and pump tracks are super popular with the little kids. You can go onto the internet and see lots of examples, they have corners and hills for kids ages 2-15.  The little kids use balance bikes.  J Morris said my grandson has a ’balance bike’, there are no training wheels, no brakes and some have throttles. Parents can take the kids to ride their bikes on the pump track, so they will stay off of the disc golf course. Commissioner Kincannon said what will be the cost to create the ‘pump track’?  F McCullough said there’s a lot of work involved for the pump track, time and material, brush needs to be removed and creating the track will require rocks to be moved, it’s probably $1000. Per day.  Commissioner Kincannon said I suggest we do more research before we move forward to decide when to do it.  Let’s wait to see how much we get for the hazard trees.  F McCullough said I estimate four loads for trees at $2000. from one lumber company and a load for chip at $1200. We also have to pay the hauler separately. As far as the hazard trees are concerned, we will be starting this week because the skidder was broken.  There are a couple of dozen trees on both sides of State Rt 119.  Commissioner Heil said, I toured the park with S Lindgren, its pretty impressive, there was a 24” tree that fell across the trail.  F McCullough said the Alders are still dying from root rot, most of them are in the wetland area. Commissioner Kincannon asked J Morris what she would like to talk about, she said everything is on track for the Fjordin Crossin event.  I met with the State Patrol and went over the logistics, they can work on Saturday, June 28th if they are available and not on duty.  People riding the bus to attend the event will be offloaded at the crosswalk so no one can park there.  There will be approximately 130 boats, the Salish Sea volunteered to offload boats in the handicap parking area by the public restrooms so no one can park there. We will need to reserve those areas for our event. Pedestrians can cross if we don’t impede the flow of traffic on the highway. We will have a permit from WSDOT Derek Kilmer won’t be here so there is no need to reserve parking for him.  S Lindgren said I will put cones in front of those areas and confirm with you at the next meeting.  Commissioner Kincannon said a sign that says ‘Loading Zone’ may be helpful.  J Morris asked if the electrical upgrades will be done, we have a couple of vendors who need electricity.  Commissioner Heil said as far as feedback is concerned, we sent surveys out to vendors twice to find out what their electrical needs are and received no response so there will be four 120 volt 20-amp dedicated circuits. It will probably be about $500. for materials. S Lindgren said we need a breaker switch for the lights out on the pier.   Commissioner Morris said I motion to start procuring materials and permitting for the upgrade to the electrical at the waterfront park, Commissioner Kincannon seconded, all in favor.  F Mc Cullough said Fat Daddy’s pizza truck has a generator and can make a pizza in just a few minutes, they are excellent.  Commissioner Kincannon said yes, they are self-contained and quiet. 

Commissioner Reports    

Commissioner Kincannon said signs for the trail park, pier, park and scorecards have been ordered.  Zech Design updated the brochure but will wait to print after we know if we will put in the bicycle ‘pump track’.  Briane will be working on the mural as the weather is better.  After researching salaries for facility supervisors, we found they varied but generally falls between $24. an hour at entry level, with top earners at large facilities who make upwards of $50. an hour. S Lindgren does a fantastic job as the Ports facility supervisor, we would like to raise his hourly rate and because we are a small port with a small budget we obviously cannot do more, I am making a motion to raise the hourly rate to $27.00 starting in June 2025. Commissioner Morris said I second the motion, Commissioner Heil said he’s worth much more, but I am in favor, all in favor, it was unanimously approved.  Commissioner Morris said, its official, we will be reimbursed through a capital funding grant for the pile repair.  Permitting is in limbo for a year and a half, then pile season for our marine area in 2026.  I spoke to Mara, there are various grant recipients like us who are still negotiating the DNR lease, so they are extending the reimbursement of capital funding deadline for two more years.  We are waiting for WPPA lawyers to review our lease, then we can go over it before submitting it to our port attorney for review.  I will not be going to the Commissioner seminar in Spokane.

Port Maintenance Reports:

Hoodsport Trail Park & Disc Golf Park: S Lindgren said we are moving the Gazebo to the parking area at the Disc Golf course.  F Mc Cullough said instead of tearing it apart and rebuilding it, we can skid it across the street.

Hoodsport Marina, Dock & Waterfront Park: S Lindgren said PUD wrapped the base of all the power poles at the waterfront park because of the creosote.  Now the water lines need to be reset; I am working on the irrigation lines to make sure there are no breaks.  We got a new worker, Dan Lee, he’s a great guy.  Shrimping starts on May 21st.  The dock looks good; it will be pressure washed.   

Portable Restrooms: The Port of Hoodsport and Hood Canal Market Fresh share the cost of renting portable restrooms for public use.  In the summer season, May–October, restrooms are serviced 3 times per week.  In winter, October – April rentals are serviced twice per week. The Ports maintenance department monitors them for trash and additional toilet paper as needed in between services.

