MINUTES FROM THE REGULAR PORT COMMISSION MEETING FOR THE PORT OF HOODSPORT

July 10, 2024

Approval of Agenda:       Commissioner Kincannon motioned to approve the July 10, 2024; agenda as amended to add F McCullough as a Speaker & #8 YSS Dive Shop email #9 7/22/24 meeting with lobbyist for 2025 capital funding request to the directors’ report.  Commissioner Morris seconded; all in favor, it was unanimously approved.

Minutes: Commissioner Kincannon motioned to approve the regular port commission meeting minutes for June 5, 2024, Commissioner Morris seconded, it was unanimously approved.

VouchersCommissioner Kincannon motioned to approve June 2024 Voucher 1of1 in the amount of $20,287.96; Commission Q2 payroll of $1,227.35 and Dock repair Ck #4 of $5,374.33 Commissioner Morris seconded, it was unanimously approved.

Public Communication:   

F McCullough said there are 3 more-disc golf holes to build, the disc golf course turned out nice, we found the Railroad grade tracks, bee’s nests and bear poop.  There is a living stump covered with bark, the ferns are growing, it looks really good, people are stopping by and digging it. We did have to redesign one hole because of a neighbor’s concerns, we moved the hole, and the neighbors were happy.  Commissioner Morris said, “I am assuming the launching pads are in.”  S Lindgren said yes, one is elevated, one has a rise over to the goal and one is on a corner by the property line and gazebo by Lake Cushman Maintenance Co., they are stoked as people can go buy hot dogs and drinks.  I am behind F McCullough, as he clears the course, I go in to fill in the areas.  F McCullough said, I have another job but will be back next week.  S Lindgren said we are still short 3 T-Baskets and I will check around for pricing.  C Morris said, do we have enough launching pads and is it realistic to open the new 9 holes to the public by the end of August, I would rather open later to do it right.  S Lindgren said we have a lot of leveling and installing the last launching pads, we are replanting trees that we have to remove from the course.  D Stacy has been helping a lot by doing all the garbage.

Commissioner Reports    

Commissioner Kincannon said the sweatshirts, t-shirts and caps all look terrific.  Commissioner Morris said, “I ran into D Stacy wearing a Port hat and shirt, he looked official.  Commissioner Kincannon said I spoke to two different people about painting a mural on the Hoodsport Trail Park container shed the cost ranged from $5,000. to $7,000.  I spoke to Brianne with Pacific NW Art by Brianne, she offered to do it for $3500.  Commissioner Morris said I think it’s important to do some artwork, so we don’t get tagged again, leaving it is like a blank canvas invitation.  I will give the EDC a call to ask for artwork grant money.  Commissioner Kincannon said let’s get her started then work on the grant since we have a commitment. Commissioner Kincannon said since it is the shed for the Hoodsport Trail Park equipment, we should be able to use trail park funds to pay for it.  The director said, yes designated funds for the trail park can be used. Commissioner Kincannon made a motion to approve $3500. from the Hoodsport Trail Park fund for the mural on the HTP container shed.  Commissioner Brazil seconded, all in favor. Brianne can do it in July, August or September, I will have a meeting with her to go over it and submit a sketch.  Commissioner Morris said that sounds great, her art style is clean and classic, let’s put our logo in the corner.  Commissioner Brazil said I have been in lockdown with COVID for the last 11 days, I am glad to be remotely at the meeting and looking forward to being there the for the next meeting.  Commissioner Morris said I spoke to Corey at Marine Floats hoping to have an estimate to repair the holes in the piles.  He didn’t have time to inspect where the dock was hit by the YSS charter boat and hopes to check the structure and pipes as soon as possible.  I will be meeting with Holly on 7/22 to find out if there are other ways to receive state funds without having to spend the ports money first before being reimbursed.  How do small agencies build infrastructure projects if they don’t have the money.  It will be hard to get money reimbursed if the Port doesn’t have the money to begin with. I will talk to Holly to get the next repair effort, if anything I would like to ask for money to repair the piles. The next big thing is getting the money from the state, we have a lot of additional hoops and paperwork to get the contract done with Commerce and need to work through the DNR lease before that happens to show we are in control of the dock.  Mara said we are in an unusual situation doing the paperwork after the emergency repair has been done, we will have time as the funds expire in 2025.  Commissioner Kincannon said we need the lease to be changed to include what has been done.  Commissioner Morris said some of the language could be changed to annual maintenance as required instead of the full list of bringing it up to current code and environmental requirements we should be checking for unusual and extravagant requests of materials to make sure it’s not unreasonable before re writing the lease to sign.  Commissioner Morris asked the Director to forward the copy of the lease that was revised by the attorney to look at in terms of feasibility on the request of repairs. 

Port Maintenance Reports:

Hoodsport Trail Park & Disc Golf Park:  S Lindgren said we are continuing to work on the remainder of the additional 9 holes. D Stacy is keeping the trail park real clean and will be putting the trail signs back up.  People are still dumping trash at the main trail park parking lot.

Hoodsport Marina, Dock & Waterfront Park:  There haven’t been many overnight boaters.

Portable Restrooms:  The Port of Hoodsport and Hood Canal Market Fresh share the cost of renting portable restrooms with hand washing stations for the public’s use.  In the summer season, May – October, four portable restrooms are serviced 3 times per week.  In winter, November – April three rentals are serviced twice per week.  The Ports maintenance department monitors them for trash and additional toilet paper as needed in between services. 

Port parking/Office building/Maintenance shed:  For the mural, the HTP container shed may need to be moved North a bit, I will check with Brianne when she meets with Lori.  There have been a lot of transient people hanging around. People continue to throw household garbage in all the trash cans provided by the Port in town and at the trail park, there’s been an increase of abandoned furniture and junk left next to the gazebo at the trail park, the Port has to pay to haul it to the dump.

Port Directors Report: 

The director said the capital funds awarded to the port was $41,500. minus the Commerce department’s admin fee, the total the Port will receive for the emergency dock repair is $37,770. When the DNR lease is signed and paperwork is finished, we will be reimbursed for payments made for the emergency dock repair.  The capital funds money came from a supplemental budget which was distributed to each district who received equal amounts.  Commissioner Kincannon said Jen Bly did not get onto the letter of support for the last funding and I would like to send an updated letter of support to our website technician to be posted on the Port website.  The director said Commissioner Morris and I will be attending an MRSC small works workshop webinar to find out all changes that have been implemented as MRSC is now a statewide small works roster.  The Port will be signing an updated MRSC small works resolution. Commissioner Kincannon read a post on social media about a guy who was hiking along the upper trail at the Hoodsport Trail Park and encountered a 450-pound black bear, said he came around a corner and there was the 450-pound bear looking at him, no other details were mentioned.  The bears are out roaming around in the woods. The director shared the mid-year budget review, we are on track and could use the reimbursement from capital funding sooner than later but are doing good despite higher than usual monthly debits from the Port’s budget.  The director said everyone is encouraged to attend a First Amendment Audit webinar hosted by MRSC and endorsed by the port’s insurance company Enduris insurance company.  Let’s check our calendars and set regular port commission meeting dates for September and October.  September 11th and October 9th work for everyone.
