MINUTES FROM THE REGULAR PORT COMMISSION MEETING FOR THE PORT OF HOODSPORT

September 10, 2025

Approval of Agenda:       Commissioner Kincannon motioned to approve September 10, 2025, agenda, as written, Commissioner Morris seconded; all in favor.

Minutes: Commissioner Kincannon motioned to approve the Regular port commission meeting minutes from August 13, 2025, Commissioner Morris seconded, unanimously approved.

Vouchers: Commissioner Kincannon motioned to approve 2025 Vouchers: August 1of1 in the amount of $12,978.61 Commissioner Morris seconded, unanimously approved.

Public Communication:   

Mariessa Flores with the Conservation District Riparian Restoration team projects said the Urban & Community Forestry program applied for a grant through DNR in 2023 thinking about local and community parks where they did a survey on invasive plant species.  In our survey of multiple parks and trail systems, we noticed scotch broom and blackberries have taken over.  We are hoping to survey the Hoodsport Trail Park Disc Golf Course with this grant in 2026, which will be a limited survey so unfortunately the Hoodsport Trail Park falls out of boundaries.  I lived in Lake Cushman and love the Disc Golf Course.  We would like to know if we can survey a portion of the disc golf course and what times per day, we can do the survey?  I am not an expert with all invasive species but can show you basic ones at the disc golf course for a vegetation management plan and best ways to eliminate the invasive species.  Commissioner Kincannon said, ‘can you give us recommendations on how to get rid of them?”  M Flores said yes, there are ways to eliminate or control them.  With surveys we can do public outreach events which have led to school involvement where we removed 12 truckloads of scotch broom, picked up trash and replanted in summer months.  We have an upcoming event in October which is Orca Recovery Day at Bayshore through the Johns Creek restoration buffer.  Commissioner Kincannon said we can post your event flyer on the Port’s website if you send a pdf. file.  We want to get the community involved like high school kids as an education opportunity.  What do you need from us?  M Flores said we need permission and your support.  I can survey the 20 acres at the disc golf course then make a plan for 2026.  Commissioner Morris said S Lindgren can take you through the disc golf course on the mule, he designed the course and can tell you all about it.   M Flores said that’s terrific, I can have the report to you by spring.  The first step is hoping funding continues, then we find out what’s out there and how to improve the areas.  Commissioner Morris said we do have a pretty good chunk of local regulars who want to give time for volunteer efforts and might be able to maintain it.  Commissioner Morris said I make a motion to approve Mason County Conservation district to do the survey on invasive species at the 20-acre Disc Golf Course and to get started right away.  Commissioner Kincannon seconded the motion, all in favor.  We are really excited and very supportive of your mission and to get started.  M Flores said thank you, I will leave some information and email the flyer .pdf to you right away.

Commissioner Reports    

Commissioner Kincannon said we were asked by WA Public Ports Association (WPPA) if we were interested in making the opening remarks at the upcoming Environmental Seminar being held at the Alderbrook Resort on September 25th and 26th.  We agreed and I wrote the opening remarks. I will have the director send a copy to you Commissioner Morris for your input. We can register now to attend if you are interested.  Commissioner Morris said, “Yes, I am interested especially since it is close by.  We can talk to other ports who may be using a Port Management Agreement (PMA) to manage their port’s dock instead of a full-on lease with DNR.  We can reach out ahead of the seminar to find out which ports are attending the upcoming seminar who currently use a PMA.   Commissioner Morris said the director and I attended a Zoom meeting with WPPA, their attorney, their director Eric Ffitch and his assistant Carly to talk about the current DNR lease and what edits we can make that remove paragraphs of verbiage that may pertain to larger marina’s but does not apply to our small 6 slip dock with first come first serve transient moorage.  The largest portion of the lease that doesn’t pertain is in the insurance section.  The Port director discussed this section with the Port’s insurance company representative, who then reviewed the insurance section and noted his thoughts on what does and does not pertain to our port.  Commissioner Kincannon said I reviewed the comments he submitted, we should still negotiate the insurance portion of the lease.  Commissioner Morris said the WPPA attorney said DNR rarely modifies leases, I think we need to find out if we can go with a PMA instead of the lease.  Let’s talk to the Ports who use a PMA at the seminar then talk to the attorneys so we can fulfill our obligations.  Commissioner Kincannon said that lease is not set up for our situation.  I don’t see how we can comply with the lease if there are no changes.   I am looking online and there are 31 Ports using the WPPA PMA as a legal instrument and here’s a sample copy of the updated PMA, I will send it to the director to forward to you Commissioner Morris. Commissioner Morris said the lease is designed for docks at Ports with commercial operations. I am hoping the PMA has state sanctions but not all verbiage that doesn’t apply keeping in compliance with current environmental and safety rules but much more stripped down.  I will email Eric at WPPA, it’s most likely the solution to our problem.

Port Maintenance Reports:

Hoodsport Trail Park & Disc Golf Park: S Lindgren said someone is doing brodies in the parking lot at the disc golf course.  We have big metal signs, but we still need vinyl stickers.  Commissioner Kincannon said, give me the measurements on where you want to place the stickers and I will order them.  S Lindgren said I pulled the metal storybook signs from the trail park because there are no stories from the library in them anymore.  I am widening the trail, there’s a lot of vines growing onto the trail.  People are stealing dog poo bags from all of the stations, I will be ordering more, again!  I need a spare tire for the Mule and will check on the price.

Hoodsport Marina, Dock & Waterfront Park: S Lindgren said the parking lot striping with reflective paint is done.  I thought I got rid of the moles but there are more!  I will be taking down the flower baskets from along the waterfront park.  People are setting out shrimp and crab pots in the early morning hours from the dock.  Commissioner Morris said, “that is wildly illegal and insane, we need better levels of security, that is poaching.  S Lindgren said I will call Jerry at WA Fish & Wildlife for enforcement.  With the spill kit do we want to put it on the dock, it is an oil boom with a box, do we want a 20 or 55-gallon drum, I have the life ring.  Commissioner Morris said if we have the material, let’s order the 55-gallon drum.  Can we put the life ring in the box on the landing and store spill kit and drum in the container shed, we can use a hand truck to transport it across the street if needed.  Commissioner Morris said I motion to purchase the 55-gallon drum, and the cleanup kit for $455.00. Commissioner Kincannon seconded the motion.  S Lindgren said I haven’t seen the fish and wildlife collect mussel samples, maybe they are using Glen Ayre’s dock again.

Portable Restrooms: The Port of Hoodsport and Hood Canal Market Fresh share the cost of renting portable restrooms for public use.  In the summer season, May–October, restrooms are serviced 3 times per week.  In winter, October – April rentals are serviced twice per week. The Ports maintenance department monitors them for trash and additional toilet paper as needed in between services. 

Port parking/Office building/Maintenance shed: The container shed is pressure washed and ready for painting.

Port Directors Report: 

The director said I will reach out to Sheriff Rose again to see where he’s at with the MOU for them to have access and use of Port facilities, I will also ask him for the best contact number for the public to call in case of an incident.  Port Commissioner Position 1 has a 6-year term that ends in 2025.  This is an elected position; Jen Bly has filed as a candidate for the open position in the upcoming election on November 4th.  Commissioner Kincannon said, I will reach out to her to see if she is interested in being appointed to the position prior to the election for the interim.  The director said we received a donation check in the amount of $250.00 from the Fjordin Crossin organization.  Commissioner’s timesheets are due by the end of September and have been emailed.