Port Directors Report: 

The director said the press release for the ‘Back Nine’ Disc Golf Course celebration and ribbon cutting ceremony will be published the Thursday prior to the event, 11am is the start time.  I will have volunteer waiver forms for people who are interested in becoming a part of the Hoodsport Trail Park Volunteer Group. For the ribbon cutting ceremony, we have ribbon and scissors, and, for giveaways to the public we have disc golf scorecards, pencils, chips and water for refreshments. Commissioner Kincannon said the poster and flyers will be ready to post.  S Lindgren said Commissioner Morris and I will load up the folding table with the ice chest with ice at 10am to meet everyone at the disc golf course.  The CPA has all the information needed to submit to the State Auditor for the annual Schedule 22 Audit due on Mat 31st, they will send us bound copies.  An unscheduled dive Expo event was held on Port’s public waterfront and dock property, an email was received from YSS Dive shop with an apology concerning the oversight in submitting an event application and acknowledgement of the mix-up, the insurance certificate of liability was attached, and a deposit check was mailed. Commissioner Heil said the dive shop has a gigantic boat it uses for their divers. F McCullough said it ties off to a Clete on the dock and throttles up its engine which can’t be good for the structure of the pilings and integrity of the dock, it’s about 60’ long and 32’ wide. Commissioner Morris said, “We need to talk to them about regulations on sizing, physical limitations, what they can and cannot do, address parameters & share expenses for repairs due to their use of docks.  I will talk to the contractors to find out the limitations, what current engineering allows and what the maximum size of boat it can withstand.  They had an unscheduled dive event at the waterfront park and dock but have regular usage, we need to come up with some sort of agreement on use. The tribe uses the dock for 3 months and mainly uses it to moor boats and to load and offload.

Commissioner Reports    

Commissioner Kincannon said I am working on the application for the CED grant project, which is due on May 1st, I will reach out to the director if I need help or more information.  I am working with our designer on updating the waterfront, Hoodsport Trail signs and decals with the new logo.  Commissioner Morris said we got approved and awarded $70,000. Capital funding from the legislation’s budget for 2026 designated to repair the dock pilings.  We need to finish the DNR lease to be able to actually receive the funding, I will see where we are with the WPPA attorneys.  We have until August to get the paperwork in for reimbursement, then the next round of paperwork is due by August 2026.  We have all the paperwork finished for the five agencies and can cut/paste the documents having all of it in our toolkit moving forward.  Commissioner Kincannon said we can go through the packet, so we know what we need for the next package.  Commissioner Morris said, yes, I will chat with Mara to go over it in May. We should have an idea as to what is required so we can have a breakout session.  I am thinking about going to the WPPA meeting in May in person because it may be helpful to get the DNR lease figured.   Commissioner Heil said, “I have heard people in town want an EV station, they are so expensive, Commissioner Kincannon said we tried to help the community with a grant to install EV charging stations, but the Grants chose another site.

Port Maintenance Reports:

Hoodsport Trail Park & Disc Golf Park: S Lindgren said someone stole one of the big logs from the disc golf parking area, they drug it for ½ mile down State Rt 119 until they came to the state car counter rubber cords in the road then dumped it in the ditch.  We will be retrieving it soon.  We will be evaluating a place to start the bicycle pump track and identify hazard trees this month. People are spinning brodies in the parking lots and leaving trash, furniture and unidentifiable containers in the parking lots.  Commissioner Morris asked if we should put a gate with locks at the entrance of the parking lot to the disc golf course and trail park with nighttime lockup and a.m. gate opening, let’s evaluate the cost of trash removal and compare it to the cost to lock/unlock the gate daily.  S Lindgren said I have a lead on a second maintenance person.  Commissioner Kincannon said if you can get me the dimensions of the logos on the signs at the park, I can order them.

Hoodsport Marina, Dock & Waterfront Park: S Lindgren said the flowers have been ordered and should be here at the end of the month.

The director asked if Commissioner Kincannon has heard back on the electrical survey? I am still waiting to hear back from vendors on the electrical survey so we can decide on which type of outlets we need at the waterfront park.  I will get the press release to you for the ‘back nine’ grand opening ceremony to put in the newspaper and post to the website.   Commissioner Morris said if we had a poster, it could be posted at the kiosks, port office window, I could post it at the brewery, in the library and around town.  Commissioner Morris said what if we made up disc golf score cards and markers for giveaways with an updated map for the new ‘back nine’.  Commissioner Kincannon said, I will work on that.  The director said AAA Septic called to ask if they could replace the portable restrooms with handwashing stations with portable restrooms with hand sanitizers because people are stealing the tubing and plugs from the sinks.
