Approval of Agenda:
Commissioner Petz made a motion to approve the 7-23-13 meeting agenda. Commissioner O’Laughlin seconded, unanimously approved.
Minutes:
Commissioner O’Laughlin made a motion to approve the minutes of July 2, 2013. Commissioner Petz seconded, unanimously approved.
Vouchers:
Commissioner Petz made a motion to approve the Vouchers July 2013(1of1) $20,024.15 and July 2013 (2of2)$4,419.55 Commissioner O’Laughlin seconded, unanimously approved.
Public Communication:
Ken Morse & Rick and their septic engineer spoke about the kind of septic system they can install to reduce all ecoliform bacteria in new and existing septic systems. They also proposed a septic repair scenario for properties along Finch Creek. They talked about systems they did repair and a ‘what if’ scenario about a reasonably cost effective sewer system which would cost less than individually based septic systems. The Commissioners suggested they speak to the County. Commissioner O’Laughlin suggested talking to Fisheries regarding the Sludgehammer system.
Jason Stymacks spoke about building bridges in the past and provided a proposal to repair the damaged bridges at the Hoodsport Trail Park. Repairing the bridges using manual labor without machinery will be a challenge and a guarantee they will last for 10 years is impossible. The Commissioner will shoulder the responsibility if the bridges are washed out by winter weather. Jason will coordinate with Mike Petz and Bruce prior to starting the project. The Hoodsport Trail Park will be closed while bridges are being repaired. Commissioner O’Laughlin moved to approve the Stymacks Tree Service proposal as described including handrails on the bridges; Commissioner Petz seconded the motion, unanimously approved.
Linda Woytowich presented another scenario for the proposed ‘visitor wayfarer map’. The Commissioners gave her more input on fine tuning the map. A suggestion of 4″x8″ spaces for local businesses to include their personal information with numbers to correlate on the main map. A metal sign example was proposed to be hung on the Public restrooms pointing credibility to the Port of Hoodsport.
Commissioner Reports:
Commissioner Brazil suggested the Port keep in mind property tax assessments have been radically reduced which will decrease the tax base for the Port’s budget. Commissioner Brazil was concerned about the Public Restroom sign on the telephone pole by the West Realty building due to WSDOT removing signs along the highway.
Port Maintenance Reports:
The WSU 4H Forestry crew are working up at the Hoodsport Trail Park, they are cleaning up areas and blazing another trail on the golf course side of State Rt. 119. One boater complained about people crabbing on the dock. Boats have the right of way on the boat dock. The CXT warranty items have been taken care of. One of the toilets in the men’s restroom has been much abused with things that have been stuffed in the toilet, excessive toilet paper and underwear.
Port Operations Manager Report:
The Port of Hoodsport provided traffic & citizen safety at the annual Celebrate Hoodsport fireworks event. State Troopers were stationed at Hwy 101 and State Rt 119 to direct traffic, Sheriff’s deputies were on foot patrol for crowd control, 2 Sheriff’s boats were at the Port Marina, a tow truck was on call and a septic pumper was on call again this year on Saturday July 6th. The Port provided extra port o pots to accommodate the hundreds of people who were in town for the annual Celebrate Hoodsport event. Next year the Fire Department will have only one fire truck and 2 aide cars, the septic tank for the public restrooms will be pumped the day before the Saturday of the event due to high levels in the septic tank, a sandwich board will be made for the boaters at the dock and 3 port o pots will be rented again. The repair to the fire line on the dock was not submitted to insurance due to a deductible. An email was sent to the Port regarding the spelling in the sign at the restroom.

New Business:
Discuss future projects for the Port and updating its Master Plan and some items to talk about at a public meeting to revise what the public needs are.
