Approval of Agenda:
Commissioner Petz made a motion to approve the 12-17-13 meeting agenda. Commissioner O’Laughlin seconded, unanimously approved.
Minutes:
Commissioner O’Laughlin made a motion to approve the minutes of November 19, 2013. Commissioner Petz seconded, unanimously approved.
Vouchers:
Commissioner O’Laughlin made a motion to approve the Vouchers of November 2013 3of3 $1,076.79 & December 1of1 $1,652.85 December 2of2 $2,963.66 Commissioner Petz seconded, unanimously approved.
Public Communication:
Andy Gregory with Pollution Prevention Program and the ‘Clean Marina Program’ spoke about what the Port could do to apply to become certified as a Washington State Clean Marina. Andy did an evaluation of the marina and restrooms and will help with implementing the program for pollution prevention and promoting clean boating practices.
Commissioner Reports:
Commissioner O’Laughlin had several calls regarding why the Christmas Tree lighting ceremony was not an event this year. After investigation, the man who was going to donate the tree forgot and so the events committee cancelled Santa and the gifts for children. The Kiwanis put lights on the small Maple tree on the Port property instead. In 2014, the Port would be willing to coordinate efforts in getting a Christmas tree for the community. Discussion on the Port purchasing Commercial rental property continued and the conclusion was to find out what kinds of rents can be collected and a business plan be implemented prior to making any decisions on a purchase.
Port Maintenance Reports:
People are still using the Hoodsport Trail Park and it was determined to keep the park open unless there is a wind storm or snow storm for the public’s safety.
Port Operations Manager Report:
A laminated map of the Olympic peninsula will be framed and put on the side of the building in the spring. A new contract stating all the duties the maintenance contractors do was signed with Hoodsport Services. A Delegation of Authority for 2014 was done for the Port Operations Manager. Having read and reviewed the Delegation of Authority, Commissioner O’Laughlin made a motion to approve, Commissioner Petz seconded and it was signed as Resolution R13-02. Protocol on abandoned boats and nets has been established with DNR. The WPPA newsletter in November addressed I-502 issues regarding Port properties and Port policies. Commissioner Petz moved to use the guidelines provided by the WPPA to be adopted by the Port of Hoodsport, the Port reserves the right to terminate any Contractor for ‘just cause’, seconded by Commissioner O’Laughlin and it was unanimously approved.

Commissioner Petz thanked Hoodsport Services and Integrity By Design Consulting and suggested that in recognition of the performance of two years of hard work put in over and above the regular scope of business in making sure the Public Restrooms were installed, Commissioner Petz proposed bonuses in lieu of pay raises for 2013 and 2014.
